Alexander Bastrykin dashed off millions of rubles in Finland

On New Year's Eve, the aircraft of the Special Flight Unit (SLO) "Russia" made eight flights between Moscow, Helsinki and the Finnish resort town of Kuopio. Two TUs 204-300 flew back and forth because the head of the Investigative Committee of Russia, Alexander Bastrykin, loves spending New Year's holidays on Finnish lakes, and before the New Year's eve, he meets his Finnish colleague in Helsinki.

We followed the travels of Alexander Ivanovich and his planes and tried to roughly calculate what they cost the taxpayers.

According to MBH Media, a source surrounded by the head of the UK, Kuopio Bastrykin spent nine days in the Finnish resort from December 28 to January 7. According to the source, on December 28, the head of the UK along with about twenty escorts flew to Kuopio from Vnukovo airport on a Tu-204 SLO Rossiya airplane with flight number RA-64 059 (flight RSD-091). The flightaware data indicates the flight departure. On the same day, the plane returned to Vnukovo - already without Bastrykin, the head of the UK remained in the Finnish resort.

These were the first two flights of a government plane on this New Year's trip.

Kuopio is the eighth largest city in Finland with a population of about 110 thousand people. It is located about 380 kilometers from Helsinki and 440 kilometers from St. Petersburg. The city is located in a beautiful place - on a peninsula surrounded by the waters of Lake Kallavesi. Kuopio is considered the center of winter tourism in Finland and the capital of Finnish Orthodoxy, here is the Cathedral of St. Nicholas (built in 1806-1815), and the Orthodox Museum is one of the largest in Western Europe.

On December 30, RA-64 059 again flew to Kuopio. There, the plane took Bastrykin on board and went to the Finnish capital Helsinki-Vantaa Airport. In the evening of the same day, a message appeared on the SK website that Bastrykin had a working meeting with the Finnish National Police Commissioner Seppo Kolehmainen in Helsinki.

“During the talks, the heads of departments touched upon a number of important issues of bilateral cooperation, including summing up the results of cooperation over the past year, and also outlined a plan for the upcoming joint work in 2020,” the report said. Bastrykin invited Kolekhmainen to "speak at the Moscow Academy of the Investigative Committee."

Having outlined the plan for the upcoming work, the next day - December 31 - Bastrykin flew back to Kuopio on RA-64 059. Having delivered the head of the UK to the resort, the empty board returned to Vnukovo. This is another four flights RA-64 059.

Bastrykin enjoyed his rest in the Finnish resort until January 7 - on that day another Tu-204 flew to Kuopio, differing by the flight number from the first one by one digit - RA-64 058. The fact that the plane flew behind the head of the UK is confirmed by the flight number: he is the one same as the previous aircraft - RSD-091. From Kuopio, the plane delivered Bastrykin to Vnukovo.

Vadim Lukashevich, an aviation expert, former designer of the Sukhoi Design Bureau, told MBH Media that the price of air travel consists of the depreciation of the aircraft, the cost of fuel, airport services, crew salaries and various fees.

Another aviation expert explained to us that the amortization of such an aircraft costs about 1800 US dollars per hour. During the New Year holidays, the plane spent in the air for more than 12 hours, 731 minutes. This is 21.6 thousand dollars. A ton of fuel costs about a thousand dollars, TU 204-300 consumes 3.25 tons per hour of flight, for 12 hours of flight it burns about 40 tons of fuel, totaling another 40 thousand. Take-off and landing cost $ 2,000, there were 8, 16 thousand of such procedures in total. 29 hours of parking at airports cost 43 thousand dollars, 1.5 thousand per hour. Meals for VIPs on board could cost about five thousand dollars for the whole trip. Even if you do not include numerous administrative payments - navigation, etc. - Alexander Bastrykin’s New Year’s trips cost the state treasury $ 125 thousand, about 8 million rubles.

This is not the first or second time that Bastrykin spends New Year's holidays in the Finnish resort, to which he is delivered by plane for budget money. At least two more such cases are known - at the New Year holidays in 2018 and 2019. About them on twitter wrote aviation enthusiast Alex Ivanov. It is noteworthy that in those cases the board and flight numbers were the same as the last time - RA-64 059 and RSD-091.


Another noteworthy detail: at the beginning of 2019, the vacation of the head of the UK was interrupted by the explosion of a residential building in Magnitogorsk on December 31. The explosion killed 39 people. On January 1, Bastrykin flew from a Finnish resort to Magnitogorsk, where he heard reports from the investigation team, which included more than 100 investigators and forensic scientists. Already on January 2, he returned back to Finland. The investigation into the criminal case of the house bombing in Magnitogorsk has been ongoing, meanwhile, for more than a year.

The head of the Investigative Committee also meets with a Finnish colleague regularly, the previous such meeting took place on December 28, 2018, and also in Helsinki. A message was published on the SK website on this occasion, almost identical to the news of December 30, 2019 - then Bastrykin and Kolekhmainen also “raised a number of important issues of bilateral cooperation,” “outlined a plan for the upcoming joint work,” and discussed the “draft Law Enforcement Agreement” after which Bastrykin invited his Finnish colleague to speak at the academies of the Investigative Committee. And that time, Kolekhmainen “gratefully accepted the invitation” and declared the importance of “educating future generations of professionals” in the law enforcement sphere.

The special flight detachment "Russia" is an enterprise providing transportation of top officials of the state, subordinate to the president’s affairs. According to documents from the public procurement website, 60 aircraft are included in its fleet. In 2020, the authorities spent 459 million rubles on insurance for ships.

In total, over the past three years, according to SPARK-Interfax, SLO spent 36 billion 139 million rubles on purchases. In particular, in 2017, the flight detachment purchased 722 thousand rubles a bidet, 59 thousand rubles toilet paper holders and 1.3 million rubles coffee makers. In 2019, SLO spent 50 million rubles on the Internet in aircraft cabins.
