Investigation Department of the Ministry of Internal Affairs of Russia asks the court to arrest the co-owner of the company "Summa" billionaire Ziyavudin Magomedov. Official reasons are not yet known. "Interfax" referring to the sources specifies that along with the owners of the company Ziyavudin and Magomed Magomedov, the head of Intex, a member of the holding, Artur Maksidov was detained. Leyla Mammadzadeh, the general director of the "Summa" group, was also detained.

The billionaire was detained on Friday evening, March 30, for 48 hours. According to sources of The Bell, at that moment Magomedov was going to fly the US. In the press service of "Summa" at the time of publication of the material could not comment on Forbes situation.

Also on Friday, employees of the GUEBiPK Ministry of Internal Affairs and the Economic Security Service of the FSB conducted a series of searches in commercial structures of Ziyavudin Magomedov, Kommersant reported. Investigative actions are related to the criminal case of the theft of more than 752 million rubles during the construction of a stadium in Kaliningrad, which will host matches of the 2018 World Cup. The subsidiary structure of "Summa" - "GlobalElectroservice" - was a contractor in the first stages of stadium construction.

The company was to prepare a site on the October Island for the construction of the stadium. In 2014, GlobalElectroservice carried out these works, in particular 1.6 million tons of sand was used to strengthen weak soils. The general director of "GlobalElectroservice" Eldar Nagaplov handed them over, and former minister of construction of the Kaliningrad region Amir Kushkhov and deputy head of the regional department of capital construction Sergey Tribunsky accepted.

According to the investigation, the work was poorly conducted, in particular, claims arose for the quality of sand. However, the company claimed that the sand was of the right quality, but "changed the structure" because the work was carried out in the swampy terrain.

The criminal case under Part 4 of Art. 159 of the Criminal Code (fraud in a particularly large amount) was initiated by Kaliningrad law enforcement agencies back in August 2014. In the summer of 2017 Kushkhov, Tribunsky and Deputy General Director of GlobalElectroservice Hachim Eristov were arrested. Nagaplov was arrested in absentia, as he managed to escape.

The government of the Kaliningrad region refused to answer the question of whether the Magomedov detainees were involved in the construction of the stadium. Forbes interlocutor noted that representatives of the investigative bodies did not apply to them for information, but in 2017 Kushkhov was dismissed on the basis of internal inspections regarding the construction of the Arena Kaliningrad stadium and materials from local control bodies were transferred to law enforcement agencies in the established in such cases of the order.

Several times a year he flies to the Silicon Valley, enthusiastically argues in his interview for Forbes about the principles of sharing economy and is on the board of directors of the Hyperloop One project, which invested about $ 10 million through the Caspian VC fund. However, in Russia the affairs of the "Sum" group, which owns businessman (along with his elder brother Magomed), have long been in a bad way.

Sumy's business has always been connected with the state, its sharp rise took place during the years of Dmitry Medvedev's rule. In 2011, a partnership with Transneft and major masters helped Ziyavudin Magomedov to enter the Forbes list with a fortune of $ 750 million, and three years later become a dollar billionaire. But at some point the state turned away from the "Summa" - when Vladimir Putin returned to the presidency, and politicians from the Medvedev team (for example, Arkady Dvorkovich, who studied with Magomedov at Moscow State University) began to lose influence. Bilalov is Magomedov's cousin. He also stood at the origins of their first business - the company "Interfinance", which managed the assets of "Zarubezhneft", and the bank "Diamant". Less than a week after the scandal of Sochi, the Federal Agency for Railway Transport (Roszheldor) filed a lawsuit against the engineering company Stroynovatsia, part of the Suma group, at 5.05 billion rubles.

The state demanded to return the advance paid for the construction of the railway "Kyzyl-Kuragino". This contract "Stroynovatsiya" won in 2011, bypassing, among others, the structures of Arkady Rothenberg. For 44.3 billion rubles, "Sum" promised to build 147 km of road in the Republic of Tuva, without which it was impossible to start development of the Elegest coking coal deposit - one of the largest in Russia. The claim of Roszheldor was preceded by a check that the First Deputy Prime Minister Igor Shuvalov instructed the Ministry of Transport. The Gosudit revealed that "Stroynovatsiya" is disrupting the production schedule. As a result, the contract with the company Ziyavudin Magomedov was severed.

However, the main problems for "Sumy" were ahead. In 2015, Magomedov last time in the rating Forbes "Kings of the state order." Then the amount of the gains won by him was 49.4 billion rubles. The largest was a contract for almost 24 billion rubles - for this money, "Stroynovatsiya" was to build the objects of the transport hub East - Nakhodka in the Primorsky Territory. In addition, the company had an order for 10.5 billion rubles for the construction of railway parks and the development of the Novorossiysk railway station. And Rosaviatsia signed a contract for the construction of airfields in the Kaliningrad airport Khrabrovo for 3.1 billion rubles.

In July 2016 Igor Shuvalov came to Khrabrovo with an inspection and could not restrain his emotions. "The airport is in terrible condition!" He exclaimed, not finding any people or equipment on the construction site. Soon Rosaviatsiya estimated the backlog of "Stroynovatsii" from the schedule for nine months, the contract was canceled, and the airport was replaced by the owner - it was Novaport Roman Trotsenko.

In May 2017, RBC, referring to a source close to Sum, said that Ziyavudin Magomedov intends to sell "Stroynovatsiyu", which is completely bogged down in financial problems, having lost a number of large contracts besides Khrabrovo. The businessman also looked for a buyer for the company "GlobalElectroservice", which built power lines and power plants and recently lost part of the contract for 13.2 billion rubles for the construction of a combined heat and power plant in Sovetskaya Gavan for RusHydro.

After a couple of months, the Novorossiysk Commercial Sea Port (NCSP), which also owns the ports of Primorsk and Baltiysk, applied to Stroynovatsii for almost 300 billion rubles. The suit in question was about one of the deliveries to NCSP: the "Stroynovatsiya" was due to pay for it, which did not. The court collected almost 180 billion rubles from the company. The piquancy of the claim lay in the fact that one of the main owners of NCSP is the "Sum". NCSP, Fesco and "Transcontainer" - so Magomedov described the key three of Russian assets in last year's interview with Forbes.

Sumy's partner at NCSP is Transneft, which, on an equal footing, owns Novoport, which owns 50.1% of the port operator. Directly, "Transneft" owns another 10.5%, and "Sum" - 2.75% of NCSP. The remaining 20% ​​belong to the Federal Property Management Agency. Control over NCSP "Transneft" and "Sum" was received in 2010 - the port became the largest and most profitable asset for Magomedov. By that time, he had very good relations with Transneft, which for a long time provided "Stroynovatsiyu" with orders for the construction of pipelines. NCSP, and "Transneft" for a long time provided "Stroynovatsiyu" orders for the construction of pipelines.

But already in 2013, a corporate conflict broke out between the partners: Transneft demanded to change the board of directors of NCSP, saying that he does not take into account its interests. Then the conflict was resolved, and "Summa" for a long time announced its desire to take part in the privatization of 20% of NCSP. But in February 2018 it became known that the representatives of Suma would not be included in the list of candidates for the new NCSP board of directors. But Transneft put forward five candidates at once. In the press office of Sumy, this was explained by the fact that Novoport initiated legal restructuring on behalf of the government. And less than a month later it became known that the FAS approved the petition of Transneft for the purchase of the stake in Summa in Novoport. Nadezhda Magomedov did not materialize - in Summa, the decision to withdraw from the NMPT was explained by delays in privatization. To date, based on the quotations of NCSP on the Moscow Stock Exchange, Sum's share is estimated at 41 billion rubles.


This money for Suma will clearly not be superfluous, considering the poor condition of the second asset from Magomedov's "strategic triad" - one of the largest transport operators in Russia FESCO (32.5% of Sumy). Starting in 2016, Fesco is in a state of permanent default on ruble-denominated bonds and eurobonds. In order to restructure the debt ($ 885.1 million in August 2017), Summa last year borrowed a loan from VTB for $ 680 million, placing the state bank with 50% in the United Grain Company (OZK). The guarantor for the loan is the Yakutia Fuel and Energy Company Magomedov. Three months ago, she could not fully execute the offer for 694 million rubles for the redemption of shares from dissatisfied minority shareholders.

Out of the way

The situation of Suma is also not better in Transcontainer, the largest container transport operator (about 47% of the market for rail transportation in Russia). Magomedov owns 25% of the shares in Sumy in 2012 together with Fesco . An inconvenient partner is again a state, RZD owns 50% + 2 shares of Transcontainer. As in the case of NCSP, "Summa" has long been trying to buy out a package of state monopoly.

In May 2017 Magomedov wrote a letter to Putin in which he asked the president to support the sale of the "Sum" of control in the "Transcontainer" and promised, through integration with Fesco and NCSP, to create a multiplier effect for the economy of 560 billion rubles. Once Magomedov had already managed to crank such a trick with the oil business when, through partnership with Transneft in NCSP, he gained control over the whole chain: from extraction to sale to world markets. This time, the idea of ​​a billionaire was immediately made by RZhD, seeing in it the risks of monopolization, and recalling Fesco's financial problems.

Sooner or later, RZhD from the capital of Transcontainer will come: Igor Shuvalov is an ardent supporter of this share in the privatization plan for the assets of the railway monopoly. Is the probability that the package of RZD will get to "Sum" is great? The operator has long been eyeing Vladimir Lisin F 3 and RFPP. But recently, Magomedov has a new competitor, who has advanced the rest.

Earlier this year, RBC announced the desire of Roman Abramovich F 12 and Alexander Abramov to take part in the privatization of Transcontainer. Starting positions of partners are more than good: in December their company "Yenisei Capital" has already entered into the capital of the operator, having bought out 24,5% of "Transcontainer" from NPF "Blagosostoyanie", the pension fund of Russian Railways.
