"Donstroy" works in three shifts

Aleksandra Andreeva, a municipal deputy in the Lefortovo district, published a petition on her Facebook blog demanding that Moscow's construction sites be closed in connection with the coronavirus pandemic. She called on Muscovites to send letters with the same text to all federal authorities. “The continuation of construction projects in Moscow threatens with an exponential increase in the incidence of coronavirus, the collapse of the medical field and mass deaths. Huge budget money will be spent on treating construction workers and those who become infected by them. This money will be taken away from the support of citizens during the epidemic and the economic recovery after its completion, ”the letter says.

Other opposition deputies also talk about the need to suspend construction for the period of high alert. The head of the council of deputies of the Gagarinsky district, Elena Rusakova, told Open Media that construction of houses under the renovation program was ongoing throughout the city, and voting for projects was ongoing, but now it was remote. “The work of the construction lobby is evident,” Rusakova said. “Any other business was closed during high alert, and the sealing development and the so-called renovation throughout the city seem to live by other laws.”

On the eve of the capital's mayor Sergei Sobyanin once again announced the impossibility of stopping construction sites during the pandemic. “Construction gives the greatest multiplier effect - through the production of components and building materials we save millions of jobs in Moscow and throughout Russia,” the mayor explained.

Work in three shifts

Activists and municipal deputies told the Open Media correspondent that in the areas where construction projects were going on that provoked a protest by local residents, the construction process went even more intensively than before the epidemic.

I see these builders whom nobody checks, they don’t have any means of protection, they don’t observe the self-isolation regime at all - they go to the same shops and pharmacies as other residents, imagine how the risks of getting infected for local residents increase. ”

Municipal deputies and local residents have repeatedly called the construction of this facility controversial due to the increasing load on the district’s infrastructure.

A similar situation in Kuntsevo. Two quarters of this district became a platform for the investment project of the PIK group, residents should be resettled, the neighborhood should be demolished, and there will be commercial development on the site of old houses. The investment project caused massive protests from citizens who believe that their constitutional rights have been violated: the majority spoke out against demolition and relocation, residents believe that the investment project violates their property right.
Now, according to several local residents and activists, work has not been suspended. “On April 6, in the yard next to the construction site, they started cutting down 52 trees and 190 bushes for laying a heating main to this non-existent house,” says a local resident Nadezhda Chizhova. - We called the police, referred to the fact that the cutting board was not installed in advance, and that the cutting was not an urgent repair work, and this work cannot be carried out now. “The police did not do anything, the workers continued to cut down the trees.”

“Our residents, who used to go out to protests, lay down under the equipment, are now forced to sit at home and watch what is happening from the window,” Denis Shenderovich, a municipal deputy in the Kuntsevo district, is outraged. “Because of the violation of the self-isolation regime, people are already being detained in Moscow, and the builders are taking advantage of the fact that we cannot prevent them.”

Sergei Tsukasov, a municipal deputy in the Ostankino district, complained about the ongoing construction of Europe’s largest ferris wheel, 20 meters from the nearest residential buildings. “The Ferris wheel is not a hospital, not a strategic object during a pandemic,” complains Tsukasov. “Building entertainment facilities now is a feast during the plague.”

According to the deputy Shenderovich, the construction business is no different from any other, but it was the construction sites that were allowed to work during the pandemic. “We all are equal before the law, but some are more equal, everything is according to Orwell,” the deputy concludes.

Indeed, the construction business in connection with the epidemic received a number of concessions. Prime Minister Mikhail Mishustin announced the abolition of fines for construction companies that violate the deadlines for housing. The government also announced support for the construction industry among the sectors most affected by the crisis and approved a list of backbone enterprises, which included PIK Group, Samolet Group, LSR Group and other commercial developers. The authorities plan to monitor their financial condition and provide support, if necessary, which one is not indicated. And Deputy Prime Minister Marat Khusnullin has repeatedly stated that it is impossible to stop construction, including for technological reasons.

The head of one of the subcontracting organizations, commissioned by a large developer, explains that, in fact, there are a number of processes that cannot be stopped, such as concrete pouring. However, according to him, this is done quite quickly and does not require a large number of employees. “Freezing” the construction for a month or a half will not harm the building itself. The Russian Ministry of Construction limited itself to recommendations for builders, which are very similar to those that metropolitan businessmen received more than a month ago: to measure the temperature of employees, maintain a distance, and not allow people living with “vulnerable persons” to objects.

“I have no idea how to control who lives and contacts with whom,” MP Andreeva is indignant. - Migrant workers, as a rule, live in dormitories in a room of 8-10 people, they have a common kitchen, one bathroom per floor. If one is infected, then everyone will get sick. ”

Residents of Kuntsevo tell the correspondent of the publication that in their area the builders do not even live in dormitories, but in working trailers, the construction site is not disinfected, and the employees themselves do not wear masks.
 
“We were inspected at one of the construction sites, we were given masks for everyone upon our arrival,” said Uzbek human rights activist Batyrjon Shermatov. “They don’t measure temperature, and people live in dormitories as before.”

According to Shermatov, migrants now cannot leave for their homeland, because the borders are closed, if construction projects are closed, they will be left without a livelihood in a foreign country. Many are afraid to seek medical help, since they are not always legally in Russia.

According to Andreeva’s estimates, several hundred thousand migrants were involved in the construction in Moscow, many on semi-legal grounds, and no one checks their health.

An Open Media correspondent turned for comment to the experts of the Construction Support Committee of the Pillar of Russia, which includes owners of large construction companies, but did not receive a response at the time of publication. The editors sent inquiries to PIK and Donstroy.

The press service of the PIK group in response to a request from the publication said: “All employees are provided with sanitizers and protective masks. Mandatory disinfection of common areas and hand tools has been introduced. More than 1000 premises are daily processed. ” In dormitories where employees live, sanitation is also carried out, the temperature is measured by the workers. They are not going to stop construction: as stated in the response of the press service, "production works in two full shifts."
