Novaya Gazeta and Transparency International Russia continue to study the business associated with the Federal Penitentiary Service (FSIN). In the previous parts, we talked about how the leadership of departmental FSUEs learned to circumvent anti-corruption laws and how and who makes money on fish supplies for prisoners. The current story is about how they earn on the production of feed for service dogs of the FSIN.
In 2017, the Federal State Unitary Enterprise “Tambovsky” was faced with the task of ensuring the supply of feed for service dogs to the territorial bodies of the FSIN. It could be solved in several ways. The easiest way is to announce a competition and purchase feed in the open market, it is best directly. The second way — since there is a specialized departmental state enterprise — is to organize the production of feed on our own, attracting convicts to work and reducing costs. But FSUE Tambovskoye, which at that time was headed by Valentin Lebedev, went the third way.
Through friends
Valentin Lebedev (who in 2011-2018 headed four state-owned enterprises of the Federal Penitentiary Service in the status of acting: Tambovskoye, Rostovskoye, Kubanskoye and Chernozemye) had a fellow classmate at the Timiryazev Academy, Ivan Liman, co-owner of the family production enterprise agricultural feed in the Belgorod region. Judging by the social networks, Lebedev and Liman continue to be friends with families. Lyman on a page on VKontakte noted Lebedev as a "best friend" and even a "relative."
On March 31, 2017, the Tambovskoye state enterprise entered into a lease agreement with the Belgorod company Agroacademia, the business of Lyman and his father. After 11 months, the contract was renegotiated to their other company, Limkorm. Under these agreements, the FSIN Tambovskoye enterprise leased production premises, a warehouse and equipment from Limanov. Renting a warehouse cost 140 thousand rubles a month, and renting workshops and equipment 1.3 million rubles per working day.
For the production of dog food at the Limanov’s facilities, the Federal State Unitary Enterprise “Tambovskoye” purchased almost 1,400 tons of ingredients and packaging products, paying transport and logistics services for only 121.2 million rubles. Most of this amount (88 million rubles) was also paid to Liman family businesses. This is not including rent. In accordance with federal law 223-ФЗ "On the procurement of goods, works, services by certain types of legal entities", the customer has the right to enter into lease agreements with a single supplier and is not required to publish these agreements, therefore the exact amount of the lease payments is unknown.
It looks as if FSUE "Tambovskoye" organized for the family enterprises of Limanov the production of dog food, provided them with raw materials, paid for everything and bought products from them.
Dog food under the brand name "Sentinel", formally manufactured by the Federal State Unitary Enterprise "Tambovskoye", was supplied to the FSIN organization at 115 rubles per kilogram. There is no “Sentinel” on the open market, and it is difficult to judge its quality. But there are examples when the parties of this feed did not suit the prison department. So the base of material and technical and military supplies of the Federal Penitentiary Service in the Kurgan region was supposed to receive two batches of "Guard" of 15 tons. In the fall of 2017, both parties were rejected: the examination found that the feed did not meet the veterinary and sanitary standards and quality requirements. The contract with the state-owned enterprise Tambovskoye was terminated, and for service dogs of the Kurgan administration they purchased feed at an open tender: at a price of 40 to 90 rubles per kilogram, that is, one and a half, or even three times cheaper.

The estuary was surprised at the question of a possible conflict of interest: “Conflict of interest? No, of course, where will it come from? Enterprises have earned money, both ours and the state. The FSIN has fed its service dogs. ”

In the scheme, when the state-owned enterprise actually pays for the organization of production on a private site, Lebedev did not see anything strange:
“The law does not prohibit the rental of equipment and services if this does not overstate the cost of the product. The main question is feed parameters. Our price was market, even lower than the market for feed of this quality. ”
Lebedev explained the price of 115 rubles per kilogram by the profit of the Federal State Unitary Enterprise. According to him, the cost of feed for Tambovsky was about 80-90 rubles per kilogram. Due to the profit of the Federal State Unitary Enterprise, as Lebedev assures, - work was carried out in correctional colonies: over-the-limit repairs and video surveillance installation. “I did not invent FSUEs,” Lebedev noted. We did not find any documentary traces of this activity and legal grounds for the repair of colonies at the expense of FSUE.
As for claims to the quality of the Sentinel feed, Liman and Lebedev referred to the human factor, noting that large-scale production of marriage cannot be avoided, and that 30 tons of rejected waste are a drop in the ocean.
From Belgorod to Gatchina
The cooperation between the enterprises of Limanov and FSUE FSIN ended with the departmental career of Lebedev. In December 2017, the state-owned enterprise Tambovskoye appeared in the register of unscrupulous suppliers (it is currently undergoing bankruptcy proceedings). And the contract for the production of dog food with Limkorm was concluded by the Chernozemye Federal State Unitary Enterprise (under the leadership of the same Lebedev).
In the spring of 2018, Lebedev left posts in all FSUEs. And already in June, the production of feed for the penitentiary system at the facilities of Liman enterprises ceased.
But the principle of business in dogs of the FSIN remained. Now the state-owned enterprise "Chernozemye" produces dog food in the Leningrad region. Gatchinsky KKZ JSC receives monthly 418 thousand rubles for rental of premises, 120 thousand rubles per hour for rental of equipment and 5.5 thousand rubles per hour for outsourcing services. If under Lebedev a kilogram of feed cost the colonies 115 rubles, then over the year the price tag has grown to 140 rubles.
One workshop for the price of three
The case with dog food, when production is organized on the basis of a private enterprise at the expense of a unitary enterprise, is not an exception, but rather a rule. Lease payments in accordance with federal law are completely opaque, as well as the choice of the landlord, which leaves a lot of room for maneuver.
The situation is the same as with dog food, for example, with the production of canned sprats in tomato sauce. Its producer is FSUE Arkhangelskoye, but not a single person convicted of production has anything to do with it. Canned food is made in Velikiye Luki in the Velrybprom company.
Sometimes different FSUEs, separated by thousands of kilometers, suddenly decide to rent the same production sites. FSUE Arkhangelskoye and FSUE Ulyanovskoye leased production facilities in the village of Nifantovo near Cherepovets, FSUE Tambovskoye and FSUE Vologodskoye produced canned beef in Staraya Russa, and FSUE Kemerovskoye, Arkhangelskoye and Ilyonskoye and poppy seed flour from the Almak factory in Barnaul. What could be hiding behind this?

We found an interesting case in the village of Novaya Usman of the Voronezh Region: three FSUE FSIN (Arkhangelskoye, Chernozemye and Ulyanovskoye) rented production facilities for flour production at the Prostor-Agro enterprise in 2014-2018. Moreover, judging by the documents describing the rented premises and equipment on the government procurement website, in October-December 2017, Arkhangelskoye and Ulyanovsk paid for the same premises and equipment at the same time.
