Rosneft uses airplanes much less often than helicopters: judging by the purchases, in the next two years it will pay RN-Aerokraft for air transportation of "only" 3.7 billion rubles.

Soon more "Rosneft" can become more helicopters-foreign cars: until the end of the year its fleet will increase by eight Italian AW189 insurance value of 21.5 million euros each. The plans for the oil company are grandiose: three years ago, it entered into a framework agreement with Leonardo Helicopters to purchase up to 2025 another 150 AW189 helicopters, already assembled in the Moscow region. Transportation by helicopter-foreign cars is costly for Rosneft. For example, in one of the contracts with "RN-Aerokraft" it is indicated that in 2016-2017. Why such a difference? "Rosneft" explained the sum of aviation expenses, only once - in 2014, when it signed an annual contract with "RN-Aerokraft" for the organization of transportation by helicopters AW139. It is interesting that in the flotilla "Russia" leasing two AW139 from Rosneft, the transportation of the first persons of the state on such a helicopter is estimated at only 57,734 rubles. Rolling helicopters

Receiving contracts from Rosneft for air transportation, RN-Aerokraft, apparently, does not fly by itself - in the lists of Rosaviatsiya operators it does not exist. In 2015, the Moscow company "Art Avia" became the operator of the Rosneft vessels, it is indicated in the ship insurance documents. In 2014 Denis Chaban became the owner of "Art Avia", who repeatedly crossed business with the family of ex-president of "Rosneft" Eduard Khudainatov. Five years ago he was one of the directors in the NOC himself, and in 2004 he became the owner of the oil company Triumph instead of Marina Khudainatov's wife.

How much Art Aviation receives from RN-Aerokraft for the exploitation of Rosneft helicopters is not known. The heads of state companies and state corporations are free to fly on anything they want, the state does not limit them in this area, says Ilya Shumanov, deputy director general of Transparency International. For officials in the Russian legislation there are restrictions on the purchase of expensive cars and luxury goods, but there are no helicopters and business jets in this system. "Therefore, there are no restrictions on the purchase and use of expensive aircraft by officials, and they are using this legal hole," says Shumanov.

Even if the official or the head of the state company carries a friendly structure on his helicopter, this under Russian law will not be considered a bribe. "This is more an ethical conflict or conflict of interests, for which we are not particularly punished," he said.
