Developers from MR Group block the Khrunichev Center railway for the export of missiles

The construction of the third stage of the residential complex "Fili Grad" can block the logistics enterprise of the finished product. However, the enterprise that has suffered financial and technological catastrophe for a long time does not care.
The developer of the residential complex "Fili Grad" - MR Group - began the construction of the third line of buildings four meters from the railway, along which the Khrunichev Center carries its launch vehicles. The teams are already walking on the construction site, where piles are hammered, and in the future a new house will be built. These ways are on the balance sheet of JSC Russian Railways, in which the builder was notified that the coordination of design documentation for the construction of a residential complex in this situation is "impossible". The developer himself claims that he has not applied to the company, but the entire construction is in accordance with the plan.

The fact that the third stage of the residential complex "Fili Grad" (Moscow, Beregovaya Proyezd, p. 5) is being built near the existing railways used for the transportation of missiles (such as "Proton" and "Angara"), it became known from the documents with which familiarized with "b". According to the project, the branch going from the center and involved in the transportation of the enterprise's products will pass almost to the wall of the building, and above it a terrace will be built. Now the road passes right along the construction site, and excavation (piling and excavation) is carried out in the immediate vicinity of vehicles sometimes passing.

The construction of the residential complex "Fili Grad" is handled by the MR Group of Roman Timokhin and Victor Labuzdko, which was founded in 2003. Now it is one of the largest developers in Moscow: in their portfolio about 5 million square meters. m (3.4 million sq m in the process of construction). In general, these are residential complexes, apartments and business centers (complexes "Savelovsky City", "Water", "Presnya City", "Seliger City"). Since 2015, the company manages projects of Coalco Vasily Anisimov (about 1 million sq. M in Moscow and Moscow region).

This interested in the council deputies of the municipal district Filevsky Park: so, the deputy Olga Mostinskaya sent letters to the director of the FSB Alexander Bortnikov and the vice-premier on the defense industry Yuri Borisov with a request to conduct an audit of compliance with the law. In particular, it is interested in regulations on the width of the sanitary protection zone for the railway transport line, whether the project was tested for compliance with the rules for the transportation of products of the military-industrial complex and whether the project meets the safety requirements. Ms. Mostinskaya told Kommersant that because of the "numerous complaints from local residents" that there was no information board on the construction site and refused to produce documents confirming the right to build and cut down the forest, she applied to the State Construction Supervision Committee of the city, technical inspectorates and the prosecutor's office. In the committee she was informed that the construction of the facility is conducted on the basis of documentation with the positive conclusion of the Moscow Expert Review. They also clarified that the building permit was issued, but the notice of its start to the committee did not come. As of May 22, part of Mrs. Mostynska's claims was satisfied: for example, an information board appeared on the site, the pile driving stopped for a while, but then it was resumed.

At the Khrunichev Center, Kommersant was told that the railway passes beyond the territory of the company and is on the balance sheet of the Russian Railways, therefore, the project for the construction of this residential complex was not coordinated with the plant. But they reminded that when designing the complex, customers are obliged to comply with the requirements of the federal law "On Railway Transport": "In case of getting the construction objects into the zone of the railroad outage, it is absolutely necessary to pass an agreement in RZhD."

The RZD "Kommersant" was assured that they considered the appeal of the MR Group about the approval of the design documentation for the construction of buildings at the specified address, but they decided that the complex is located "in close proximity to the operating unlisted railway at a distance of about four meters from the edge rail." "Part of the projected residential building hangs over the railway, designed to miss trains, including dangerous goods," the company spokesman said, adding that the railway is "a place of increased danger" and "could potentially become a place of man-made incidents." Therefore, residential development should be separated from the railway line and the station by a protective zone with a width of at least 200 m; for railway lines of I and II categories - not less than 150 m; for railway lines of III and IV categories - not less than 100 m from station tracks, counting from the axis of the last railway track. "OJSC RZD notified the developer of the impossibility of coordinating project documentation for the construction of a residential complex in close proximity to the railway track," the company said. However, the co-owner of the MR Group Roman Timokhin told Kommersant that the project is being implemented in accordance with the plan: "The company did not apply to JSC Russian Railways and received no notification that the documents were not agreed."
