The nephew of the FSB director became the owner of the “Yadrovo” dump

For the right to manage the landfill, his company will sue the authorities of the Moscow region.
The owner of 75% of LLC Yadrovo, the operator of the landfill near Volokolamsk, near Moscow, was LLC Vesna. This was reported by representatives of the "Spring" and the former owner of this package - LLC "Center of recycling technologies" (CMPT). The remaining 25% of the company is still in Volokolamsk district.

The transaction was non-monetary — CMPT received 16% of Spring for a stake in Yadrovo. Vesna itself was registered only in February and is a Skolkovo resident. At first, the company was 100% owned by Sergey Sukhanov. But now the main owner of "Spring" - Dmitry Mikhailovich Bortnikov. According to the register, it owns 51% of the company. This is none other than the nephew of the FSB director Alexander Bortnikov, a person close to “Spring”, a participant in government meetings and a former law enforcement officer, say. According to the latter, Dmitry Bortnikov was engaged in business in St. Petersburg even before his uncle was appointed in 2008 as director of the FSB. Request "Vedomosti" in the FSB remained unanswered.

Dmitry Bortnikov also owns 15% each in the construction companies DSU-1 and DEP No. 17, it follows from the SPARK data. Both are engaged in the repair and construction of roads. For the last three years, DSU-1 has concluded contracts for 18.4 billion rubles, for DEP No. 17 - for 2.1 billion rubles. Bortnikov is a relative of the FSB director, but distant, says a participant in government meetings on transport.

The landfill "Yadrovo" was in the center of the scandal in 2018. Residents of the Volokolamsk district in February began to complain about the unpleasant smell from the landfill. They held several rallies demanding to close the landfill. In the spring, the situation worsened due to dumping of landfill gas, after which several dozens of children were hospitalized. An air analysis conducted by activists on the eve of mass poisoning showed that the maximum permissible concentrations of harmful substances were exceeded by 87.5 times.

Typical substances for such emissions are hydrogen sulfide, ammonia, methane, methyl mercaptans, says Natalia Sokolova, scientific director of the Autonomous Non-Profit Organization “Equality”, a former official of Rosprirodnadzor and member of several inspection commissions of the “Yadrovo”. The Moscow Region Investigation Committee (SC) reported that there was a release of gas, but did not cause harm to people's health.

The old part of the landfill with an area of ​​16.5 hectares was closed, but the “new” continues to be used (11 hectares), taking 60–80 vehicles with municipal waste per day.

CMPT intends to divert gas from the landfill and burn it at the power plant. To do this, the company has entered into a partnership agreement with the Swedish Vireo Energy AB, said the representative of CMPT. The drainage system has been installed (on 5 hectares - a grid of 5,000 wells) using the Dutch technology Multriwell. During the year, more than 20 million cubic meters were burned. m landfill gas.

"Vesna" is the copyright holder of new technologies for the deep processing of waste, said its general director Stanislav Maslenikov. The purpose of the transaction is to create an industrial installation on the basis of technologies owned by Vesna at the Yadrovo landfill. CMPT will continue to deal with the degassing of the landfill. In fact, a consortium will be created, which will include "Spring", MTCT, as well as the "daughter" of the Swedish Vireo Energy - LLC Clean Energy, which owns a plant for generating electricity from landfill gas, commented the representative of CMPT.
The new investor is not embarrassed that “Yadrovo” may lose business. Last week, the Volokolamsk City Court arrested the land and property of “Yadrovo” at the request of the UK. The insurance company estimated the damage from the storage of hazardous waste in violation of the rules resulting in environmental pollution at 2.5 million rubles. The court also decided to transfer the landfill into operation for use by the state institution “Moscow Regional Specialized Emergency Restoration Service”.

At the landfill, inspections were carried out and violations were repeatedly recorded, said a representative of the Ministry of Housing and Communal Services of the Moscow Region. The owners of the landfill more than a year after the mass protests of the people did not approve the project for the reconstruction and recultivation of the landfill. Any issues related to the violation of the landfill operation may affect the work of the regional operator, therefore the transfer of the facility to operation of the Moscow Regional Specialized Emergency Rescue Service State Unitary Enterprise is absolutely justified, he concludes.

“Yadrovo” has already filed an appeal and expects to win a lawsuit, parries Shrovetide.

It is strange that such a toxic asset in every sense changes the owner, says co-owner of one of the largest hazardous waste landfills and former deputy head of Rosprirodnadzor, Oleg Mitvol.

The landfill operator earns on the disposal of waste and the sale of sorted recycled materials. TsPMT reported that waste receipts per year amount to 420,000 tons. The tariff for disposal from July 1 to the landfill was almost tripled - from 612.76 rubles. up to 1,775.62 rubles. for 1 ton (excluding VAT). In 2018, the revenue of “Jadrovo amounted to 370 million rubles, and its net profit - 94 million rubles. If the tariffs do not change, in 2020, the operator's revenue may increase to 745 million rubles.

With proper construction by the management company, work on receiving waste for burial, timely dumping with sufficient amount of soil, ignition and fetid emissions at “Jadrovo” can be stopped, Sokolova is optimistic. And it does not depend on what kind of legal entity will manage this process - private, municipal or state.
