Akhmed Bilalov will be chosen between Russia and Germany

The American immigration court has to decide where to deport the detainee in Florida for violating the visa regime of the former vice president of the Russian Olympic Committee (ROC) and the head of the board of directors of the company "Resorts of the North Caucasus" (KSK) Akhmed Bilalov. It can be sent either to the country from which it arrived, namely to Germany, or to Russia. In his homeland, a businessman who had failed in time for the construction of Olympic facilities in Sochi is accused of abuse of authority and is on the wanted list. Akhmed Bilalov, along with his brother, the former chairman of the board of directors of the National Bank for Business Development OJSC and the former shareholder of OJSC Krasnaya Polyana Magomed Bilalov, left Russia in 2013, immediately after harsh criticism from President Vladimir Putin.

Akhmed Bilalov, 48, was detained in his own house in Florida. The town of Sunny Isles Beach, where the Russian lived with his wife and child, is also called “little Moscow” in the state due to the large number of immigrants from Russia and the countries of the former USSR who settled here.

According to Tammy Spicer, spokeswoman for the Immigration and Customs Service at the US Department of Homeland Security, Ahmed Bilalov entered the country on May 2, 2016 with a non-immigrant visa. According to some reports, its validity expired in May of this year, but the Russian did not leave the United States. In the end, he was sent to the Krome North detention center in Miami, where he will remain until the federal immigration court considers his case.

According to the law, Akhmed Bilalov must be deported either to Germany, from where he arrived in the USA or in Russia.

Recall that in the homeland, Akhmed Bilalov is a defendant in a criminal case under investigation under Part 1 of Art. 201 of the Criminal Code (abuse of authority in a commercial organization) by the investigative department of the Ministry of Internal Affairs. Akhmed Bilalov, the former vice president of the ROC, the former head of the board of directors of KSK, came under criminal prosecution in the spring of 2013, shortly after President Vladimir Putin sharply criticized the construction of a number of Olympic facilities in Sochi. In particular, they talked about ski jumps in the Sport and Tourism Complex Mountain Carousel, which should be put into operation in June 2011, but the construction was delayed.

According to investigators, in July 2009, OJSC Krasnaya Polyana entered into several agreements with the state-owned corporation Olympstroy related to financing the construction of the Mountain Carousel. However, two years later, the company in which Stanislav Khatskevich held the position of general director (the case was also investigated against him, but it was eventually dismissed due to the lack of corpus delicti), placed more than 1 billion rubles received from Sberbank of Russia “under equity agreements participation in construction ”, at OJSC“ National Bank for Business Development ”, in which Magomed Bilalov was a shareholder and chairman of the board of directors. At the same time, he was a shareholder of Krasnaya Polyana. Money was placed in the bank at 4-7% per annum. Krasnaya Polyana borrowed funds from organizations controlled by Magomed Bilalov “on obviously unfavorable” conditions, according to investigators, at 12.5% ​​per annum. As a result, according to the Ministry of Internal Affairs, at the expense of the funds allocated for the construction, the persons involved in the investigation “illegally obtained an income of more than 45.5 million rubles.”

Note that in parallel with this, the Investigative Department of the Ministry of Internal Affairs investigated another episode of abuse of power against Akhmed Bilalov and KSK General Director Alexei Nevsky. Both were accused of fraud with the payment of their business trips to England, France and the UAE. According to investigators, only on a business trip to the Olympic Games in London, Alexey Nevsky unreasonably reimbursed Akhmed Bilalov for expenses in the amount of more than 3 million rubles. However, the investigators failed to question any of them: both went to Germany for treatment and never returned to Russia.

Meanwhile, representatives of Akhmed Bilalov in a conversation with Kommersant then said that even before the initiation of the criminal case, the company compensated for the damage caused by “unreasonable expenses for business trips using luxury items,” with a margin of returning 7.5 million rubles.
