The government is ready to support industrial companies that have fallen under the sanctions, in particular, in the form of centralized state procurement. Such a scheme can spread to "energy and automotive industry", that is, for example, Alexey Mordashov's Power Machines and Oleg Deripaska's GAZ Group. In addition, the Ministry of Industry and Trade admitted that the blacklisted US "Rusal" requested support for the processing of aluminum.
The Ministry of Industry and Trade intends to support the companies that have fallen under the sanctions through state purchases, the head of the department Denis Manturov said on Tuesday. According to him, we are talking about assistance through "centralized purchases" in various areas - "on energy and on cars."
It may be, apparently, about the "Power Machines" Alexei Mordashov and the GAZ Group, which is part of the "Russian Machines" Oleg Deripaska. Last week, at a meeting of the government commission on import substitution, Mr. Mordashov asked Dmitry Medvedev to help the companies that had fallen under US sanctions. In addition to preferences in the domestic market, the businessman also asked about state guarantees for export: "Obviously, for us, foreign projects have become much more complicated, access to the foreign market, we hope, did not close, but it became much more difficult." To facilitate the access to it, Mr. Mordashov asked to "include the opportunities" of Roseximbank, the Russian Export Center and the Central Bank.
Another structure of Mr. Deripaska, "Rusal", according to the head of the Ministry of Industry and Trade, also appealed to the Ministry with proposals for support. In particular, the company spoke about the creation of a primary aluminum processing industry in three directions - Krasnoyarsk, Khakassia and Volgograd, the minister said (in all three cities there are factories of "Rusal").
"Until we develop the processing industry and we do not create new production facilities for deep processing of primary aluminum, we will be dependent," Denis Manturov said.
According to him, now 80% of primary aluminum is exported, and "the sooner we create these plants, the less dependent will be Rusal and other producers."
