Roskomnadzor again took up messengers

Viber and WhatsApp were affected by the Telegram lock.
The situation with the blocking of IP-addresses, which makes the register of banned information Roskomnadzor, trying to block access to Telegram, again affected the competing services. This time, in addition to Viber connectivity problems arose with the Russian users of WhatsApp. But if the IP addresses used by WhatsApp have already been removed from the black list, then the difficulties with communications for Viber are still stored.

On Friday, Viber said that telecom operators blocked access to their servers. Because of this, some Russian users have problems connecting to the messenger. "It seems that this situation is caused by the decision of some telecom operators to block access to a number of servers, including those used by Viber. At this stage, we do not understand the reason for this. Let's repeat: Viber users suffer from a solution that is not directly related to Viber, "a Viber representative told Kommersant.

According to the portal Down Detector, which tracks the work of Internet resources, problems with access to Viber arose in the inhabitants of the European part of Russia.
More than half (51%) of users complained about the lack of connection, another 33% could not send and receive messages, and 15% had problems with authorization.

Problems with access to Viber are connected with "blocking Telegram, which is made by court decision," VimpelCom (Beeline brand) reported on its Twitter. This information was confirmed to Kommersant by the press service of VimpelCom. The company stressed that "strictly comply with all the requirements of Roskomnadzor." "Where possible, we try to minimize the negative impact of locks on the provision of services to users," the press service of the company told Kommersant. "There are no malfunctions in the MegaFon network, everything is working in the normal mode," the press service of the operator told Kommersant. In the MTS network messengers are working in the normal mode, "the company representative said.

At the same time, Roskomnadzor denies the connection of their actions and problems with access to Viber. "Roskomnadzor did not bring IP Viber to the register of prohibited resources, it is easy to determine by analyzing the unloading of a single register of prohibited information per day. The problems of Viber are in no way connected with the actions of Roskomnadzor, "said the head of the supervisory service Alexander Zharov (quoted by RIA Novosti).

The day before, users complained about difficulties with connecting to WhatsApp. Yesterday afternoon Roskomnadzor entered 329 WhatsApp IP addresses and 18 IP addresses of the Russian hosting provider Selectel into the register, it follows from the data received from the blacklist. However, just an hour after the uproar, these records were removed from the register, the general director of DipHost hosting provider Philip Kulin (his Usher2.club resource is monitoring the register of prohibited sites of Roskomnadzor) told Kommersant. Nevertheless, even after exclusion from the blacklist, WhatsApp is unstable without access to the Wi-Fi network. Also, users in Russia yesterday reported a malfunction in the App Store: when trying to connect, the service issued a message "Connection failure to the App Store", the store was not available in both mobile version and on computers. On requests "b" in WhatsApp and Apple did not respond.

According to Mediascope, the monthly audience of WhatsApp exceeded in Russia 24.6 million people, Viber - 19.8 million. The survey was conducted in March among respondents from 12 to 64 years, living in cities with a population of more than 100 thousand people.

Since April 16, operators of communication, according to the instructions of Roskomnadzor, block IP-addresses, which allow Telegram to function. The registry of banned information contained up to 20 million IP addresses, Roskomnadzor subsequently unlocked a number of subnets, but millions of IP addresses remain blocked now. Currently, the registry, according to Usher2.club, the registry contains more than 10.8 million IP-addresses. Restriction of access to the messenger Pavel Durov is based on the decision of the Moscow Tagansky court, which decided to immediately block Internet resources Telegram, which refuses to share with the secret services keys to decipher the correspondence of users. The international human rights organization Agora, representing the interests of Telegram, challenged the court's decision, the Moscow City Court will consider the appeal on June 14.
