Ilya Kligman confused traces of cession

As part of the investigation of the largest withdrawal of funds from the country, the right to claim creditors was arrested.
As Kommersant learned, for the first time in Russian judicial practice, an arrest has been seized on the right to claim loans. We are talking about more than 7 billion rubles., Issued by the bankrupt bank "Agrosoyuz" fictitious firms. The thefts were revealed during an ongoing investigation in several regions of the activities of a criminal group that withdrew more than 100 billion rubles. from a dozen banks, which then went bankrupt. The alleged organizer of criminal schemes and the ultimate beneficiary of all these lending institutions, Ilya Kligman, has been put on the wanted list.

The decision to arrest property stolen from Agrosoyuz in the form of a claim on a loan portfolio worth more than 7 billion rubles. took the Tver district court of the capital. This was requested by the investigator of the main investigative department of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow, in the proceedings of which there is a criminal case on embezzlement on a particularly large scale (part 4 of article 159 of the Criminal Code of the Russian Federation) from the bank Agrosoyuz. After the license was revoked in November last year due to violation of the anti-laundering law and asset withdrawal, the credit institution, according to the Insurance Agency (DIA), owes almost 15 billion rubles to customers.

Dealing with the disappearance of the funds of the Agrosoyuz depositors, employees of the Main Department of Economic Security and Anti-Corruption of the Ministry of Internal Affairs found that shortly before the license was revoked, the bank's management ceded the right to claim for more than 7 billion rubles issued. loans to fictitious firms under false assignment agreements. In total, there were 90 such organizations, according to police. Later, in the hope of confusing the scammers, all the debts were assigned to three other fictitious LLCs: Technology, Good Money, and Megatorg. At the same time, on behalf of the latter, some citizens are still making attempts through the district courts of Moscow, St. Petersburg and other cities to collect debt under loan agreements.

According to Kommersant, the police managed to get out to Moscow and regional banks with revoked licenses, from which more than 100 billion rubles were withdrawn, according to Kommersant’s information, in the course of analyzing the connections that were used in the bankruptcy of borrowing companies.

As it turned out, many of them appeared in various criminal cases involving the withdrawal of funds from nearly one and a half dozen bankrupt banks. Among them, for example, Gelendzhik Bank (debt 825 million rubles), Intercommerts Bank (65.1 billion rubles), Time Bank (700 million rubles), Antalbank (14.7 billion rubles), Arksbank (more than 35 billion rubles), Incarobank (more than 3 billion rubles), Transinvestbank (more than 9 billion rubles), Baikalbank (6 billion rubles). It should be noted that in the summer of this year in Ulan-Ude, a verdict was passed to the former chairman of the board of Baikalbank Vitaly Avdeev and his four accomplices. For the attempted theft of cash, gold and real estate by almost 900 million rubles. the defendants received from four to seven years in prison. In the claim of the DIA, the court also seized property of convicts for damages in the amount of 6 billion rubles.

Moreover, according to Kommersant’s information, the testimonies of the convicts in the Baikalbank case allowed the investigators to establish not only the companies and schemes involved in embezzlement of money from all these credit institutions.

As it turned out, behind all the failed banks there is one person - the infamous businessman Ilya Kligman. In 2009, he was president of Petro Union and was arrested on suspicion of fraud. For the release of a businessman to the then head of the main investigative department of the Investigative Committee of Russia (TFR) under the Russian prosecutor’s office, Dmitry Dovgy was allegedly offered $ 1.5 million. As a result, Mr. Dovgy was sentenced to nine years in prison, but for another bribe. And the case against Mr. Kligman in the same 2009 was dismissed.
 
It is worth noting that Ilya Kligman did not have a direct relationship with any of the credit institutions, but, as investigators have already established, it is he who is the ultimate beneficiary of more than a dozen bankrupt banks, most of which were abroad. Mr. Kligman himself left for Germany in 2016, when the Investigative Department of the Investigative Committee for the South-Western District launched an investigation into the theft of money from Arksbank. However, then Ilya Kligman didn’t get it. Under investigation for fraud was an ordinary bank employee Maxim Chumakin, who was responsible for computer software at a credit institution. And he got a job at the bank after all the money had been withdrawn from him. Nevertheless, it was against Maxim Chumakin that the management of Arksbank testified as the organizer of the theft of 35 billion rubles. However, in June 2018, the Basmanny District Court of Moscow completely acquitted him, and returned the case for further investigation.

We also note that recently, the law enforcement authorities of Buryatia, investigating the criminal case of theft from Baikalbank, put on the wanted list the alleged organizer of criminal schemes Ilya Kligman. He was also charged in absentia with fraud. The law enforcement authorities expect that with the help of Interpol they will be able to establish the whereabouts of all those involved in the theft, as well as to obtain arrest for the recovery of property already legalized abroad.
