The family of the president of a bank with VTB state participation Andrei Kostin originally solves the problem of giving on the shore of the reservoir. In 2009, the banker’s spouse Natalia Gordeeva acquired a plot in the elite village of Gorki 2 near Moscow, and two years ago acquired a company that should build a reservoir in the same place. As PASMI found out, a solid mansion has already been built on one of the sites - next to a potential artificial lake, although no one is in a hurry to put it on record. The neighbors of the banker's family do the same: the relatives of billionaire Roman Manashirov, convicted for bribe, and businessman Platon Lebedev, who has already served time, and State Duma deputy Zelimkhan Mutsoev.

In 2017, Nataliya Gordeeva, the spouse of VTB head Andrei Kostin, became the owner of Lesnie Prostory LLC, who shortly before the transaction signed a lease agreement for a forest plot of 12.5 acres in the Pionersky forestry for the construction and operation of the reservoir for a period of 49 years with the Moscow Region Forestry Committee . The share in the authorized capital Gordeeva bought from Sergey Novoselov, who, judging by the data of "SPARK-Interfax", had previously linked working relations with lawyer Dmitry Yakubovsky and former deputy head of Rosprirodnadzor Oleg Mitvol.

After Kostin’s wife bought out “Forest spaces”, the Moscow region authorities demanded 1.8 million rubles a penalty from the company. The officials considered that the LLC had violated the law: within 6 months after the conclusion of the lease agreement, the company had to submit a forest development project for the subsequent state expert review. But did not meet the deadline. In addition, the expert committee issued a negative opinion on the project. It changed several times and was approved only in the autumn of 2018.

The Arbitration Court of the Moscow Region considered that the fault, by and large, lies not with the company of Andrei Kostin’s wife, but with the Forestry Committee, since he did not set the deadlines for submitting the project. As a result, “Forest Expanses” was fined just 150 thousand rubles.

House ashore

Finding a court decision, PASMI decided to explore what is next to the future reservoir. Satellite maps show that it will appear on the edge of the forest, and a large house has already been built next to it. It is not possible to find out its exact area - the mansion is not on cadastral registration.

The editors of PASMI sent a request to Kostin with a request to indicate the cost of the house; clarify whether it is in the declaration of income and property, as well as explain why the object is not on the cadastral registration.

But with the plot on which the house stands, everything is transparent: 1.1 hectares of land with a cadastral value of 56.8 million rubles belong to Natalia Gordeeva since 2009. Around him, as calculated by PASMI, at least 12 land plots with a total area of ​​more than 33,400 square meters were recorded for the spouse of the head of VTB. m (3.3 hectares), which the state estimates at 188.5 million rubles.

Some of them used to belong to Andrei Kostin, but in 2014, under an agreement on the division of part of the common property, they were transferred to Gordeeva.

To date, the very head of VTB recorded only a small piece of land.
The market value of real estate in the area where Kostin-Gordeevs couple settled varies from $ 2.5 million (140 million rubles) to $ 14.3 million (900 million rubles). The most expensive of them is a two-storey house with an area of ​​2 thousand square meters. m, with five bedrooms, a cinema and a spa complex.

The last time the head of VTB reported on his income in 2014: then he said that taking into account all the bonuses, he earned 240 million rubles. This statement was preceded by a scandal around the Forbes rating: journalists put Kostin on the first line among Russia's most expensive top managers with an annual income of $ 37 million. "This figure is complete nonsense," commented the publication of the publication banker.

Criminal neighbors

The closest neighbors to the Kostins-Gordeev couple were the families of Platon Lebedev, the billionaire Roman Manashirova, and the State Duma deputy Zelimkhan Mutsoev.

Two plots with a total area of ​​1.1 hectares and a cadastral value of 61.9 million rubles were recorded for the son and daughter of the former president of the Menatep group. The maps show that the lands are at home, but they are not taken into account in Rosreestre. Lebedev’s children bought land in 2006, at about the same time as Kostin and his wife. The billionaire himself was then serving a sentence in the Yukos case. It is curious that in a few years the head of VTB will be among those who will vote for the early release of his neighbor's accomplice, the former head of Yukos, Mikhail Khodorkovsky.

Three land plots with a total area of ​​14, 9 thousand square meters. m and the cadastral value of 146 million rubles in the neighborhood with Lebedev and Kostin's family are registered for a member of the Duma Committee on International Affairs Zelimkhan Mutsoev. All of them are reflected in the income statement of the parliamentarian, but the structure, which is visible on satellite maps on one of the plots, is not yet in the Rosreestr database. At the same time, in the declaration Mutsoev indicates that he has three large houses. PASMI asked the deputy’s receptionist to explain why the property is not on the inventory. By the time of publication, no one answered us.

Opposite the Kostins' mansion is the Roman Manashiro family. In 2018, the billionaire was sentenced to 12 years in a strict regime colony. Manashirova was accused of giving bribes to investigators of the Ministry of Internal Affairs for closing the criminal case on the creation of an organized criminal group against his acquaintances - assistants to the former owner of the Cherkizovsky market Telman Ismailov. The plots are owned by billionaire son Ilyaga Manashirov and nephew Eric Manashirov.

In addition, in the village of Gorki-2 and near the possessions of Kostin there is a four-storey house with an area of ​​1,710 square meters. m at George Zabolotsky, first vice-president of "Rosbank", and 5 thousand. 50 square meters. Adil Hidirbekov leases forest land. An education journalist, Khidirbekov was once co-owner of Rosbalt-Media CJSC, affiliated with Rosbalt news agency, and served on the board of directors.
