A businessman's company can become a monopolist in the smart electricity meter market, estimated at 40–60 billion rubles a year.
The use of the data protocol of the company "Modern Radio Technologies" (CPT, works under the brand "Swift") can be mandatory for all systems of smart metering of electricity. This follows from the letter of the Deputy Minister of Digital Communications and Information Technologies Development Alexei Sokolov to the Ministry of Energy. To transfer data from smart meters to the metering system, the Ministry of Communications and Communications proposes to use the LPWAN radio technology and the XNB protocol developed by CPT.

CPT already offers smart electricity meters on its website. But prices are disclosed only upon request.

Representatives of the Ministry of Communications and the Ministry of Energy confirmed the sending and receiving of the letter.

Who owns "Modern radio technologies"

According to SPARK-Interfax, 45% of the share capital of CPT each belong to the eldest son of Arkady Rotenberg, Igor Rotenberg and Andrey Shipelov, 10% - to Pavel Staruk. Arkady Rotenberg is a longtime friend of Russian President Vladimir Putin. According to SPARK, Glonass-TM is the managing company of CPT. It is 75% owned by RT-Invest Transport Systems (RTITS), 25% by the operator of the ERA Glonass accident reporting system Glonass JSC. In RTITS, Rotenberg and Shipelov account for 23.5 and 19% of the share capital, respectively. Another 50% is owned by RT-invest, the remaining 7.5% is owned by Anton Zamkov. RT-Invest is owned by Rostec and Shipelov. The state corporation has 25% of shares.

The law on the development of intelligent accounting systems was adopted last year. From July 1, 2020, smart meters should install network and resource supply organizations. The installation of smart metering systems is part of the “Digital Transformation” program of “Rosseti” until 2030. Its cost is estimated at 1.3 trillion rubles. Smart meters will be installed as old ones fail. Smart electricity metering systems themselves transmit energy consumption data and burglary or malfunction signals. They will also allow you to remotely limit the supply of electricity to the non-payer.

XNB is a closed protocol, that is, other manufacturers other than CPT cannot use it, said Nikita Utkin, chairman of the technical committee of Cyber-Physical Systems at Rosstandart. CPT may be a monopolist in the market of smart meters and smart electricity metering systems, fears the director of the Internet of Things Association Andrei Kolesnikov. At the same time, it follows from the letter that Glonass-TM, which manages the CPT, may be the only owner of the frequencies on which intelligent accounting systems can operate.

CPT is also working on creating its own XNB chip, with which third-party devices can work on the basis of its protocol.

The issue is still being worked out during the discussion of the concept of developing the Internet of things, the representative of the Ministry of Communications said. The ministry is interested that the smart meter market is open to all Russian manufacturers, he says. Various options are being discussed, including the possibility of "opening" the CPT protocol and the use of other bands, says a federal official. Information security is a top priority: the LoRaWAN protocol, which is now common, is too vulnerable, he added.
