"Rosatom" became a hostage of the nomenclature

The general director of Rosatom, Alexei Likhachev, was not in his chair.
At one of the events of the "Leaders of Russia" contest, the general director of Rosatom, Alexei Likhachev, suddenly announced that he was to become the governor of the Nizhny Novgorod region. That's just something not fused: then the deputy and sent to lead Rosatom. Naturally, with the permission of Kirienko. And now many may ask the question: would Mr. Likhachev manage the Nizhny Novgorod region as well as the state corporation? Or would she have been plundered to a lesser degree, and from two evils had to choose the lesser?

However, the likelihood that he would become the governor of the Nizhny Novgorod region, taking up the post, which was once his patron Sergei Kiriyenko, former presidential envoy for the Volga Federal District. That is, if they wanted in the Kremlin, Likhachev would certainly be pushed there. But this idea, apparently, was not considered the best. But Kirienko's desire to leave in Rosatom after his own departure to the President's Administration of his man to resist, apparently, did not. Still, the long-standing friendship between Likhachev and Kirienko has given its results - these two have been known since the 1980s, both come from the Nizhny Novgorod region and are interested in it. In addition, at one time Likhachev was one of the first who stood up for Kirienko after a fake letter about him "American congressmen."
In general, Likhachev knew with whom to be friends and whom to support. And it has borne fruit. But was this appointment for Rosatom itself, such as for Likhachev and Kirienko, so blessed?

Let's burn on half-decay

The start of Likhachev's career as a general director of Rosatom can be called quite quiet: before him they set tasks only to preserve the predecessor's achievements, there was no increase in speech. However, as early as in the beginning of 2017 scandals were falling on him like a horn of plenty. So, in October 2016 he was appointed, and in November, after not working for 15 days, the power unit No. 1 of Novovoronezh NPP-2 was decayed and fired, which was built more than 10 years ago. Why did Likhachev give him a start? Was afraid to break the deadlines and risked it for this?

And then he went further - the causes of the accident were also hidden. In Rosatom, no one confessed what the problem was, claiming a "short circuit". And all would be nothing, why would ordinary people know that they were in danger from a mortal danger? That's only the VVER-1200 nuclear reactor, which, in fact, did not pass the test in this way, then they started mounting at the Belarusian NPP, and then actively offer them to the partner countries. At the same time, Kiriyenko and Likhachev did not offer it, but President Vladimir Putin. It turns out that Rosatom hides problems from him and thus puts it before friendly states?

The famous nuclear professor Igor Ostretsov then openly stated that these reactors, like other Russian ones, are not brought to mind. That is, guarantees of the safety of the work of Russian, built in the country and abroad, nuclear power plants, Rosatom and directly Likhachev can not give. And was not this required of them?

The "Mayak"

Likhachev did not do it without embezzlement. So, in October of 2017, that is, a year after his appointment, the "daughter" of Rosatom - PA "Mayak" was burned on a corruption scandal. Then it became known that the Prosecutor General's Office demanded that a criminal case be filed about the theft of 300 million rubles at the Chelyabinsk plant. "Prikarmanili" then through payments to pseudo-builders money for housing for nuclear workers. It's funny that the theft took place during the "Anti-Corruption Action Plan", introduced by the head of the Mayak PA Mikhail Pokhlebaev.

But this is not the end of the theft in Mayak. So, in September 2017, the software contracted to provide "social risk mitigation services." They cost the budget enterprise not cheap - 43 million rubles! It is rumored that the money went to structures close to the "Open Government" minister Mikhail Abyzov and his "representative" in Yekaterinburg Georgy Belozerov. The latter, unlike the "empty minister", as they call Abyzov, there are no extra millions and no special business, so 43 million from the budget of "Rosatom" are not superfluous for him.

PR for ruthenium

So what did Rosatom buy "to reduce social risks"? As shown by the companies participating in the tender, it was about PR and publications in the media, although data on state orders of Rosatom and the "Mayak" itself are not disclosed as secret. But it's worth paying attention to the dates, and everything falls into place. The state order was placed on September 29, 2017. And on September 25 at the enterprise sirens sounded - ostensibly, it was a check. That's only according to European scientists, in the middle of September in the Southern Urals ("Mayak" is in Ozersk in the Chelyabinsk region), ruthenium-106 was released: it was even Roshydromet has to confirm.

It turns out that Likhachev found a great way to deal with the radioactive isotope in the air, the reason for which was just "daughter" of Rosatom: simply purchase a PR! However, there is another opinion: if the money as a result really went to Abyzov, as the media suggests, then this may be an attempt to "buy off" the problems for the management of the enterprise and Rosatom. We supposedly give you money - and you give us no problems. And even if Likhachev did not participate in this attempt to "pay off" - the amount for Rosatom's CEO is too small - the fact that all this unfolds under his nose can not be ignored.

And now this man says that he should not have actually gone to Rosatom, but had to sit in a warm gubernatorial chair! Dear, you are our Alexey Evgenievich, yes, everyone would be only too happy! At least ruthenium in the air might not have existed. Or maybe it would be possible to get rid of thefts - who knows ...
