The head of the Main Investigation Department of the Investigative Committee of Russia (GSU TFR) for the Moscow Region, Lieutenant General of Justice Andrei Markov, has left his post. According to the agency interlocutors, on the eve of the New Year holidays, Andrei Markov went on a long vacation, after leaving which he would not return to his former position. He will not leave the TFR system, now options are being considered for continuing the career of the now former chief investigator of the Moscow region. According to Rosbalt sources, the most likely option is that Markov will take the post of deputy head of the main criminology department of the Investigative Committee of the Russian Federation, headed by Zygmund Logis.

The interlocutors of the agency noted that the position of the new head of the SSU SKR for MO has not yet been determined. For the next six months, Lieutenant General of Justice Alexander Ivanov is likely to perform the duties of the head of the central board. It is noteworthy that he once headed the General Directorate of Criminalistics of the TFR.

According to sources, the head of the TFR Alexander Bastrykin has repeatedly extended the term of office of Markov as head of the SSU TFR in the Moscow region, the last time, however, only for half a year. When this term also expired, the prefix “acting” was added to Markov's position. This situation continued until the New Year.

In the opinion of Rosbalt's interlocutors, a certain cooling of Bastrykin to Markin has recently been felt, although officially the latter’s transition to a new location, if it takes place, will be decorated as a rotation of personnel.

A lot of scandalous stories have occurred around the GSU RF IC in the Moscow region. Thus, in the spring of 2017, the deputy head of the state registration office of the TFR in the Moscow region, Alexander Sarafanov, became the person involved in the criminal case initiated by the TFR. He and his two subordinates were accused of negligence in investigating a case of sexual assault against a minor girl and loss of evidence. Even then, rumors about the possible resignation of Andrei Markov began to spread, but he retained his chair and, according to Rosbalt sources, did not lose Alexander Bastrykin’s position.

According to the agency’s interlocutors, Markov’s position began to weaken rapidly after searches in February 2017 in the building of the State Investigation Committee of the TFR in the Moscow Region and the arrests of the Deputy Head of the Second Directorate for Investigation of Essential Affairs of the Office of the Noginsky Investigation Department, Dmitry Lisanin and the investigator of this unit, Nikolai Tsarev. They were all accused of embezzlement and taking bribes. Investigators donated 300 million rubles worth of tires to merchants for sale, seized as part of the investigation and stored as material evidence.

In the summer of 2018, talks began again in the TFR that a chair reeled under Markov, and there was a noticeable cooling in relations with Alexander Bastrykin. What was confirmed in September. Then Bastrykin held a personal reception of citizens who applied for criminal cases and materials that are in the production of the investigative bodies of the Main Investigative Committee of the Investigative Committee of the Russian Federation for the Moscow Region.

According to the results of the event, the head of the TFR gave this spree to the agency headed by Markov. Bastrykin, noting the poor quality of the investigation in several districts of the Moscow region, instructed Alexander Yakovlev, the head of the personnel department of the Investigative Committee, to prepare by October 3, proposals for the reorganization of the SSU SKR in the Moscow region. In addition, a series of inspections were organized against officials of the investigation departments in the region.

Andrei Markov has long been considered the person closest to Alexander Bastrykin. So, for example, he was “on the front line” during the “war” of the TFR with the Moscow region prosecutors. In 2011, the Prosecutor General’s Office even sent materials to Alexander Bastrykin to initiate proceedings against Markov. Then, in the supervisory authority, they became interested in the story of receiving a bribe by law enforcement officers for not initiating a criminal case against the head of the Serpukhov District, Alexander Shestun. However, Bastrykin did not make headway for these materials. Alexander Drymanov, the former head of the Moscow State Investigative Committee for the TFR in Moscow, also had the status of being close to Bastrykin. When he became interested in the FSB of the Russian Federation in the case of a bribe taking by employees of the TFR for the release of “authority” Andrei Kochuykov (Italian), Drymanova was urgently sent on a long trip to Syria. For a long time there was a struggle for him, but then Drymanov was sent to retire, and then arrested.
