The Ministry of Internal Affairs again buys computers on domestic processors "Baikal"

Earlier, the agency broke the contract with the "T-platforms" for 287 million rubles.
The Ministry of Internal Affairs (MIA) again intends to buy computers that operate on Russian processors Baikal. For 7511 cars, the ministry is ready to pay 286.9 million rubles. (38 200 rubles for each), follows from the documentation on the site of public procurement. You need to set up computers before November 2018.

Exactly the same number of devices with "Baikals" department refused to buy from the company "T-platform."

The dual-core processor "Baikal-T1" with a clock speed of 1.2 GHz on the 28 nm process technology "T-platform" was announced in May 2015. The processor was developed in Russia, but produced at Taiwan's TSMC plant. "Daughter" of "T-platforms" Baikal Electronics licensed the necessary IP-blocks (intellectual property) - ready-made elements for the design of microcircuits - for the English Imagination Technology. The Russian company itself combined them, calculated how the chip will be implemented in silicon, and wrote applied software.

The ministry is trying to buy computers on Baikal-T1 processors for more than a year. In autumn 2016 the Ministry of Internal Affairs announced a tender for the purchase of 9348 computers from Baikal-T1 for 357 million rubles. They were needed to receive theoretical exams for driving licenses. The Ministry of Internal Affairs concluded a contract with "T-platforms", which supplied 1,837 computers with 71 million rubles. The rest of the Interior Ministry refused to accept. "T-platform" did not put a single computer on time, followed from the documents of the Federal Antimonopoly Service (FAS), which studied this deal.

It became the subject of proceedings in the Arbitration Court of Moscow. "T-platform" tried to force the ministry through the court to accept the party, but without success. The court decided that the "T-platform" tore down the delivery time. There was it because the Ministry of Internal Affairs has detained advance payment and has not given the information necessary for performance of the order, the representative of "T-platforms" explained to "Sheets" in December. These arguments were also considered by the FAS, but did not consider the absence of an advance to be a valid reason for non-fulfillment of the state contract. And the necessary information of the company was provided, the FAS said.

The company filed an appeal, but in February 2018 refused the claim, it follows from the materials of the case.

The contract with the Ministry of Internal Affairs was more than a third of the proceeds of the T-Platforms (976.8 million rubles in 2016, according to SPARK-Interfax).

Applicants for the supply have not yet appeared in the state procurement documents. Depo Computers has not decided yet whether to participate in the competition, says its president, Sergei Eskin. According to his deputy, Viktor Urusov, there are now three platforms in the company's product line that operate at Baikal. Depo last year supplied T-platforms with several thousand such computers - they participated in the procurement of the Ministry of Internal Affairs, he says, and the price at which T-platforms purchased devices is comparable to the purchase price of the state contract.

Kraftway is not going to participate in the competition - it has not yet designed the system on the Baikal, said senior vice president Renat Yusupov. Do not claim this order and the "Aquarius", says his representative. "Baikal Electronics" is ready to sell the required number of processors to any contestants, its spokesman Andrei Malafeev said. Whether the company sold such parties to someone, he did not say.

It is unlikely that anyone other than "T-platforms" will participate in the contest, top managers of two IT companies say. According to one of them, the Ministry of Internal Affairs first actually canceled part of the purchase, and then announced a new tender for the purchase of the leftovers of the party: the computers really need the office. But to find an alternative supplier of Russian products that would meet the import substitution criteria is difficult in principle, one of them argues. According to him, the failure of the previous supply could have been related to the worsening of the anti-corruption struggle in the power department.

The tough position of the Ministry of Internal Affairs and the reluctance to take delivery late, a person familiar with the managers of the T-platform, and a source close to the Ministry of Internal Affairs, associated with the arrest of the chief designer of the ministry, Andrei Nechaev.

In case of delay in deliveries, a dialogue with the state customer is almost impossible, the manager of a large system integrator said: the law on public procurement is drawn up strictly and all law enforcement agencies monitor such delays.
