Mayor of Orenburg, Yevgeny Arapov, incorrectly organized patronage

The official and his deputy were caught in a bribe of 600 thousand rubles. The Investigative Committee of the Russian Federation is confident that this is not the only case of extortion by officials of money from builders.
Mayor of Orenburg Yevgeny Arapov was detained on suspicion of receiving a bribe for patronage in the field of construction.

According to the investigation, together with his deputy Gennady Borisov, the official received 600 thousand rubles, of which 400 thousand rubles were due to Arapov, and 200 thousand rubles to Borisov.

The head of the city passes on the case as a suspect. In addition, during a search in his office found 4.2 million rubles. Now investigators establish their origin.

The UK plans to bring charges against Arapov and petition the court for his arrest.

Last week, Borisov was arrested on charges of taking a bribe of two million rubles. According to the investigation, on August 8, the deputy mayor personally received a sum of money from the general director of the commercial organization. After receiving a bribe Borisov was detained red-handed. He was prosecuted.

Criminal cases against Russian mayors

On August 14, 2018, the Investigation Committee (SC) of the Russian Federation confirmed the information about the initiation of a criminal case against the Mayor of Orenburg, Yevgeny Arapov. He is suspected of taking bribes (Part 5, Article 290 of the Criminal Code). In the same criminal case, Deputy Mayor Gennady Borisov was arrested earlier. According to the investigation, Arapov together with his deputy received from the general director of the commercial organization 600 thousand rubles for protection in the sphere of construction and sale of real estate in the territory of Orenburg. From the bribe received 400 thousand rubles received Arapov, 200 thousand - Borisov. During the search in the mayor's office, 4.2 million rubles were seized.

Then he ensured the victory in the competition "Roads of Vladivostok", which was controlled by the relatives of the mayor, and signed contracts with it for 1.2 billion rubles to supply the materials produced by the companies of the group. As a result, the mayor's relatives received a dividend of 471.7 million rubles from the companies of the Vostocement group. In addition, the "Roads of Vladivostok" caused damage to 143.6 million rubles.

On June 14, 2016, the mayor of Gorno-Altaisk Viktor Oblogin was detained. On the same day the Gorno-Altaisk City Court dismissed him and placed him under house arrest. Obloginu charged under part 4 of Art. 159 ("Fraud committed by a person using his official position, in a particularly large amount") and Part 2 of Art. 286 of the Criminal Code ("Excess of official authority") of the Criminal Code of the Russian Federation. The case is examined by the Gorno-Altaisk City Court. Victor Oblogin did not admit blame. In October 2017, the former mayor changed the measure of restraint from house arrest to a written undertaking not to leave the place.

May 18, 2017 against the head Cheboksary Irina Klementyeva Investigative Committee of the Russian Federation initiated two criminal cases on the abuse of official powers. According to the investigation, in November 2013 she, as the general director of the municipal insurance company Chuvashia-Med, illegally entered into two transactions to dispose of property on behalf of the company. Klementyeva rented a portion of the non-residential premises at a lowered fee to the organization, whose founder was her husband, and also sold the land at a lower price. Subsequently, she became a figurant of a number of cases. In total, 11 criminal cases have been instituted against Klementyeva under Article 201 "Abuse of Powers" (four episodes) and Article 160 of the Criminal Code of the Russian Federation "Rastrata" (seven episodes, including a particularly large amount. ") According to the investigation, the actions of the ex-head Cheboksary exceeded 22.9 million rubles, Irina Klementyeva did not admit her guilt, and in July 2018 the criminal case was sent to court.

On December 19, 2017, the former mayor of Nizhny Novgorod (2010-2015) was detained, Oleg Sorokin, the vice-speaker of the Legislative Assembly of the Nizhny Novgorod region, charged on part 6 of Art. 290 of the Criminal Code ("Taking a bribe in a large amount"). According to the investigation, Sorokin, being the head of Nizhny Novgorod, personally received a bribe of $ 1 million in the form of illegal provision of services of a property nature. On the same day, the Nizhny Novgorod District Court ruled on the arrest of Sorokin. On March 26, 2018 it became known that the former mayor was charged with kidnapping a person in 2004. Earlier in the case, Colonel of the Ministry of Internal Affairs Evgeny Voronin and former operative Roman Markeev were arrested. The criminal case against operatives was combined in one proceeding with Sorokin's case. According to the investigation, in April 2004, MVD officers abducted Alexander Novoselov, former guard of the vice-speaker of the Nizhny Novgorod Legislative Assembly Mikhail Dikin, and were taken to the forest for "operational measures" - testifying in the case of the attempt on Sorokin in 2003. The former mayor is under arrest.

On January 18, 2018, the department of the Investigation Committee of the Russian Federation for the Republic of Dagestan instituted criminal proceedings against the head of Makhachkala Musa Musayev on the fact of abuse of authority (Article 286 of the Criminal Code of the Russian Federation) with the allocation of land. On January 21, he was arrested. According to the investigation, in March 2016 Musayev illegally transferred the land from the municipal property of a private company, while the damage to the republican budget was about 80 million rubles. On January 26, Musayev was suspended from the post of Mayor of Makhachkala. He does not admit his guilt.

On April 19, 2018, the Main Investigation Department of the Criminal Investigation Department of the Russian Federation instituted a criminal case against the former head of the Nizhny Novgorod administration Oleg Kondrashov and his deputy Vladimir Privalov on part 6 of Art. 290 of the Criminal Code ("Taking a bribe in a particularly large amount"). According to the investigation, in 2012-2013 they personally and through intermediaries received 17 million rubles from the entrepreneur for the general patronage of entrepreneurial activities in the provision of ritual services and assistance in the allocation of land for the construction of a crematorium in the city. Kondrashov, who is outside the Russian Federation, was declared first into the federal and then to the international wanted list. On May 22, 2018, the court arrested him in absentia.
