About once every two or three years someone from the senior employees of the Federal Antimonopoly Service says that the "cancerous tumor" of the Russian economy has been found. And every time it means the cartels in the state procurement system. Here are the latest figures from the Deputy Head of FAS Andrey Tsarikovsky: government purchases of about 1 trillion rubles have been grabbed by the cartels, resulting in minimal budgetary savings. The results of another study of public procurement carried out by Forbes, would sound as follows using the medical working: tumors are not only at places indicated by the FAS, but also in many other places, and they have already metastasized.
The vast majority of large orders government agencies and state-owned companies in 2016 were distributed even without simulation competition. Government of the Crimea, taking the example of the federal government, appointed the contractors of the multibillion-dollar Tauris highway. Gazprom, equally without tenders, distributes the orders for the construction of the Power of Siberia pipeline. With some reservations, it can be explained why the monopoly wanted Stroygazmontazh owned by Arkady Rotenberg or Stroytransgaz owned by Gennady Timchenko to build the pipeline: the project is large and is very responsible, and productive capacity and expertise of these companies do not cause problems. But now Gazprom has simply exotic disires: to give orders to unknown or little-known companies. The enterprise of Yevgeny Lavrinenko, Tomskpromtrans, with its five employees received 40 contracts for 8 billion rubles for the construction of Power of Siberia. And this is just the tip of the iceberg. First place in the ranking of Kings of the state order - 2016 is occupied by the owners of Ufa RDI NG "PETON" having contracts with Gazprom worth 176 billion rubles. PETON, of course, is not a micro-enterprise with five employees, but the size of the company with revenues of 1.9 billion rubles in 2015 is not comparable with the volume of contracts obtained.
The sharp rise in purchases from a single supplier was also noted by the head of the Accounting Chamber Tatyana Golikova: the suppliers, in some cases "are intermediaries that do not have an adequate level of qualification, but they get substantial benefits for their very existance."
How the calculation was done
With the help of the "Kontur. State Procurement" database we analyzed the requirements for the tenders worth more than 1 billion rubles and made a list of the winners. From the resulting list, we excluded the state-owned companies. With the help of the "Kontur. Focus" database and website zakupki.gov.ru we analyzed all the contracts of private companies from our list. Then, using the open data and "Kontur. Focus", we have identified the owners of the companies and checked whether the state contracts were given to other entities belonging to our heroes. After that, we have calculated, on what proportion of the amount of government contracts can claim party rating based on the effective share in the contractor company.
1. Igor Mnoushkin, Oleg Polyakov, Vladimir Zaitsev
Customers: Gazprom and its structure

Shares in major contractors: RDI NG "PETON" 100%
PETON has received small contracts from Gazprom since 2014. But in 2016, the company with revenues of about 2 billion rubles set a record, receiving two large orders without competition: the construction of a complex for production, storage and shipment of liquefied natural gas in the vicinity of the Portovaya compressor station in the Leningrad region (126.75 billion rubles ) and on the construction of a condensate stabilization of the Achimov deposits in Yamal (47,7 billion rubles).
2. Valery Abramov, Viktor Perevalov
Clients: Government of the Crimea, Rosavtodor
Amount of state contracts: 163.2 billion rubles.

ZAO VAD is one of the largest contractors in the North-West Federal District, the company's projects include the construction of federal highways to bypass Kaliningrad on the eve of the World Cup, the construction of transport interchanges in the Leningrad region and Karelia. In 2016, the company received, without contest, one of the largest contracts in the history of the Crimean government - the construction of the Tauris highway with access to the Kerch bridge for 128 billion rubles.

The company is often associated with Gennady Timchenko, but he has only 31.5%, while the main owners are unknown. Anton Ray and his father, Michael, sold the controlling stake, after which the post of the CEO was occupied by a co-owner of Finservis Bank, Vladimir Kartashyan. The Bank is controlled by ex-managers of Mezhregiongas Alex Mityushov and Natalia Konovalenko, another 9.75% belong to Overpas-Invest, co-owners of Russia Bank Tatyana Svitova and Ivan Mironov (brother of the head of "Mezhregiongas" Kirill Seleznev).
4. Vyacheslav Aminov, Vadim Aminov, Alexey Lichtenfeld
Customers: "Rosneft", "Bashneft"

"Neftetransservis" is one of the largest private railway operators. The company's fleet exceeds 53,000 gondola cars and tank cars. The company transports about 8.5 million tons of cargo in Russia and the CIS monthly. In 2016 "Neftetransservis" without competition signed several major contracts with "Rosneft" for the transportation of export and domestic oil cargoes totaling 162.35 billion rubles, the largest of which was worth 119.4 billion rubles.
5. Gennady Timchenko

These contracts are worth a total of 68.8 billion rubles and provide for the transportation of 52.9 million tons of products of Angarsk, Achinsk Refinery and Samara refineries group for five years.

Last year, Arkady Rotenberg topped the rating of the "Kings of the State Procurement" with the impressive sum of 555.55 billion rubles. And in 2016 the amount of contracts received by his Stroygazmontazh, was more modest. Gazprom and its entities are still the main customers. The largest order is the construction of several sections of the second branch of the pipeline "Ukhta - Torzhok - 2" for 39.8 billion rubles. The gas will be pumped through that branch into the pipeline "Nord Stream - 2".
8. Vladimir Lisin

"Freight One" is the largest operator of rail freight in Russia, it is part of the international transport group UCL Holding.
