The meeting of the Executive Committee took place in Lausanne (Switzerland). The decision was made on the basis of the conclusions reached by the two commissions: Denis Oswald and Samuel Schmidt. The decision was made at a meeting of the executive committee in Lausanne (Switzerland). Suspension is explained by the connection with the state system of concealing positive doping tests. IOC also ordered the ROC to reimburse the costs of investigations and contribute $ 15 million to the creation of an independent testing system.
At the same time, the IOC is considering the possibility of a partial or complete restoration of the ROC before the closing ceremony of the 2018 Olympic Games. For this, the Russian side must "fulfill all the conditions that it has put forward."
The committee for life suspended the vice-premier Vitaly Mutko from participating in the Olympic Games. Similar sanctions were applied to the former deputy minister of sports Yuri Nagornykh.
