The stages of the World Cup, in which all the strongest biathlonists of the world perform throughout the season, will be held in Slovenia, Austria, the Czech Republic, Germany, Italy, Canada, the USA, Sweden and Norway. Tyumen, which hosted the World Cup last season, was not included in the list of cities where the stages will be held.

Also, Russia did not receive the stages of the second most important competition, the IBU Cup. Last season the stages of this tournament were hosted by Uvat and Khanty-Mansiysk.

In 2016 and 2017, the IOC and WADA recommended to international sports federations not to hold competitions in Russia. In March this year, WADA announced a ban on the conduct of competitions in those countries where there is no functioning anti-doping agency. RUSADA has not yet restored its license, so Russia has become one of the countries where WADA prohibits the holding of tournaments.

The stage in Tyumen completed last year's biathlon season. At this stage several teams refused to come, including Ukrainian, Czech and Canadian teams. Ukrainians did not participate in the tournament, as the Ministry of Sport of this country announced a ban on participation in all competitions held in Russia. The rest of the teams refused to protest the situation with the violation of anti-doping rules by Russia.

Several leading biathlonists of the world also refused to participate in the Tyumen stage. Including in Russia did not come Olympic champion Swede Sebastian Samuelsson. At the end of the season, the Austrian police began an investigation into the IBU and its president, Anders Besseberg. The union's leadership is accused of hiding positive samples of Russian biathlonists. During the investigation, Besseberg left his post.
