Over the past five years, Moscow has almost halved the number of trolleybuses (up to a thousand cars); more than half of the routes were closed - today there are 52 of them left, and by the end of the year there will be another six less.

Officially, Moscow did not refuse trolleybuses. The wires were removed first from the reconstructed central streets, then from the Garden Ring. There, the trolley buses were replaced by buses. Then the mayor's office decided to change the trolley buses for electric buses, saying that the new mode of transport would be cheaper. To go electric buses will begin already from September, 1st - at first on a route № 73 from the underground "VDNH", then on five routes in the northeast and in city center. By order of Mayor Sergei Sobyanin, the first month will be free in the electric buses; according to the calculations of "Medusa", this action will cost the city budget almost 28 million rubles.

200 electric buses will be delivered to Moscow by KamAZ (owned by Rostekh State Corporation) and LiAZ (part of Oleg Deripaska's GAZ Group). Each machine cost the city 33.5 million rubles plus 3.5 million rubles a year for service. For comparison: the cost of a trolleybus with the possibility of an autonomous course is about 18 million rubles. According to the head of the Moscow Department of Transportation Maxim Lixutov, the electric bus, taking into account its 15-year operation, will cost 10% cheaper than the trolleybus (these are preliminary calculations, earlier electric buses in Russia were not operated).

The City Hall sells the properties that were previously used by the trolley service. Of the nine trolleybus parks that existed before, by August 2018, four work; By 2020, there will be one - combined with a bus. Under the electric buses have already converted the trolleybus park near the metro station "Alekseevskaya", several parks are given for parking for buses. Other facilities - including in the center of Moscow - are being sold and leased for projects not connected with transport, and are also being put up for auction. According to the representative of the Department of Transport of Moscow, proceeds from the sale of funds will go to the development of the transport system, in particular, the purchase of new buses and trams.

In late 2016, Mosgortrans held an auction for the sale of a complex of buildings on the Third Transport Ring near the metro station "Dynamo". Buildings with a total area of ​​almost 3,000 square meters were sold for 320.1 million rubles. The most expensive asset - the land on which buildings are located, cadastral value of more than 115 million rubles - remained in the ownership of the city and will be leased.

The buyer and tenant of buildings and land was the company "Academy", which plans to build a business center here. At the time of the deal, its owner was businessman Murad Beniaminov, a member of the Moscow community of Mountain Jews. Since June 2018, half the company has moved to another member of this community - co-owner of Europe's largest food center "Food City" Ilyush Yusupov.

In the spring of 2017, another company Beniaminova - Investment Group Sigma "- rented from Mosgortrans a complex of the 4th trolleybus park on Lesnaya Street near the metro station" Belorusskaya ". Together with Beniamin, Sigma owns Banil Iskhakov, a relative of Shamai Amirdzhanov, co-owner of the South Gate market, where Mosgortrans rents premises for one of the city's bus terminals. The company is headed by Emin Rafailov, the former director of the Radisson Slavyanskaya hotel, owned by billionaires Zarahu Iliev and Gisu Nisanova, also a member of the Moscow community of Mountain Jews.

Rental of buildings with an area of ​​17.4 thousand square meters will cost the company 120 million rubles a year. On the territory of the former park, it is planned to open a food-market "Depot" by the type of the Danilov market, and also the city branch of "Food City". The opening of the food market is planned for the end of 2018, when the accomplishment of Lesnoy Street and adjacent alleys will be completed according to the My Street program. There is an improvement of 1.85 billion rubles, and it deals with the company "Agency for Advanced Technology" (ARPT), also associated with Beniaminov.

Until 2016, the main customer of ARPT and the related company "Technoconcept" was Mosgortrans: the companies were repairing the trolleybus contact network and its supports, having received for this only in 2015-2016 more than 550 million rubles. Last year, ARPT received a major contract for the repair of roads in the Kirov region.


ARTP phones coincide with the phone numbers of the company "Primetelecom". She earns by that she establishes base telephone exchanges on the support of the trolleybus network of trolleybuses, which leases out to cellular operators (in Mosgortrans "Medusa" this information was confirmed).

Earnings of other companies related to Beniaminov are also connected with public transport. For example, one of them is developing a fare payment system already implemented in Rostov-on-Don, and the other is supplying equipment for video recording of violations on the roads (and in May 2018 won a contract for these services from the city hall for 1.13 billion rubles).

Accomplishment is also an important income item for Beniaminov companies. In total, ARPT and Technoconcept won tenders for the My Street program for more than 16.7 billion rubles. In 2017, they got almost the entire northern and eastern part of the Garden Ring - there, in particular, companies were engaged in the dismantling of trolleybus wires.

ARTP is a closed joint-stock company, therefore it has the right not to disclose the names of the owners. The owners of "Primetelecom" are the brothers Murad and Teymur Beniaminov. Two sources of Medusa in the Moscow government state that the main beneficiary of the ARPT group is Murad Beniaminov, who is also a "junior partner of the mountain Jews Zara Iliev and God Nisanov." This is confirmed by Beniaminov's acquaintance.

The bank accounts of ARTP and Technoconcept, according to the documents of the companies, are in Interprombank. Until recently, the bank's board of directors included billionaire Zarah Iliev and longtime acquaintance of Moscow Mayor Vyacheslav Kalashnikov: he worked as an adviser to Sergei Sobyanin in the late 1990s, when he headed the Duma of the Khanty-Mansiysk Autonomous Okrug. When Sobyanin was in charge of the Tyumen region, Kalashnikov directed the regional office in St. Petersburg. When Sobyanin moved to the presidential administration, Kalashnikov became his adviser. The children of Kalashnikov and Sobyanin since 2010 have a joint business - they supply furniture to the state institutions of Moscow, St. Petersburg and Khanty-Mansiysk. A representative of the mayor's office says that now Kalashnikov is not Sobyanin's advisor.

In March 2018, Beniaminov became the owner of half of the company "Vionet-groups" (previously it was owned by his father-in-law Gabriel Yushvayev with a partner). The company is going to build an apart-hotel in the heart of Moscow - at the intersection of Tverskoy Boulevard and Novopushkinskaya Square. The hotel, which will appear on the site of the architectural monument, the former Nekrasovskaya library, was to be commissioned in 2014, but due to public protests the facility is still incomplete.

Beniaminov's partner in the construction of the hotel was 27-year-old Herman Cho, the son of another major contractor of the Moscow mayor's office, the owner of Capital Group, Pavel Te. Herman Cho is also improving himself - in September 2017 he received the City Hall diploma as the head of the "Best contract organization" of My Street: his company Spetsstroy received from the City Hall of contracts more than 21.5 billion rubles.

In December 2017, Herman Cho became the owner of a plot of 1.7 hectares in an elite holiday village in Serebryany Bor. The territory belonging to it adjoins one of the most mysterious objects of the Silver Bora, which locals call the "Sobyanin dacha".
