The president of the All-Russian Volleyball Federation (VFW) since 2004 worked as the immediate commander of Shekina - the then FSB director, Army General Nikolai Patrushev.

 Gazprom did not live up to expectations

The company was established in December 2014. Zadorin received 30% in it and headed the board of directors. The same happened to Olga Zolotova. Who she could not find out to Vedomosti. But at the same time the son of the former head of the Security Service of the President of Russia, and now the head of the Rosgvardia Victor Zolotov Roman, joined the Baikal board of directors.

Another 10% of the company were married to Viktoria and Dmitry Makarov. Makarova - a long-time partner Zadorina, until February 2017, they owned on parity terms 90% of the company "For groups", which produced clothes developed by Zadorina.

The remaining 30% stake in Baikal belonged to Irkutsk businessmen Evgeny Evstigneev, Sergei Rassokhin and Yana Bogomolova.

 The only asset of Baikal was the 90% stake in Stroygazservis (GHS), created in 2009 by Alexey Snegirev, former Head of Logistics and Stroygazmontazh (SKM) Arkady Rotenberg. The first company was a subcontractor of the second one - one of the largest general contractors of Gazprom.

The GHS supplied components to virtually all major gas pipeline construction projects: the North European Gas Pipeline (Gryazovets-Vyborg), Sakhalin-Khabarovsk-Vladivostok, South Stream, Bovanenkovo ​​and others. Until 2014, the company did not disclose its revenue, so it is difficult to assess how successful Snegireva's business turned out to be.

"Baikal" SGS got through Evstigneeva, who in 2014 bought it from the founder, and then transferred it to a new company.

In 2015, the GHS decided to switch from subcontractors to Gazprom contractors. He applied for three bids of OOO Gazprom dobycha Noyabrsk with a maximum price of 9.4 billion rubles. Tikhomirov's main partners were the 47-year-old counterintelligence officer, the FSB colonel and the former general director of the Dynamo IC Vyacheslav Rotavchikov and the member of the board of directors of Transmashholding Yevgeny Smirnov (for more details, see the cut-in).

Volleyball and locomotives

About one of the main business partners Zadorina and Tikhomirova - 79-year-old Evgeni Smirnov little is known. The first time his name was mentioned in 1997. Then Smirnov worked as general director of the company Transsnab, established by Zheldorbank, Roszheldorsnabom of the Ministry of Railways and Transrail Holding, close to the then head of the Ministry of Railways Nikolai Aksenenko. In 2002, Smirnov became an adviser to the president of Evrazholding (now Evraz) Alexander Abramov. At that time he was the only manufacturer of rails in Russia. In 2005 Smirnov participated in the transaction with the shares of Transmashholding, the largest Russian producer of locomotives and passenger cars. Judging by the company's statements, in 2005 10% of its shares went to Volley Sport-Service LLC. The former player of the Dynamo football club Alexander Yaremenko and the former players of the Luch club Stanislav Shevchenko and Andrey Sapega founded the company. Smirnov was the general director of the "Will of the sport service" and therefore joined the board of directors of the machine-building holding, where it remains until now. The very same "Will Sports Service" was transferred to the ownership of JSC "Volley Sport", created by Shevchenko and Lada Soshenkova, a minority of the firm "Volleyball South", controlled by Sheki's daughter Julia Tikhomirova. Its main owners were Iskandar Mahmudov, Andrei Bokarev, Maxim Lixutov (now deputy mayor of Moscow) and Sergei Glinka. In the same 2007, 25% of the holding's shares for 9.2 billion rubles. In 2005, Smirnov also became a co-founder and chairman of the board of the Institute for Natural Monopolies (IPEM), whose phone coincided with the contacts of the TMX trading house (owned by Transmashholding). The main customers of IPEM are RZhD and its structures. According to their state order, the institute assessed the risks and expediency of increasing the number of freight carriers, forecasted a change in passenger traffic and helped with the planning of the investment program of Russian Railways to renew rolling stock. Most of these studies were somehow connected with the activities of Transmashholding. In 2016 the portfolio of state orders by IPEM amounted to 118.5 million rubles. IPEM is associated with Zadorina. Since 2010, he owns 18% of the Institute for Security Issues of the CIS (CIS CIS), the largest beneficiary of which is the daughter of the general. In the company "Ecoresource", which owns the rest of the institute, 53% belongs to Zadorina, 18.5% - to Smirnov. Contact with Smirnov "Vedomosti" failed.

True, Tikhomirov's business activity was extinguished as unexpectedly as it had begun. In 2012, he disappeared from all of his companies, his shares moved to Shekina's daughters and former partners. Perhaps this is due to the separation of the pair, suggest two familiar families. Only last year Tikhomirov registered as an individual entrepreneur and opened a car wash in Nekrasovka. Her employee told Vedomosti that Tikhomirov was abroad. The businessman did not answer the questions of Vedomosti that he had been given. She did not answer questions about Tikhomirov and Julia Tikhomirova. In what projects did the businessman manage to participate?

VTB took the arena

On the capital's street Vasilisa Kozhina not far from the Victory Park on December 23, 2015 was not pushed. Then Moscow leased Dynamo IC 2.5 hectares of land for the construction of an office and sports complex. The customer and investor of the construction became LLC "Wola Grand" and interregional sports non-governmental organization (MSOO) "Sport initiatives". Tikhomirov became the general director of the first one, while the founders - Rotavchikov, Smirnov and the owner of the National Republican Bank, Julustan Borisov. The second company was founded by Tikhomirov, Smirnov, Borisov, the All-Russian Volleyball Federation (VFV) and several top managers of the Miel Group.

The partners jointly invested about 300 million rubles in the project. And attracted a loan from VTB by at least 7.6 billion rubles. And after the crisis and the problems with financing, investors quarreled. Smirnov's structures began to sue the structures of Rotavchikov and Borisov about settlements with contractors and investments in construction. Tikhomirov in 2012 chose to leave the project, and a year later the building was frozen.

In 2014, the project for the construction of the IFC was completely transferred to VTB. The representative of the bank did not begin to talk about the project, it was not possible to contact Borisov.

If a large-scale construction project in Moscow did not work out, then the projects for the construction of hotels and sports complexes in Suzdal, Anapa and Adler structures Tikhomirov could safely be brought to an end. They were assisted in this by the UMMC Iskandar Mahmudov and his partners, the Siberian Business Union (SDS), Renova Viktor Vekselberg and the charitable fund Safmar Mikhail Gutseriev - some of them on gratuitous basis.

So, in the resort village of Vityazevo near Anapa since 2004, the VFV has built a sports and educational health center "Voly Grad". The federation itself erected only two volleyball courts and a hotel for 64 rooms. In 2009, the Federation ceded the lease of the "Will of the Hill", in co-owners of which were the structures of Julia and Ivan Tikhomirov. The third stage of the sports complex in 2015-2016. Financed the "Safmar" Gutseriev. He listed VFV donations for 100 million rubles. These funds were planned for the construction of two new courts for beach volleyball, a grandstand for 1500 seats and landscaping of the complex. Fund "Safmar" did not answer the questions of Vedomosti about the "Will of the City".

Hotel for the FSB

In 2013, an Olympic facility of federal significance was built in Adler, a Sport Inn hotel for 50 rooms with beach volleyball courts. During the Sochi Olympics, the Sport Inn, like several other hotels in Adler, took the FSB under its own needs.

At that time, 51% of the company owning the company "Start" belonged to the IUPA "Sport Initiatives" Tikhomirova. The rest was with SDS. But the money for the construction project was donated by Renova, and its structure, OOO NEZ, was the customer and the developer of the hotel. This follows from the proceedings that accompanied the issuing of a permit for the construction of the hotel - his "Sporting Initiatives" were claimed in the Central District Court of Sochi in hindsight, in 2016. The representative of Renova did not comment on this project.

At the beginning of 2016, Oksana Simonova, a former top manager of Miel and general director of Msk Stroi, Yulia Tikhomirova, bought 51% of Start from Sports Initiatives. The SDS sold 49% of OOO Start to its lawyer Andrei Zelenkov.

In 2016, in Suzdal on the bank of the Kamenka River, UMMC has opened a small hotel "Copper Yard". As Vedomosti found out, the Tikhomirovs also took part in this project. The hotel was built by the company "Ecoresource-invest", a "daughter" of the firm "Ecoresource", established by the former director of the National Charity Fund (formerly the National Military Foundation) Anatoly Zhuravlev. The fund was established in 1999 on the initiative of President Vladimir Putin to attract donations from the largest Russian companies that were housing housing for the military, Novaya Gazeta wrote. Tikhomirov in 2010 bought 43.5% of the "Ecoresource" and together with Julia Tikhomirova received half of the "Ecoresource-invest." The second 50% of the "Ecoresource-invest" went to UMMC. In 2015, UMMC bought out the Tikhomirovs' share and remained the sole owner of the hotel.

"Eco resources" from the Tikhomirovs by 2010 bought Zadorin. In the same year, this company acquired 82% in LLC "Institute of CIS Security Problems" (CIS IPA). Zadorin took the post of deputy director in it.

Shcherbakov was a co-owner of "BWA Bank", which lost its license in 2014. The investigation accused Shcherbakov and the top managers of the bank of withdrawing money abroad, believing that with their help from 2011 to 2014, about 10 billion rubles were transferred abroad through questionable schemes. Schemes were as follows, Kommersant reported: close to Shcherbakov and his partners, the companies purchased nickel powder and acrylic resin for Singapore in Goznak, but they were first supplied to the European Union countries, from where they were imported to Russia on a much higher price. Shcherbakov was unable to be detained.

In early December 2016, Deputy Secretary of the Security Council Rashid Nurgaliyev arrived in a small mansion on the capital's Prospect Mira. The purpose of the visit is to participate in a scientific and practical meeting on the occasion of the 25th anniversary of the creation of the CIS. The event was entrusted to the CIS IPB.

They prepare scientific reports and consultations "on a wide range of problems of ensuring the security of the CIS," the website of the institute says. Among the customers of scientific research are Vnukovo Airport, the Ministry of Foreign Affairs and the Security Council.

Zaostrovtseva received another 6%.

 From scouts to hoteliers

Another business partner Anastasia Zadorina, Maria Romanova - the wife of a former intelligence officer, former adviser to the director of the FSUE "Rostek" Alexander Romanov. Together with Zadorina, she in December 2015 acquired control over the company "Luxus", the Russian representative of the famous Ecuadorian importer of roses. At the same time, Tikhomirova invested in pharmaceuticals. In 2010, together with Rotavchikov, they bought 20% of OOO NPK NanoSystem from the pharmaceutical holding Pharmex. Shortly before, 24% of the latter was bought by the daughter of the president of Transneft, Major-General FSB Nikolai Tokarev Maya Bolotov. The presentation of NanoSystems tells that its main goal is the development and commercialization of highly effective drugs for the treatment of cancer, tuberculosis and other socially significant diseases.

In 2013, NanoSystem became one of a dozen companies with which the Ministry of Industry and Trade entered into a contract for preclinical studies of water-compatible nanoscale forms of rifabutin under the federal target program "Development of the pharmaceutical and medical industry up to 2020". On research, "Nanosystem" received 31 million rubles.

But over time, "Nanosystem" passed the position. The company's revenue decreased from a maximum of 677 million rubles. In 2012 to 164 million rubles. In 2014. There is no later reporting to SPARC.

Sweet life

But the Sheki without restaurants did not stay.
