Alexander Bastrykin sat tightly on the "T-platform"

The case of abuses in the supply of equipment for the Ministry of Internal Affairs has been completed.

As Kommersant learned, the Investigative Committee of Russia (ICR) completed an investigation into the criminal case against the head of the communications department of the department of information technologies for communication and information protection (DITSiZI) of the Ministry of Internal Affairs of the Russian Federation Alexander Alexandrov and the founder of T-Platforms and Baikal Electronics Vsevolod Opanasenko. Both are accused of abuse and fraud in the implementation of the contract for the supply of a large batch of computers to the Ministry of Internal Affairs. The damage caused to the budget by the investigation is estimated at 300 million rubles. Defendants do not admit guilt.

Criminal case under Part 3 of Art. 285 of the Criminal Code (abuse of power, entailing grave consequences) TFR instituted in March last year. The basis was the revealed violations in the implementation of two contracts worth 357 million rubles concluded between the Ministry of Internal Affairs and T-Platforms in November 2016 and in May 2018. According to the first agreement, the ministry was supposed to get 9348 workstations (AWS) on Baikal-T1 processors, which were planned to be used, among other things, for conducting theoretical exams for the right to drive a car.

However, by July 1, 2017, when the contract expired, the ministry, according to the investigation, did not receive computers.
Then the contractor explained this by the fact that the Ministry of Internal Affairs did not provide the required documentation on time. However, two days after that, the police department, allegedly in the person of the head of the DITSiZI Alexander Alexandrov, received 1,837 computers worth 71 million rubles from the contractor. The rest of the Ministry of Internal Affairs refused to accept, citing a breakdown in delivery times. However, after three months, a new contract was signed between T-Platforms and the Ministry of Internal Affairs. According to it, the merchants pledged to deliver to the Ministry of Internal Affairs AWP all the same 286 million rubles. This contract has been fully implemented.

Be that as it may, Alexander Alexandrov and Vsevolod Opanasenko became defendants in the criminal case. At the request of the investigation of both, the Basmanny District Court of Moscow sent to a pre-trial detention center. According to the investigation, Vsevolod Opanasenko persuaded Alexander Alexandrov to accept equipment that does not meet the requirements specified in the technical task. The businessman and high-ranking policeman do not admit their guilt. Today, the Moscow City Court will consider appeals from defendants involved in extending their term of arrest.

It should be noted that in October last year, Boris Titov, Commissioner for the Protection of Entrepreneurs' Rights under the President of Russia, defended Vsevolod Opanasenko. He turned to Vladimir Putin with a letter in which he noted that T-Platforms JSC participated "in the implementation of the most important projects for the state." According to the business ombudsman, the entrepreneur Vsevolod Opanasenko, the investigation charged the article of the Criminal Code of the Russian Federation, according to which only officials are charged, as a result of which the businessman’s arrest was possible. Recently, the investigation re-qualified the businessman with a charge of part 4 of art. 159 of the Criminal Code (especially major fraud). Other changes in his fate, as the lawyer of the businessman Dmitry Lyashkov told Kommersant, has not yet happened.

In September 2019, the Ministry of Internal Affairs sent a claim to T-Platforms demanding “to replace non-conforming goods with new ones”, which is considered in arbitration.
