The Crimean bridge to Rosavtodor is not the limit

Federal budget spending on roads to Crimea will exceed 500 billion rubles.
Authorities continue to increase the cost of roads to the Crimea. On February 21, the Taman Federal Highway Administration announced a tender for the design and construction of the first section of a highway from Krasnodar to the Crimean Bridge. 59 billion rubles will be allocated from the federal budget for the 68-km-long road, according to materials published on the public procurement website. The contract is planned to be concluded before the end of March. The cost of the entire route with a length of 119 km is estimated at almost 100 billion rubles.

The new highway "should become the main road of the Krasnodar Territory," a person close to Rosavtodor told Vedomosti. In the fall of 2016, President Vladimir Putin instructed to determine the route to the then-built Crimean bridge. Initially, it was a reconstruction of existing roads, and not a new highway, which will take place outside cities and towns. Only last year, officials made a choice in favor of the new road and the reconstruction of small sections of the old highway. In a comprehensive plan for the development of infrastructure, 87 billion rubles were allocated for the reconstruction of the entire route.

In total, routes to the Crimea will cost the state more than 500 billion rubles. 228 billion rubles were spent on the Crimean bridge. (excluding access roads), this year it is expected to launch the construction of the Far Western Bypass of Krasnodar worth about 40 billion, and on the other side of the Kerch Strait a 250-kilometer Tavrida highway worth 166 billion is being built

The construction of the highway to the Crimean bridge and other planned roads will allow you to get from St. Petersburg to Sevastopol without traffic lights, says Pavel Chistyakov, vice president of the Center for Infrastructure Economics: drive to the Moscow Central Ring Road on the already built M11, get off onto the M4 Don highway, and get to the future bypassing Krasnodar, then along the new highway - to the Crimean bridge and, finally, along the Tavrida highway in the Crimea.

Now two roads lead from Krasnodar to Crimea: one - through Krymsk and Dzhiginka, the second and the main - A-289, 150 km long - goes from Krasnodar through Slavyansk-on-Kuban to Temryuk. Traffic on the automobile part of the Crimean bridge is growing and long-distance approaches to the bridge can not cope with the flow of cars in the summer. Motorists quoted by regional media complained of traffic jams of many kilometers. “In summer, the road to Slavyansk-on-Kuban is simply impassable with the amount of heavy cargo that accumulates on it,” confirms Vladimir Ryskin, chief architect of the Krasnodar Territory. This route was previously duplicate, and in recent years it has become the most popular among tourists and traffic will still increase when the bypass of Krasnodar is completed, it explains the need for a new road. After the start of automobile traffic on the Crimean bridge in May 2018, the existing highway through Slavyansk-on-Kuban became one of the most popular in the Krasnodar Territory, the representative of Rosavtodor notes. In the Krasnodar Territory, there is a high population density and a lot of motorists, Chistyakov adds: now you have to drive through the cities along the road to the sea, wait at traffic lights and pedestrian crossings, along the same road through Slavyansk-on-Kuban, trucks go to Taman port. Since a significant part of the peninsula’s provision comes from outside, a high-capacity highway will help supply Crimea, says Boris Rybak, general director of Infomost Consulting.

The route will begin to be built from the Krymsky Bridge side, where builders have recently freed themselves. The first section will go from the junction of the Krasnodar - Kerch and Novorossiysk - Kerch routes in the area of the Bely farm to junction A-289 and the road from Slavyansk-on-Kuban to Krymsk. It should be commissioned in 2024. At the second stage, the highway will be completed to the future Far Western bypass of Krasnodar. The road will be of the first category - without one-level intersections with other routes, there will be only nine interchanges on it.

The purchase is divided into two stages in order to gradually put into operation sections of the road, removing the load from the existing highway, explains the representative of Rosavtodor. Glavgosekspertiza recognized the proposed route as optimal. But her conclusion on technological and price auditing says that it is advisable to divide the construction into more stages than two. Few people will be able to implement two such large projects, says the owner of a company engaged in road construction. In his opinion, Arkady Rotenberg, who built the Crimean bridge "Mostotrest", may turn out to be a contender for the state contract and he will not have competitors. According to the terms of the competition, the contractor will have to submit a bank guarantee for 17.7 billion rubles. “But most of the largest builders have been loaned,” said the Vedomosti interlocutor. VEB.RF could provide such a guarantee in the event of a successful completion of a transaction to create a joint venture with Stroyproektholding, through which Rotenberg owns Mostotrest. The representative of Mostotrest did not answer the question of Vedomosti on the weekend whether the company was interested in participating in the competition.
