Investigators of the Moscow police filed a criminal case against the former management of the company "VEB-leasing" in part 2 of Art. 165 ("Causing property damage to the owner by fraud or abuse of confidence in the absence of signs of embezzlement committed by a group of individuals on a particularly large scale"), a source in the Moscow Interior Ministry in Moscow told RBC and confirmed the interlocutor familiar with the investigation.

The company VEB-leasing, VEB's subsidiary, has pledged to provide vehicles under the contract to Sigma, Delta and Gamma commercial companies, a source in the police said. "Their management received cars within the framework of contracts with the joint-stock company, after which it ceased making payments."

In June 2018, VEB-Leasing applied to the Department for Combating Economic Crimes and Combating Corruption of the Internal Affairs Directorate in the Central Administrative District of Moscow with a request to check the ex-director of the company Vyacheslav Soloviev, his deputy Alexei Sichinav and three other former employees for involvement in fraud with leasing funds in the amount of 298 million rubles., reported RBC referring to a source in law enforcement agencies and a source familiar with the case materials.

The statement about the need for verification was written after the change of management of Vnesheconombank. The post of the chairman of the state corporation was taken by the former First Deputy Prime Minister Igor Shuvalov, replacing Sergei Gorkov.

The statement, which was received by the Ministry of Internal Affairs, stated that during the period from July 11, 2013 to July 28, 2014, three-sided agreements were concluded between VEB-Leasing and three LLCs (Delta, Sigma and Gamma) leasing of 298 million rubles. as payment for 120 cars from the company ASAP TK. But after the payment of 55 million rubles. participants of the transaction stopped paying under the contract, it follows from the document.

The statement, which was filed with the police, states that the internal audit showed that the agreements were concluded with an overestimation of more than twice the cost of vehicles. Headed since 2008, "VEB-Leasing" Vyacheslav Soloviev left on the eve of his resignation in 2016 for treatment in Switzerland. In December 2017, Transparency International reported that the full namesake of the ex-director of "VEB-Leasing" received Maltese citizenship.

RBC sent a request to the Ministry of Internal Affairs and "VEB-Leasing" with a request to comment on the progress of the investigation. The representative of the company "VEB-leasing" Yuri Lenshin, who wrote a statement to the police, was not available for comment. Initially, Lenshin in his statement asked the police to check the actions of the former top managers of VEB-Leasing for fraud - for more serious part 4 of Art. 159 of the Criminal Code (up to ten years of imprisonment), but the investigative department of the Internal Affairs Directorate for the Central Administrative District decided to open a case under art. 165 of the Criminal Code (up to five years of imprisonment), which does not apply to serious crimes.

In May this year the Ministry of Internal Affairs instituted criminal proceedings against five security officers of the taxi company "ASAP TK" under art. 238 of the Criminal Code of Russia (provision of services that do not meet security requirements), RBC previously reported.

Largest Taxi Park

In February 2016, RBC, citing data from the Moscow Department of Transportation, reported that the transport company ASAP owns the largest taxi fleet in the capital: it had 2806 cars. Some machines operated under the brands Nexi and Grandee, the other was leased from private drivers connected to taxi aggregators.

According to SPARK, ASAP owns the offshore company Avendale Resources Inc, which is registered in the Seychelles. The revenue of ASAP in 2016 was 1.3 billion rubles.

In May 2018, in the Department of Transportation of Moscow, RBC said that ASAP was no longer the largest taxi operator in Moscow, because most of its taxi permits were canceled in 2017. According to the mayor's office, at present ASAP structures have stopped shipping.
