Since August 1, 2018, the Ministry of Health has filed 16 lawsuits against R-Pharm for a total of 387.1 million rubles. The company owes so much to the agency for violating the terms of the concluded contracts for the supply of medicines.

For the period from August 1 to September 5, 16 lawsuits filed by the Ministry of Health with R-Pharm were registered in the file of the arbitration court, six of them were accepted for production. The largest amount of penalties, which the department charges, is 109 million rubles.

"R-Pharm" is the largest debtor of the department for violation of the terms of state stamps in 2017.

In 2017, R-Pharm violated the terms of 19 contracts for 8.2 billion rubles. They concerned the procurement of drugs against human immunodeficiency virus, hepatitis B and C, multidrug-resistant tuberculosis and other antiviral and antibacterial drugs. In this regard, "R-Pharm" should have been entered in the register of unscrupulous suppliers, but the company continued to participate in the auction.

In March 2018, the Federal Antimonopoly Service (FAS) of Russia suspected the Ministry of Health in creating an advantage when buying drugs for the R-Pharm group. However, the Ministry of Health insisted that the inspection services allowed "gross procedural violations."

In June 2018, the FAS filed three cases of violation of antimonopoly legislation against the Ministry of Health on suspicion of cartel collusion with several pharmaceutical companies, including R-Pharm. Their consideration has not yet been completed.
