In October 2017, the insurance company Sogaz won a tender for insurance of servicemen of the Armed Forces of Russia in 2018-2019. worth 11.2 billion rubles. In addition to the notice of the tender, Appendix No. 3 to the tender documentation is published, which provides additional information for bidders. Among them there is a list of types of insured events according to the order of the Ministry of Finance No. 63n of 14.04.2017, and the statistics given in Table 2 for such cases as 6a-death in this order. According to these data, in 2012, 630 servicemen of the Defense Ministry died, in 2013 - 596, in 2014 - 790, in 2015 - 626.

The Ministry of Defense has stopped publishing statistics on deaths from all causes (illnesses, killings, suicides, accidents, accidents, including military exercises, military losses) since 2010. At the same time, according to official statements, 471 people died in 2008 2009 and 2010 according to the prosecutor's office killed 470 and 478 people respectively.

According to the former Defense Ministry officer, all servicemen are insured - both conscripts and contract servicemen, including officers, therefore the figures specified in the tender documents should apply to all categories of servicemen.

At the same time, the number of the Russian Armed Forces has gradually grown since 2008. Therefore, notes Anton Lavrov, the author of a number of articles on local conflicts involving the Russian army, these data should be correlated with the strength of the Armed Forces in order to understand whether mortality is growing or falling, and open annual data on the real number of personnel for the period 2012-16. was not published. At the same time, it can be noted that on average, during this period, the mortality rate of life is significantly lower than in the first decade of the 21st century. Thus, in 2005, with an army strength of 1.2 million people, 1,170 people died, of whom only 100 were in Chechnya. According to Lavrov, the death rate in the Russian army is about the same relative level as in the US Armed Forces, where in 2011 about 1,400 people died, with a population of about 1.4 million people - almost twice as many as Russian Armed Forces.

 At the same time, attention is drawn to the local peak of the death rate of the army in 2014, when it reached 790 against 593 in 2013 and 626 in 2015. In 2015, the Ministry of Defense of Ukraine accused Russia that in mid-August and early September on the Russian invasion of the Russian army in the number of eight battalions that foiled Ukrainian plans for encirclement and storming of Donetsk and Lugansk. The Ministry of Defense of Russia has repeatedly rejected these charges. But if they correspond to reality, says a former Defense Ministry officer, the losses of the Russian army in this operation, according to the tender, were about the same level as during the war in South Ossetia in 2008, when 71 servicemen died.
