Igor Sechin's curse hovers over the mayors of Nefteyugansk

Today it became known about the criminal prosecution of the head of the supporting city of Rosneft, Sergey Degtyarev. After a criminal case on abuse of authority was initiated against him (Article 285 of the Criminal Code of the Russian Federation), the TFR and FSB officers conducted searches and seizures in the city administration. The mayor is suspected of frauds with municipal land - as if he contributed to the sale of state-owned land to a private company at a nominal value of 1.2 million rubles, although its market price exceeds 243 million rubles.

Earlier, surrounded by the head of the city of oil industry claimed that Degtyarev framed his colleagues. There were no names and surnames, but they said that they were very influential people with great connections in the federal authorities.

During a search in Degtyarev's apartment, according to unofficial data, unregistered guns were found, after which, it is possible, a criminal case under Article 222.1 of the Criminal Code of the Russian Federation on illegal weapons possession will be opened against the mayor of Rosneft. The tactics of the security forces or those who give them orders are classic - if the accusation of the first article falls through, the second one will remain.

Znak.com recalled the history of Nefteyugansk leadership over the past 25 years and is not surprised by what is happening today with Mr. Degtyarev. Because for two and a half decades, almost no mayor — both under Yukos Mikhail Khodorkovsky and under Rosneft Igor Sechin — did not leave his post without a criminal case, or worse, remain alive. From 1993 to 1996, the administration of Nefteyugansk was headed by Vitaly Sevrin. In April 2005, Sevrin, being an ex-official of the Ministry of Natural Resources, was sentenced to eight years in prison for taking a bribe on a large scale. He served more than half the time and was released.

In the autumn of 1996, for the first time as a result of direct elections, the businessman from the oil industry Vladimir Petukhov became the head of the administration and the mayor of Nefteyugansk. In the summer of 1998, Petukhov was killed on his way to work. According to the official version, Petukhov was killed by order of Yukos functionaries.

In early 1999, Viktor Tkachev became mayor of the city. In February 2005, a criminal case was initiated against him under the article “Excess of office”. Prosecutors accused Tkachev of arbitrariness. Allegedly, he sold the property of the city (cottages in the municipal sanatorium in the Krasnodar Territory), without asking for permission from the deputies of the city council. In 2006, Tkachev was sentenced to four and a half years in prison.

While Tkachev was between the mayor’s office and the prison cell, Igor Gribanov was appointed as the acting head of Nefteyugan. January 7, 2006 Gribanov was found dead in his own apartment. According to the official version, Gribanov’s death is an accident.

After Tkachev and Gribanov in April 2006, the top manager of RN-Yuganskneftegaz, Sergey Burov, came to power and was accused of millions of embezzlements, including the construction of the water-sports complex "Ugra Pearl", financed by Rosneft. True, it was not possible to prove Burov’s guilt. In the spring of 2011, Burov resigned as head of administration. This post was later obtained by Vyacheslav Archikov (perhaps the only one who left without serious reputational losses).

In April 2011, as a result of indirect elections, the post of the head of Nefteyugansk is received by another Vitaly Burchevsky from Yuganskneftegaz. The control system is changing in the city. The institute of city managers is introduced. The reason for the resignation of Burchevsky was his drunken car ride followed by a court sentence. As a result, Vitaly Burchevsky wrote a letter of resignation.

In 2016, deputy head of the Khanty-Mansi Autonomous Okrug, party functionary from United Russia and professional lawyer Sergey Degtyarev became head of Nefteyugansk. It is noteworthy that in 2006, Degtyarev, being the owner and head of the law firm, acted as a lawyer in court in the case of Viktor Tkachev, who was finally convicted.

Now Degtyarev himself, who is suspected of abuse of authority and illegal possession of weapons, is already under investigation.
