In the Krasnodar Territory may appear road to the sea for 1.2 trillion rubles

If it is built, then the route Dzhugba-Sochi will be the most expensive in Russia.
From Moscow to Sochi, almost 1600 km, but the real test of motorists called the last 170 km: the only road Dzhubga - Sochi (A147) works at the limit of capacity - a two-lane mountain streamer. Rosavtodor has developed a concept for the development of the road, calling it a reconstruction. In essence, this proposal to build a new four-lane high-speed track on the site of the streamer (two lanes in each direction). According to preliminary estimates, the cost of the project will be 1.2 trillion rubles. in the prices of 2017, three federal officials told "Vedomosti".

If the project is implemented, it will be possible to get from Dzhubga to Sochi in just an hour: the length of the route will be approximately 119.5 km, and the design speed at it is 120 km / h, says one of the federal officials. For motorists, he said, the journey is supposed to be made free of charge. "The idea is to create a Russian Cote d'Azur, to give the south a beautiful, big road so that along the coast in a convertible with a breeze it would be possible to pass," the federal official describes the bright prospects.

The current road is not only narrow, but sometimes just impassable, and even dangerous: for example, at the end of January 2017, the Mamai Pass, through which Sochi is connected by road with the rest of Russia, was closed due to snowfall by the employees of the State Traffic Inspectorate. In July 2016 the traffic police of the Krasnodar Territory reported a congestion: the cork towards the sea stretched for 20 km.

The road safety audit was conducted by the Krasnodar Territory Prosecutor's Office. Its results have not been reported, but accidents with human casualties occur regularly on the highway, and President Vladimir Putin's May decree sets the goal of halving the number of accident areas on the roads and 3.5 times the death rate in road accidents (up to four people per 100,000 population ). "On the highway Dzhubga - Sochi, traffic jams are observed at the intersection of traffic and pedestrian flows in the villages of Dzhubga, Lazarevskoye, Vardan and Loo," Interfax quoted a traffic police official in Krasnodar Krai.

The new road should go around the settlements. The project itself is planned to be divided into four stages, say two interlocutors Vedomosti: build a bypass Tuapse to be for 199 billion rubles. (it is planned to build 10 bridges and seven tunnels), bypassing Sochi - for 180 billion rubles. (16 tunnels, 25 bridges and overpasses), bypassing the village of Lazarevskoye - for 130 billion rubles. (eight bridges on the site occupy 2.5 km from 10 km, four tunnels - another 4 km), and to build about 80 km of connecting sections (the cost is estimated at 700-800 billion rubles). The connecting section could be built by 2022, and bypassing Sochi - by 2023. The existing detour passes in the city, it freed from the transit movement only the central part of Sochi.

The concept of expressway in closed mode was worked out by the government from last spring, and work was conducted in the presidential administration, officials said. According to them, the idea is pleasant to the assistant to the president on economy Andrey Belousov.

To make the view of the coastline ideal, a variant of the railroad transportation on the Sochi-Novorossiysk section from the coastline was developed from the coast, said two officials to Vedomosti, but this option is no longer considered: it is too difficult to implement due to problems with access to land.

Start the reconstruction of the road Dzhubga - Sochi Rosavtodor hopes already in 2019, said in April deputy head of Rosavtodor Igor Astakhov, but no details then did not. The construction conditions were discussed at the scientific and technical council of Rosavtodor, he said (quoted by Tass): "I think that, in general, the whole road will be reconstructed."

The key question is how to finance a megaproject and whether there will be enough money for this. The regional budget will not co-finance the road, said one of the officials. About financing from the new development fund (will be created since 2019, with a maximum of 3.5 trillion rubles.) There is also no speech, another official asserts. Due to the fact that the road Dzhubga - Sochi - the project is very expensive, the decision on it will be made after the evaluation of other infrastructure projects that are currently under consideration, says a third official.

The authorities are considering a scenario of public-private partnership: according to the concession agreement, you can pay for the construction and maintenance of the road for many years, in fact, by building the infrastructure in installments. Even if a variant of the concession agreement for a period of 25-30 years is chosen, the state will have to make a significant contribution already at the stage of construction of each site, explains one of the interlocutors.

The project of construction of the road was interested in the companies of Yuri Reillyan and Arkady Rotenberg, says another interlocutor of Vedomosti. If you choose between the bridge to Sakhalin and the road to Dzhubga-Sochi, the second project for builders of the Crimean bridge will be preferable, he argues: it will help to load building capacity and will not have to carry machinery across the country.

The representative of Rothenberg has no information about participation in this project. Railank promised to give comments, but at the time of putting the number in print did not do so. The representative of the Ministry of Transport redirected the request to Rosavtodor, and the representative of Rosavtodor did not give any comments.

Annually along the highway Dzhubga - Sochi passes about 8 million vehicles, the vice president of the Center for Infrastructure Economics Pavel Chistyakov estimated. The road encompasses the most developed part of the Black Sea coast, where there are a huge number of resorts, there is an additional load - from holidaymakers who travel to Abkhazia, he continues, a new road is needed for the convenience of travel and the safety of tourists. But the cost of the project is a record, says Chistyakov: almost twice as much as the route Europe - Western China, which will give an incomparably greater contribution to the economy, there are other more useful projects: the reconstruction of the M7 (Moscow - Ufa) or the Scandinavia route (from St.- Petersburg to the border with Finland) - these projects connect economic centers, and the road Dzhubga - Sochi will mainly work for the needs of tourists.

Indeed, there are more useful projects for the economy, Mikhail Blinkin, director of the Transport Institute of the Higher School of Economics, agrees. It is necessary to assess whether there are less costly ways for the budget to connect the new road to Dzhubga and Sochi, Chistyakov suggests.
