700 million budget rubles were given by the Moscow mayor’s office for Sergei Sobyanin’s flights and other officials on elite business jets. As the journalists found out, all this luxury could cost the treasury three times cheaper if the lease contracts for the aircraft did not fall without any alternative to the company associated with the owner of Sistema Sistema Vladimir Yevtushenkov.

Do not own - do not mind

At the end of last year, the Moscow Mayor's Office of Administration signed a contract with Jet Air Group, a private company, to support the flights of capital officials on VIP jets. The cost of the contract for flights from the beginning of 2019 to November 30 is 48 million rubles. At the end of the previous month, the Moscow authorities signed a long-term contract worth 23 million rubles with the same company. To pay for each hour of use of the aircraft, the mayor's office pledged 2.1 million rubles, the Baza project found out.

At first glance, such huge amounts are explained by the luxurious conditions on board the aircraft for Mayor Sergei Sobyanin and his subordinates. According to the contract, Moscow officials prefer such aircraft as Embraer Legacy, Challenger, Boeing Business Jet, Gulfstream, Airbus Corporate Jet. In addition to providing their own business jets for bureaucratic flights: the Gulfstream G550, Embraer Legacy 600 and BAe 125-700A, Jet Air Group can transport not-so-modest employees of the city hall for hire.

However, despite the luxurious interiors in airplanes, transportation in them, as it turned out, are much cheaper than the officials pay from the state pocket. For example, renting an Embraer Legacy costs 500-600 thousand rubles per flight hour, told Baze in the sales department of a single airline specializing in business jet transportation. At the same time, the same service in the state contract and the Jet Air Group costs 1.4 - 1.9 million rubles.

"If you fly to St. Petersburg for one day round-trip and on board five people, the trip will cost about 25 thousand euros (1.8 million rubles), given that most likely you will have to pay three hours," - explained in sales department. City Hall pays for three hours is three times more expensive - 5.7 million rubles.

Flying in reality as in a dream

In addition to St. Petersburg, as follows from documents on public procurement, Sobyanin flew VIP jets to Sevastopol, Saratov, and Ulyanovsk. For example, the flight of the Moscow mayor on the route Moscow — Saratov — Moscow in January 2017, the budget spent almost 5.4 million rubles.

In 2015, the Sobyanin flight to the Japanese capital cost the Moscow budget 7.6 million rubles for the Global Express 6000 provided by the Jet Air Group.
As the sole supplier, the company enters into contracts without competition. So, according to the "Base", occurs since 2011. During this time, she won tenders for 700 million rubles. For the sake of justice, it is worth noting that the contracts contain the maximum amount that the mayoralty can spend on the flights of officials in luxury airplanes. “In 2018, Jet Air Group received two contracts from the City Hall: for 45 and for 48 million rubles. In the first case, the mayor’s office paid 10 million, in the second, 24 million rubles, ”the journalistic investigation notes.

Friendship mergers and acquisitions

As SPARK-Interfax testifies, Jet Air Group appeared in 2006. It was founded by Sistema-Inventure Company from Sistema. Today, it is part of the Premier holding and remains affiliated with Sistema. The founder and owner of the latter, Vladimir Evtushenkov, is on the list of 63 Forbes in the list with a fortune of $ 1.5 billion. Vedomosti newspaper wrote back in 2010 that this dollar billionaire was in remarkable relations with the Moscow mayor. This was also confirmed by Life, telling about a joint hunt of an official and an oligarch, which ended with the prey of two wild boars.

“Friendship also helps business: the city and Yevtushenkov have common assets. In 2012, there was a merger of the Medical Center of the Mayor’s Affairs Management and the MEDS group of companies owned by AFK. SUE transferred to Medsi three hospitals, four clinics and three sanatoriums in exchange for 25% of the combined company, ”found Baza.
