The whole plant was stolen from the daughter of Vladimir Shamanov

Svetlana Shamanova got only 5% of the company's shares.
The Basmanny District Court of Moscow arrested Oksana Panchenko, Director General of Delta-R Group LLC, in absentia. As Kommersant found out, the TFR considers her to be an accomplice of the former son-in-law of the ex-commander of the Airborne Forces, and now the chairman of the State Duma Defense Committee Vladimir Shamanov, Alexei Khramushin (Glyba), who is on the international wanted list. After the divorce from Colonel-General Shamanov's daughter Svetlana and the additional issue, to Mrs. Panchenko's firm, the latter sold almost all the shares of the former capital's Sporttek plant for a song. As a result, in the course of the trial on the division of jointly acquired property, Mrs. Shamanova, instead of half of Sporttek's shares, estimated at more than 1.3 billion rubles, got only 5%.

A criminal case under Part 3 of Art. 33 and part 2 of Art. 201 of the Criminal Code of the Russian Federation (complicity in the abuse of power) against the citizen of Ukraine Oksana Panchenko was allocated by the TFR to a separate proceeding from a high-profile investigation 14 years ago. Understanding the circumstances of the attempts in 2006 on the chairman of the board of directors of the Shchelkovsky agricultural holding Dmitry Barchenkov (Kommersant told about this), the organizer of which the investigation considers the former son-in-law of ex-commander of the Airborne Forces Vladimir Shamanov Alexei Khramushin, who is on the international wanted list, real estate fraud.

As follows from the materials of the case, having learned that the ex-wife intends to file a claim for the division of jointly acquired property, Mr. Khramushin decided to crank up a fraud with, in fact, one worthwhile asset he owned. It was about the capital's plant "Sporttek" (Altufevskoe highway, 27). It has long been converted into a huge retail and office center, and all of its areas are leased.

During the trial in 2013, the Shchelkovo District Court recognized the right of Mrs. Shamanova to 50% of the shares (606 thousand pieces) of Sporttek, estimated at more than 1.3 billion rubles. However, she then learned that she owns only 5%.

As a result, the daughter of the former commander-in-chief of the Airborne Forces was recognized as a victim in the selected criminal case. In 2017, investigators managed to question him as a witness and general director of Delta-R Group LLC, a 47-year-old resident of the Ukrainian city of Vinnitsa Oksana Panchenko. It was her firm that since 2013 owned 90% of Sporttek's shares. Ms Panchenko, in particular, said that she is a cousin of Alexei Khramushin and in 2011 moved to a permanent place of residence from Ukraine to Russia.

She lived in the house of her aunt Raisa Khramushina, and in mid-2012 in the same building as Sporttek, with the help of the general director of this organization, she registered her own company for subleasing real estate belonging to the same Sporttek.

In parallel with this, according to the TFR, Glyba was turning a combination so that his ex-wife did not get practically anything during the division of property. To do this, at first, an additional issue of more than 12 million shares was carried out, about which Svetlana Shamanova did not know anything. In December 2013, all shares were sold at a price of 50 kopecks apiece to Oksana Panchenko's firm. At the same time, an examination carried out on the case found that Mrs. Panchenko had bought them for 6 million rubles. at a market price of more than 1.3 billion rubles.

Thus, as the investigation established, the daughter of Vladimir Shamanov turned out to be the owner of only 5% of Sporttek's shares worth 60 million rubles, and the damage caused to her is estimated at more than 400 million rubles.

The investigators believe that the organizer of the manipulations with the shares is Aleksey Khramushin, who has been on the international wanted list for 12 years. According to the investigation, Mr. Khramushin was one of the organizers of the attempts in 2006 on the chairman of the board of directors of the Shchelkovsky agricultural holding Dmitry Barchenkov.

First, they wanted to crush the businessman's limousine by a truck, and then the motorcyclist put a backpack with a bomb on the roof of his Mercedes. An improvised cumulative explosive device literally pierced the armored car through and through, but the businessman miraculously survived.
As the investigation established, it was decided to eliminate Mr. Barchenkov after he squeezed out the Glyba group that had been protecting him from the market. In 2011, two of its participants, including brother Alexei Khramushin, received 15 and 10 years in prison. The then son-in-law of the commander-in-chief of the Airborne Forces Vladimir Shamanov was put on the federal wanted list in February 2007, and a year later - on the international one. We also note that Dmitry Barchenkov himself in November 2019 was sentenced by the Shchelkovo City Court to 14 years in a general regime colony for a particularly large fraud.

Meanwhile, the TFR found that Oksana Panchenko took an active part in the machinations. However, by this time she was already in Ukraine, she was put on the international wanted list, and the Basmanny District Court authorized an arrest in absentia. Oksana Panchenko's lawyer refrained from commenting.

It should be noted that the Moscow Arbitration Court fully satisfied the claims of Svetlana Shamanova against Aleksey Khramushin, Sporttek OJSC and Delta-R Group LLC, recognizing, among other things, the decision to issue additional securities as invalid. The Ninth Arbitration Court of Appeal upheld this decision, rejecting the defendants' complaint.
