The project provides for the reconstruction and development of the Small Ring of the Moscow Railway. The funds are also planned to be directed to the Moscow Central Diameters (IDCs) and to the projects of creating interchange hubs of the WDC with the central ring.

The project "Communication between the centers of economic growth" includes, in addition to the Moscow transport hub, the development of a suburban communication in St. Petersburg (18.9 billion rubles is proposed for it), in Novosibirsk and Yekaterinburg (17.1 billion rubles). and in the Nizhny Novgorod agglomeration (0.89 billion rubles). Thus, according to the estimates of the Ministry of Transport, there are 36.9 billion rubles for these projects, which is eight times less than for the Moscow transport hub.

The IDC project - the through traffic of electric trains from different points of the Moscow region through the capital - was presented by the Mayor of Moscow Sergey Sobyanin and the general director of RZD Oleg Belozerov to President Vladimir Putin in the fall of 2017.
