During the arrest of Alexander Kostin at the Moscow Garrison Military Court, the representative of the Investigative Committee, in addition to the standard arguments that the accused Kostin may abscond, continue to engage in criminal activities, threaten witnesses, destroy evidence, noted that he could "act as part of a group of people whose members are not yet established."

Similar arguments were given by the investigator during the examination of the petition for the arrest of General Varchuk.
