RT-Invest is planning to build 30 waste incineration plants in Russia. Now the company is building five plants in the suburbs and Kazan for 200 billion rubles.

According to Andrei Shipelov, general director and co-owner of RT-Invest, which is building five waste incinerators in Moscow and Kazan that process waste into electricity, another 25 such plants need to be created across the country by 2030. “Thus, 30 plants will produce energy from waste. These will be factories in million-plus cities similar to Kazan, which process about 500 thousand tons per year, ”he said in an interview with RBC.

All 30 plants will process about 18 million tons of waste (or 15–20% of the total waste) into electricity, he added. And another 40% of the waste will be sorted and processed into secondary material resources (recyclables). In this case, the proportion of waste that goes to landfills will decrease from the current 97% to 40%.

“This is what we can strive for. Today, on average, only 3% of waste is recycled in the country, and 97% is sent to landfills, ”Shipelov said.

At the end of December 2019, the CEO of Rostec (owns 25.01% of RT-Invest) Sergey Chemezov also told RBC that he considers it necessary to build at least 25-30 such plants in Russia, including Sochi. “Not necessarily close to Sochi, but somewhere close enough so that you can carry garbage. Because today garbage from Sochi is taken to Krasnodar, and this is a huge number of kilometers, ”he added. In what other regions, except Sochi, 25 plants may appear, Shipelov did not say.

According to Shipelov, taking into account the infrastructure for sorting and separate waste collection, the project to build four waste incineration plants in the Moscow Region and another in Kazan is estimated at 200 billion rubles. 20% (40 billion rubles) of which RT-Invest finances from its own funds, and 80% (160 billion rubles) are the syndicate of Gazprombank and VEB. Just last week, VEB announced that together with a syndicate of banks (VEB's share is 50%), it will issue RT-Invest a loan of 110 billion rubles. for the construction of factories in the suburbs until 2035.

The company plans to build its five plants by the end of 2023. Shipelov expects that companies will be instructed to build an additional 25 factories across the country. “Most likely, a consortium of Russian companies will build. But the government must decide on a strategy. For example, the Chinese company SUS Environment, which is very close in structure to us, is building 60 plants in China, ”he said.

Shipelov recalled that SUS Environment also began with five plants, and Rostec, with a positive government decision, will be able to load Russian enterprises with orders for these plants.
