In all cases, the merger of the next security company with the FSUE Okhrana of the Russian Guard was preceded by attacks from the guards. The attacks looked like numerous massive checks of competitors. This sounds absurd, but the Russian Guard, which provides commercial security services, is also the controller of the security services market - sets the rules of the game for both its FSUE and its rivals, and has the right to inspect and punish security companies. From the outside, it looks like a direct conflict of interest, especially since multi-million state contracts are at stake.
For example, Svyaz-Security survived dozens of inspections by the Russian Guard, which invariably found violations against the competitor, the most frequent of which was the “protection of facilities outside the scope of the core ministry”. This is a violation only in the opinion of the Russian Guard. In the fight for billions, all means are good, therefore, criminal cases were instituted against the former leadership of Svyaz-Security due to the payment of "golden parachutes." Prior to joining, Svyaz-Security had a total annual revenue of 4.6 billion rubles.
A similar scheme worked when the Ministry of Industry and Trade took over departmental security. First, the Rosgvardia found more than a hundred violations at the Federal State Unitary Enterprise (only in February 2017), and then a criminal case about “dead souls” was opened against the head of the security company Vladimir Podolsky and sentenced to four years. The prize of the Russian Guard was 5 billion rubles in annual revenue.
Ministry of Transport does not give up
The next target of the Russian Guard was the departmental security of the Ministry of Transport. According to the Baza publication, the transporters refused to surrender to the Zolotovites without a fight and entered into a desperate confrontation - at contests where contracts are awarded and in courts where the Ministry of Transport’s Security Department disputes the results of numerous inspections by the Russian Guard.
“From the beginning of 2018 and until October of the current guard of the Ministry of Transport, it competed with Rosguard in 43 tenders for a total of 215 million rubles. As a result, the Ministry of Transport’s administration won 30 tenders, the Rosguard - only 9. Moreover, the Ministry of Transport’s administration wins tenders to protect not only the transport system (airports, for example), but also other government objects: court buildings, Rospotrebnadzor, museums, ”Baza notes.
Since the beginning of the year, the Office has earned 3.4 billion rubles in public procurement. At the same time, FSUE Okhrana - 2.9 billion rubles (not including the revenue of other absorbed enterprises).
For revenge for defeats at tenders, the Rosgvardia has used a tried and tested method: recently, the Rosgvardia checked the Department of departmental security of the Ministry of Transport 148 times. That is, auditors from the Russian Guard come to different branches of the Ministry of Transport Office 1-2 times a week. Zeal gives results - 565 violations were found, in most cases minor.
As is the case with other departmental security services, the Russian Guard is trying to cling to the fact that enterprises are guarding non-core objects. But if this worked with previous victims, then the Ministry of Transport’s security reached the Supreme Court, where it proved that departmental security could protect any state property.
“Otherwise, it would be contrary to the goals of creating departmental security, in particular when, when creating a new facility, the state customer would not be able to protect it until the facility is listed,” the court decision said.
Earlier, the Rosgvardia also tried to bend the “oil sector” under itself, but was rebuffed - in 2018, Lukoil, Gazprom Neft, Tatneft and Sibur complained to the Russian Security Council about Rosguard’s attempts to monopolize security services for their enterprises . After this, Zolotov somewhat restrained his appetite.
