FSB billionaire Kirill Cherkalin surrendered his patrons

Behind the arrested colonel from the K Office was Valery Miroshnikov, deputy head of the Deposit Insurance Agency (DIA), who developed gray schemes for the collapse of banks.

Kirill Cherkalin, the former head of the “K” department of the economic security service of the FSB, told investigators about the role of Valery Miroshnikov, the first deputy head of the Deposit Insurance Agency in protecting banks, according to an Open Media source familiar with both of the defendants in the criminal case. His words were confirmed by a source close to the investigation. Now Miroshnikov is in witness status, but Cherkalin insists that it was the DIA deputy head who was the organizer of all the criminal schemes. In addition, most of the record 12 billion rubles that were found from the defendants during the searches, as follows from Cherkalin’s testimony, belonged to the top manager of the state corporation and was only kept by relatives of the special services officer. “In business, a man appeared on whom everyone is hanged,” the colonel's acquaintance emphasizes.

The fact that Miroshnikov received large bribes is said in a statement by the former owner of the Baltic Bank Oleg Shigaev, which is now being checked by the TFR. As stated in his appeal, Miroshnikov allegedly persuaded the leadership of the financial institution to agree to the reorganization procedure under the threat of revoking the license and “inevitable problems with law enforcement agencies”; 1 billion rubles from the funds allocated for rehabilitation were supposedly intended for Miroshnikov and his "curators from the FSB of Russia for organizing and assisting in the implementation of the transaction."

Miroshnikov was at the origins of the formation of the Russian deposit insurance system, worked at the Central Bank and the Agency for the Restructuring of Credit Organizations, whose functions were transferred to the DIA in 2004. Miroshnikov worked in this state corporation from the moment of its foundation: first as a deputy general director, and in 2005 he was approved as the first deputy and oversaw all issues related to the liquidation and reorganization of credit organizations. The authors of a joint investigation of the Proekt publication and The Bell wrote, citing unnamed bankers, that Cherkalin and Miroshnikov offered to keep licenses from their banks and freeze criminal cases regarding the withdrawal of money in exchange for remuneration.

There are three defendants in the case, Kirill Cherkalin and his ex-colleagues: the predecessor Dmitry Frolov and Andrei Vasiliev, the head of the “banking” department. They were arrested on April 25, 2019. Cherkalin is accused of providing "general protection" to commercial structures for a bribe of $ 850 thousand. All three are also suspected of fraud. Kommersant noted that Cherkalin received money for “protection” of the co-owner of Transport Bank, Alexander Mazanov, and was part of a criminal group that stole the proceeds from the sale of luxury housing in new buildings in Moscow.

Miroshnikov could not be interrogated: the investigators were interested in his correspondence with Cherkalin, but he did not appear on call. July 10, the DIA announced that Miroshnikov leaves office at his own request. According to the source of Open Media, familiar with the deputy head of the agency, no one saw the official in the workplace for at least two months before his resignation: he left the country shortly after the detention of Cherkalin and other persons involved. The FSB colonel now speaks of the former deputy of the DIA only in the past tense, the acquaintance of the officer emphasizes: "Cherkalin gives all evidence against Miroshnikov, as if he had already died."

After the detention of Cherkalin, according to one of the sources of the authors of the joint investigation of the Proekt publication and The Bell, Miroshnikov first went to rest with his family in Australia, and then moved to Germany. Now the investigation believes that he may be in Israel, said the source of Open Media, close to TFR. According to him, Miroshnikov probably went to his business partner and former DIA employee Alexander Dunaev. He was mentioned by the former owner of Mezhprombank Sergey Pugachev: the senator accused Miroshnikov of extorting $ 350 million under the threat of physical reprisal and criminal prosecution, and the threat was allegedly transferred to him by Dunaev in June 2011.

Dunaev appears as “working with the DIA consultant” and in the testimony of Oksana Reinhard, Executive Director for Emerging Markets of the Japanese financial company Nomura. In 2012, she gave written testimony in connection with the Pugachev case and possible arbitration (later Pugachev did file a lawsuit against Russia in the Permanent Court of Arbitration in The Hague). A copy of the materials is at the disposal of Open Media, a source familiar with the proceedings confirmed their authenticity.

Since Nomura was the creditor of Mezhprombank, Reinhard tried to find out from Miroshnikov how the company could return its funds. During the first conversation, it follows from her story, the DIA deputy head claimed that he "has experience in exerting pressure on the oligarchs who left Russia." The second meeting was attended by Dunaev, who said that the issue of debts of Pugachev’s structures would be resolved through the sale of his Severnaya Verf shipyard. As a result of the transaction, only creditors will receive the money, and Pugachev will not be able to claim his share, Dunaev added. And so it happened: in the summer of 2012, the shipyard was put up for auction at a price almost eight times lower than the one that Pugachev planned to help out.

In 2012, Dunaev became a defendant in a criminal case about the theft of almost half a billion rubles, but was able to escape. In 2014, he was detained in Israel, but was never extradited to Russia, since in 2017, a red circular of Interpol was applied to him. Until now, he is on the wanted list of the Ministry of Internal Affairs, follows from the agency’s base.
