The national project on ecology will cost Russian companies 140 billion rubles in year

The Government of the Russian Federation intends to shake at least 140 billion rubles from the Russian metallurgy within the framework of an environmental national project. It is assumed that by 2024 it will be possible to achieve a sharp reduction in environmental pollution in Magnitogorsk, Norilsk, Cherepovets and other cities.
Based on the current calculations of the Ministry of Natural Resources, an environmental national project with a total cost of 1.8 trillion rubles. for 2019-2024 the federal budget will spend 921 billion rubles, and "off-budget sources" - 844 billion rubles., which is similar to an increase in the tax burden on them by 0.1% of GDP. The largest goals of the national project are the sharp reduction of air pollution in the centers of metallurgy, processing of 80% of waste in the Russian Federation by 2024, the transition to the same period for full reforestation and the beginning of rehabilitation of the Volga. Apparently, this is the first national scale program in this field for many decades.

The draft of the national environmental passport, signed by the Minister of Natural Resources Dmitry Kobylkin, entered the government at the end of June, the minister is supposed to be the head of the national project, Deputy Prime Minister Alexei Gordeyev - curator, Deputy Minister Denis Khramov - administrator. While this national project more than others corresponds to the ideology of the national projects in 2018: the federal budget is ready to pay for it exactly half of the funds, the participation of regions in it informally, and the amount of extrabudgetary funds is comparable with the federal ones. In any case, this is an application for a "breakthrough" in the understanding of the state administration - the White House has not previously acted with such a large scale projects in the sphere of the environment, in the Soviet era, in fact, they were not, in fact, this is the system's first systematic approach to the topic. Of the objectives of the national project, its nature is obvious: for the majority of them the task is to approach the norm of environmental impact in 2024 (in some cases this is impossible even with very high costs - so, in large industrial centers in 2023 the level of air pollution is proposed to be reduced from " very high "to" elevated ") and begin to eliminate pockets of anthropogenic impact on nature created in the 20th century.

Among the ten federal programs (FP) of the national project, only one is purely departmental: these are seven new centers for working with I-II hazard wastes (mainly SC Rosatom), worth 36 billion rubles. The most expensive FI - "Clean Air" at 528 billion rubles: this reduction in atmospheric emissions is mainly in the centers of metallurgy - Bratsk, Krasnoyarsk, Lipetsk, Magnitogorsk, Mednogorsk, Nizhny Tagil, Novokuznetsk, Norilsk, Omsk, Chelyabinsk, Cherepovets and Chita. 374 billion rubles. funds of the national project should be made up of private money, in fact this is a quasineral load on the industry. The second largest FI - "Pure Water" worth 551 billion rubles: bringing the quality of drinking water to the norm for 99% of consumers (now 87.5%), mostly federal funds. The third major FP - "Improvement of the Volga" at a cost of 231 billion rubles: it has 110 billion rubles. state financing, 89 billion rubles. private, task - three times (from 3.2 cubic km to 1.1) to reduce the volume of sewage emissions in the Volga by 2024 and begin reclamation of its shores. Finally, the FI "Preservation of Forests" - in fact, private: it costs 115 billion rubles., Of which 93 billion rubles. private, its task - by 2024 to bring the area of ​​reforestation in the Russian Federation to the area of ​​deforestation and destruction of forests (now - 62.3%), here the objectives of the FP seem overestimated.

The most significant for the population are two AFs - on handling waste and on eliminating old lesions. The task of the "garbage" FP, involving the creation by 2024 of the processing capacity of 36.7 million tons of solid waste per year, the public-law company for municipal waste management, an increase from 10% to 80% of garbage processing in the country. The project costs 277 billion rubles, the state is ready to invest from them 93 billion rubles. 182 billion rubles. private money in the project, most likely, will be mainly money for utility payments for garbage processing - this is approximately 210-220 rubles. per inhabitant of the Russian Federation per year. FP "Clean Country" worth 80 billion rubles. On the contrary, the state will pay for it - the liquidation of 191 illegal dumps and 43 "the most dangerous objects of accumulated environmental damage." Other AFs are relatively small: this is the rehabilitation of Baikal, unique water objects, 24 new specially protected natural areas, in the latter case, an increase in the number of visitors to 240 SPNAs in the Russian Federation by 2 million people is expected.
