About once every two or three years someone from the senior employees of the Federal Antimonopoly Service says that the "cancerous tumor" of the Russian economy has been found. And every time it means the cartels in the state procurement system. Here are the latest figures from the Deputy Head of FAS Andrey Tsarikovsky: government purchases of about 1 trillion rubles have been grabbed by the cartels, resulting in minimal budgetary savings. The results of another study of public procurement carried out by Forbes, would sound as follows using the medical working: tumors are not only at places indicated by the FAS, but also in many other places, and they have already metastasized.

The vast majority of large orders government agencies and state-owned companies in 2016 were distributed even without simulation competition. Government of the Crimea, taking the example of the federal government, appointed the contractors of the multibillion-dollar Tauris highway. Gazprom, equally without tenders, distributes the orders for the construction of the Power of Siberia pipeline. With some reservations, it can be explained why the monopoly wanted Stroygazmontazh owned by Arkady Rotenberg or Stroytransgaz owned by Gennady Timchenko to build the pipeline: the project is large and is very responsible, and productive capacity and expertise of these companies do not cause problems. But now Gazprom has simply exotic disires: to give orders to unknown or little-known companies. The enterprise of Yevgeny Lavrinenko, Tomskpromtrans, with its five employees received 40 contracts for 8 billion rubles for the construction of Power of Siberia. And this is just the tip of the iceberg. First place in the ranking of Kings of the state order - 2016 is occupied by the owners of Ufa RDI NG "PETON" having contracts with Gazprom worth 176 billion rubles. PETON, of course, is not a micro-enterprise with five employees, but the size of the company with revenues of 1.9 billion rubles in 2015 is not comparable with the volume of contracts obtained.

The sharp rise in purchases from a single supplier was also noted by the head of the Accounting Chamber Tatyana Golikova: the suppliers, in some cases "are intermediaries that do not have an adequate level of qualification, but they get substantial benefits for their very existance."

How the calculation was done

With the help of the "Kontur. State Procurement" database we analyzed the requirements for the tenders worth more than 1 billion rubles and made a list of the winners. From the resulting list, we excluded the state-owned companies. With the help of the "Kontur. Focus" database and website zakupki.gov.ru we analyzed all the contracts of private companies from our list. Then, using the open data and "Kontur. Focus", we have identified the owners of the companies and checked whether the state contracts were given to other entities belonging to our heroes. After that, we have calculated, on what proportion of the amount of government contracts can claim party rating based on the effective share in the contractor company.

1. Igor Mnoushkin, Oleg Polyakov, Vladimir Zaitsev
Customers: Gazprom and its structure

The amount of state contracts: 176 billion rubles.

Shares in major contractors: RDI NG "PETON" 100%

PETON has received small contracts from Gazprom since 2014. But in 2016, the company with revenues of about 2 billion rubles set a record, receiving two large orders without competition: the construction of a complex for production, storage and shipment of liquefied natural gas in the vicinity of the Portovaya compressor station in the Leningrad region (126.75 billion rubles ) and on the construction of a condensate stabilization of the Achimov deposits in Yamal (47,7 billion rubles).

2. Valery Abramov, Viktor Perevalov
Clients: Government of the Crimea, Rosavtodor

Amount of state contracts: 163.2 billion rubles.

Shares in major contractor: VAD 100%

ZAO VAD is one of the largest contractors in the North-West Federal District, the company's projects include the construction of federal highways to bypass Kaliningrad on the eve of the World Cup, the construction of transport interchanges in the Leningrad region and Karelia. In 2016, the company received, without contest, one of the largest contracts in the history of the Crimean government - the construction of the Tauris highway with access to the Kerch bridge for 128 billion rubles.

3. The owners of Stroytransneftegaz
Customers: Gazprom and its entities

Amount of state contracts: 153.3 billion rubles.

Shares in major contractors: Stroytransneftegaz, 68.5%

The company is often associated with Gennady Timchenko, but he has only 31.5%, while the main owners are unknown. Anton Ray and his father, Michael, sold the controlling stake, after which the post of the CEO was occupied by a co-owner of Finservis Bank, Vladimir Kartashyan. The Bank is controlled by ex-managers of Mezhregiongas Alex Mityushov and Natalia Konovalenko, another 9.75% belong to Overpas-Invest, co-owners of Russia Bank Tatyana Svitova and Ivan Mironov (brother of the head of "Mezhregiongas" Kirill Seleznev).

4. Vyacheslav Aminov, Vadim Aminov, Alexey Lichtenfeld
Customers: "Rosneft", "Bashneft"

The amount of state contracts: 176 billion rubles.

Shares in major contractors: "Neftetransservis", 90%

"Neftetransservis" is one of the largest private railway operators. The company's fleet exceeds 53,000 gondola cars and tank cars. The company transports about 8.5 million tons of cargo in Russia and the CIS monthly. In 2016 "Neftetransservis" without competition signed several major contracts with "Rosneft" for the transportation of export and domestic oil cargoes totaling 162.35 billion rubles, the largest of which was worth 119.4 billion rubles.

5. Gennady Timchenko
Customers: "Gazprom", "Rosneft", Moscow United Electric Grid

The amount of state contracts: 137.7 billion rubles.

Shares in major contractors: "Stroytransneftegaz" 31.5%, "TRANSOIL" 80%, "Stroytransgaz" 80%

JSC "Stroytransgaz", where Gennady Timchenko has a controlling stake, in 2016 received considerably less contracts than normal: according to Forbes estimates, only 15 billion rubles. But the railway operator "TRANSOIL"  signed three long-term contract for the provision of freight forwarding services to Rosneft. These contracts are worth a total of 68.8 billion rubles and provide for the transportation of 52.9 million tons of products of Angarsk, Achinsk Refinery and Samara refineries group for five years.

6. Iskander Makhmudov, Andrey Bokarev
Customers: Russian Railways, Government of Moscow, "Kazmetrostroy"

The amount of state contracts: 117 billion rubles.

Shares in major contractors: "Transmashholding" 67%, "Moscow Metrostroy" 100%, "TRANSOIL" 13%

After the resignation of the head of Russian Railways Vladimir Yakunin, Transmashholding had significantly less orders from the monopoly: in 2016 big contracts were obtained only by Roslokomotiv (36.5 billion rubles). But "Metrovagonmash" won the tender for the supply of 300 three-section trams for Moscow worth 56.2 billion rubles. And "Moscow Metrostroy" received several subcontracts from "Mosinzhproekt" for the construction of stations and tunnels of the third interchange circuit.

7. Arkady Rotenberg
Customers: "Gazprom", the International Children's Center "Artek"

The amount of state contracts: 96.9 billion rubles.

Shares in major contractors: "Stroygazmontazh" 100%

Last year, Arkady Rotenberg topped the rating of the "Kings of the State Procurement" with the impressive sum of 555.55 billion rubles. And in 2016 the amount of contracts received by his Stroygazmontazh, was more modest. Gazprom and its entities are still the main customers. The largest order is the construction of several sections of the second branch of the pipeline "Ukhta - Torzhok - 2" for 39.8 billion rubles. The gas will be pumped through that branch into the pipeline "Nord Stream - 2".

8. Vladimir Lisin
Customers: "Rosneft", "RZD-Logistics"

The amount of state contracts: 89.4 billion rubles.

Shares in major contractors: "First Cargo Company" 100%

"Freight One" is the largest operator of rail freight in Russia, it is part of the international transport group UCL Holding. The largest contracts the company has received from "Rosneft": their total amount is 87.7 billion rubles. According to long-term contracts concluded before 2021, it will provide freight forwarding services to "Rosneft" companies: "Angarsk petrochemical company", the Samara group of refineries and others.

9. Ruben Vardanyan and partners
Customers: "Rosneft"

Amount of state contracts: 57.4 billion rubles.

Shares in major contractors: "Balttransservis" 40%

Investment boutique of Ruben Vardanyan and his former colleagues from "Troika Dialogue" Mikhail Broytman bought 40% of the railway operator in 2015, from the owners of Globaltrans. "Balttransservis" is one of Russia's largest carriers of bulk cargoes, and "Rosneft" is now the only large state customer. "Protek" belonging to Vadim Yakunin is engaged in manufacture, distribution and sale of drugs, the company owns the pharmacy chain "Rigla." 5% of shares of "Protek" are owned by the largest Eastern European Pharmaceutical Company Gedeon Richter. In the first 9 months of 2016 the Implementation Center of "Protek" became the leader in the aggregate rating of the largest pharmaceutical distributors, according to the analytical agency IMS Health, occupying 18.4% of the market of direct sales of medicines.

11. Ivan Shabalov
Customers: "Gazprom Komplektatsiya"

Amount of state contracts: 55,5 billion rubles.

Shares in major contractors: "Pipe Innovative Technologies" 100%

"Pipe Innovative Technologies" is an engineering company specializing in the supply of tubular products for the construction, reconstruction and repair of transportation and storage of oil and gas. In 2015, the Federal Antimonopoly Service had claims against the manner to enter into contracts for the supply of large diameter pipes, the company of Ivan Shabalov lost the court action, but in 2016 maintained the leading position in the supply of pipes for the needs of "Gazprom". The monopoly is the main state customer of Shabalov.

12. Ilya Scherbovich
Customers: "Gazprom" and its entities

Amount of state contracts: 46 billion rubles.

Shares in major contractors: "Stroygazkonsalting" 38.5%

"Stroygazkonsalting" is engaged in the development of oil and gas fields, construction and repair of pipelines and roads. SGK was founded by Ziyad Manasir, now owned by UCP fund belonging to Ilya Shcherbovich and Gazprombank. In 2015, the company for the first time after the change of ownership it against started to get contracts from "Gazprom". In 2016 it signed a contract to build two sections of the main pipeline "Power of Siberia" in the amount of more than 56.3 billion rubles.

13. Alexey Repik
Customers: public health agencies

Amount of state contracts: 45.6 billion rubles.

Shares in major contractors: "R-Pharm" 100%

"R-Pharm" is one of the largest pharmaceutical companies in Russia. In December 2016 the Japanese newspaper Nikkei reported that the local Mitsui & Co was ready to spend $130-174 million to buy 10% of "R-Pharm." "Vedomosti" wrote that if investors other than Mitsui participated in the deal, the purchase would climb up to 20%. It is believed that in the pool of investors might be the Russian Direct Investment Fund, the Japan Bank for International Cooperation and its partners. Repik confirmed the possibility of the sale of shares of the company.

14. Igor Rotenberg
Customers: "Gazprom", "Bashneft"

Amount of state contracts: 33.4 billion rubles.

Shares in major contractors: "Gazprom drilling" 100%, "TEK Mosenergo" 100%

In 2014, after Arkady Rotenberg was added in the sanctions lists, his son Igor bought a stake in the father's business. "Gazprom drilling" builds wells on land and offshore in Western and Eastern Siberia, the Far East, North Caucasus and in other parts of the country. In 2016 the company was awarded contracts for the construction of 106 wells in four fields in the Tomsk region for "Tomskgazprom", as well as nine wells in Trebsa and Titov fielnds in the Nenets AO for "Bashneft".

15. Victor Haritonin, Yegor Kul'kov
Customers: public health agencies

Amount of state contracts: 30 billion rubles.

Shares in major contractors: "Pharmstandard" 94.3%

"Pharmstandard" is based on plants that Victor Haritonin with Roman Abramovich bought from ICN Pharmaceuticals. Its shares were sold by Abramovich and partners to Haritonin and Kulkov in 2008. Now "Pharmstandard" is the largest Russian producer of medicines with the capacity of more than 1.7 billion packages per year ("Arbidol", "Pentalgin" and "Amiksin"). In November, the company held a delisting from the London Stock Exchange. Haritonin and Kulkov plan to consolidate 100% of "Pharmstandard".

16. Nikita Mishin, Konstantin Nikolaev, Andrey Filatov
Customers: "Rosneft"

Amount of state contracts: 29.7 billion rubles.

Shares in major contractors: "Balttransservis" 20.7%

"Balttransservis" is one of Russia's largest carriers of bulk cargoes. For owners of Globaltrans Nikita Mishin, Konstantin Nikolaev and Andrey Filatov the share in the company was a portfolio investment, so they decided to attract partners: the investment boutique of Ruben Vardanyan and Mikhail Broytman. "Rosneft" is now the only large state customer of the operator, with which the "BaltTransServis" has long-term contracts for the transportation of export and domestic cargo.

Shares in major contractors: NPK Katren 74.3%

The pharmaceutical group Katren was created by Leonid Konobeev and Vladimir Spiridonov in 1993. In 2013, it became the largest Russian pharmaceutical distributor. The group also includes Ukrainian distributor of "Venta. Ltd ", the Belarusian" Dominantafarm "Kazakhstan LLP" Amity International "and the pharmacy network" Melody health ", which in 2016 was included in the top 5 of the largest in the number of pharmacies. Altogether "Katren" has 22 branches, the company works with more than 700 suppliers.

"TSM" is a group of "Mostotrest", which had previously belonged to the Rotenbergs. Now the main owners are the entities of NPF "Blagosostoyaniye". In 1998, they created a company "Transgarant", which became one of the largest railway operators, and later sold it to Sergey Generalov and after some time began to build a new holding company. Rail Garant manages more than 36,000 railway cars.

20. Sergey Hambardzumyan

"Monarch" is one of the largest construction companies in Moscow. Among its objects were the Organizing Committee of the Olympic Games in Sochi, the Federal Treasury, the Moscow Planetarium, Moscow Arbitration Court, the building of the Moscow City Court. In 2016 the group received a contract from the Office of Civil Engineering in Moscow for the construction of two hospitals with maternity hospital queues in the village of Kommunarka, as well as the construction of "urban innovation center City of Heroes from the ENEA.
