Assistant to the President of Russia Igor Levitin on August 15 held a meeting of the Commission for the Development of General Aviation and Glonass. It discussed and certification of civil aircraft. Rosaviatsia was recommended to recognize the Russian certification system before March 1, 2019 to conduct its audit at the European Aviation Safety Agency (EASA), according to the minutes of the meeting.
In case of failure, the government should consider the issue of introducing documents on certification of export-oriented aircraft, its developers and manufacturers, issued before November 28, 2015, the protocol says. “Vedomosti” got acquainted with the document, its authenticity was confirmed by three participants of the meeting.
On November 28, 2015, the government transferred the authority to certify aircraft from the Interstate Aviation Committee (IAC) Airline Registry to Rosaviatsia. But the latter still has no bilateral agreements on the mutual recognition of airworthiness certificates with the leading aviation authorities of the world - ЕАSА, American FAA, Italian ENAC and others. Export certificates issued by Rosaviation are not accepted by them. In 2016–2017 Sukhoi Civil Aircraft (GSS; United Aircraft Corporation, UAC) are part of the state holding, and delivered seven SSJ100 aircraft to their only European operator, the Irish airline CityJet. Export certificates for them at the request of the Ministry of Industry and Trade issued the IAC Aviation Register, otherwise deliveries would not have taken place.
The Rostec CEO Sergey Chemezov suggested certifying the certification authority at the meeting to IAC Registrar, two participants of the meeting assert. He was outraged at the meeting about the situation. “Let's build [an airplane] MS-21 and only fly across Russia?” One of the Vedomosti interlocutors quoted Chemezov as saying. The first deliveries of MS-21 are scheduled for 2019.
Rostec includes the United Engine Corporation and Russian Helicopters. It was also decided to transfer the state corporation from the Federal Property Management Agency and the KLA.
The protocol of the meeting of the commission entered the Ministry of Transport and is being worked out, a ministry spokesman said. His colleagues from the Federal Air Transport Agency, the Ministry of Industry and Trade, the Secretariat of the Deputy Prime Minister Yuri Borisov, ЕАSА and the FAA did not respond to requests from Vedomosti. Press Secretary of the President of Russia Dmitry Peskov and the representative of the IAC Aviation Register refused to comment.
The representative of Rostec doubts that Rosaviatsia will be able to conclude an agreement with EASA in the near future. For the continuity of certification, a transition period is needed, he said.
IAC was established in 1991 by 12 countries from among the former Soviet republics. He is involved in the investigation of accidents, and the IAC Aviation Register - in aircraft certification. The permanent chairman of the IAC is Tatiana Anodina. In November 2015, the Aviation Register of IAC canceled the Russian certificate for the Boeing 737 aircraft. Rosaviation after such a decision would have to suspend the operation of these aircraft by Russian airlines, and they form the basis or a substantial part of the fleet of the largest carriers - Aeroflot ".
The IAC Aviation Register explained that the Rosaviatsia after the crash of the Boeing 737 of the Tatarstan airline had repeatedly made claims to the elevator of this vessel, and Boeing did not provide the necessary explanations. But officials considered this a revenge for Transaero, and within three weeks the government deprived the IAC Aviation Register of certification authority. At that time, the second largest number of transported passengers was controlled by the son and daughter-in-law of Anodina, Alexander and Tatiana Pleshakov. In August 2015, Transaero had no money left, the state did not save it.
“It is hardly possible to achieve EASA recognition before spring,” said Boris Rybak, general director of the consulting company Infomost. “With a powerful lobbying team, this task can be solved in a year and a half.” The Anodina team is well known in the USA and Europe and trusted by them, and trust is a very important aspect in the mutual recognition of airworthiness, the expert points out. It takes 3-5 years to train such specialists, but the Rosavia does not seem to be doing this, adds Rybak.
