Later, Chubais himself commented on the information about his departure. “I, of course, love the Russian north very much, but the fact that I am off-road in the tundra is not at all a reason to appoint me as the head of the Arctic,” he wrote on Facebook.

An interlocutor of The Bell from among large businessmen said that Chubais recently asked Russian President Vladimir Putin to "release him to retire." Meduza's source noted that the principal decision on the departure of the general director of Rusnano was made by Putin, and Prime Minister Mikhail Mishustin is discussing options for his employment. Anatoly Chubais has been the head of Rusnano since 2008. In 2011, he was elected Chairman of the Management Board of JSC Rusnano. After changing the management structure of the state corporation, Chubais became the chairman of the board of LLC Management Company Rusnano.

VEB.RF contours or full consolidation

The government is discussing his departure as part of the reform of development institutions, sources said. Their work is being analyzed and the potential for coordination is being assessed. In particular, the government considers their impact on the achievement of national goals, the intersection between institutions and government agencies, as well as commercial organizations.

One proposal is to transfer the overlapping functions of institutions to the authorities, the source explained. Another interlocutor of the publication noted that the authorities are considering reducing the number of development institutions. For example, Roskosmos, Rosatom, Rusnano and several others are identified in a separate group as a result of the analysis.

Among the reform options is the consolidation of development institutions, whose work is related to the implementation of national goals, on the basis of VEB.RF, the source said. Another option is coordination within the VEB.RF group with the inclusion of development institutions within the boundaries of the state corporation, but without full consolidation. According to this scenario, the VEB.RF contour will include the Industrial Development Fund (IDF), the Housing and Utilities Fund, the Skolkovo Foundation, the SME Corporation, Dom.RF, Rusnano and the Russian Export Center (REC).

In the case of Rusnano, Skolkovo and the RF Federal Reserve Fund, this means synchronizing their innovative and technological strategies with the VEB.RF strategy, transferring to an end-to-end methodology for defining goals and KPIs, and launching a single digital platform. Strategic development issues under this scenario will be discussed at the VEB.RF Supervisory Board. “Projects should receive support, moving from one development institution to another as they are implemented,” explained the interlocutor of RBC.

Another option is coordination in the format of partners. It provides for joint management of institutions and specialized organizations by VEB. The government is also analyzing the possibility of continuing to coordinate the work of development institutions in the current format.

The press service of the Cabinet of Ministers noted that the transfer of institutes under the supervision of VEB is not being considered. “We are talking about creating mechanisms for improving development institutions and increasing their efficiency,” the press service said.
