Billions for improvement

Expenses for the program of improvement of the capital "My Street" in 2017 amounted to 37.6 billion rubles., Says the draft law on the execution of the capital budget, introduced by Sergei Sobyanin in the Moscow City Duma. About 80 streets and squares, including those entering the Garden and Boulevard Ring, were landscaped with these funds. In 2016, the program "My Street" was allocated 32.9 billion rubles, which were landscaped 68 streets.

Total Moscow spent in 2017 for the improvement of 243.8 billion rubles., Says the draft budget execution. Only for the maintenance and improvement of the territory of residential buildings was allocated more than 43 billion rubles. Repair and maintenance of more than 24 thousand yards cost 17 billion rubles. 10 billion rubles were allocated for the improvement of park territories, pedestrian zones, reserves and estates, 12.9 billion rubles for the creation and integrated improvement of parks and green areas. Landscaping around metro stations and social facilities was improved.

Endless street

The program "My Street" started in 2015. In the first year, about 20 billion rubles were spent on it, the funds were spent on the improvement of 40 streets. The total initial cost of contracts for 2017 reached 42 billion rubles. Among the largest contractors of the mayor's office in 2017 is the company Spetsstroy (part of the Capital Group holding) associated with the Tashir group of OOO Stroystandart, as well as the ARPT company, which the Medusa resource associates with the family environment of billionaire Araz Agalarov. Among the performers of "My Street" and the company "TechInzhProm"; as RBC previously wrote, it has a common e-mail domain with GC "ARKS" - one of the largest Russian contractors in the field of road construction. ARKS belonged to Gennady Timchenko, in April 2017 the company was bought by the shareholders of the Moscow engineering and construction company Dmitry Davydov and Dmitry Andreenkov, wrote Vedomosti. TekhinzhProm and the ARKS had common founders, but then the structures were divided, explained RBC representative ARKS.

Initially, the program "My Street" was designed until 2018, but last summer, Vice Mayor for Housing and Public Works Peter Biryukov said that "My Street" will never end. In the budget of Moscow, the expenses for the program in 2018-2020 are already planned. This year, the project will allocate more than 33 billion rubles. In just three years, expenses will amount to 94 billion rubles. In 2018, work is mainly carried out outside the city center because of the World Cup.

Analysts last year estimated the loss of restaurants and cafes on the streets that fell into the program of improvement, a third of traffic and a quarter of revenue. At the same time, the head of the Department of Economic Policy and Development of Moscow, Vladimir Efimov, told RBC that the rental rates in the city center, landscaped by the "My Street" program, grew by 10-50%.

Problem area

The growth of expenses by 5 billion rubles. can be explained by two reasons: an increase in the number of renovated streets and an increase in the quality of work, said Irina Ilina, director of the Institute for Regional Studies and Urban Planning of the Higher School of Economics. "For example, when one of the first landscaped Myasnitskaya street, engineering training was very weak, so during the rain there are always puddles formed. Now they have become more sensible in approaching the work, "the expert believes.

"The timing of the work also raises questions. Everything is done very quickly and often ill-conceived. The project of improvement in residential areas must necessarily be coordinated with residents, "concluded the director of the Institute of Regional Studies.

"On the one hand, while the budget of Moscow is growing, we need to use this. Another thing is that not all Muscovites like the way the landscaping is carried out, some consider the expenses too high, "says Sergei Tkachenko, ex-head of the Research Institute of the General Plan of the General Plan of Moscow.

As shown by the Levada Center poll in May, Muscovites consider the improvement of the city as the second most important problem for the mayor of the city, immediately after the road problem and along with the development of public transport. According to a study conducted in May commissioned by the Moscow Department of Information Technology, 51% of Muscovites consider housing and communal services, cleaning of territories and garbage disposal in one of the areas where first of all it is necessary to develop digital technologies.
