For often in such a hastily fabricated reporting with the naked eye are visible tricks, which bankers resort to rescue the sinking bank. Sometimes these tricks get comedic: the Central Bank issues an order to create reserves for billions of rubles, and bankers immediately take billions from their sleeves and give them to the bank with a broad gesture. It is clear that, in fact, these billions are fiction.
Before the introduction of the interim administration, Yugra Bank in June increased reserves for possible losses in accordance with the Central Bank's instruction for 28.5 billion rubles. The bank's base capital as of June 1 was only 25.5 billion rubles, and such an increase in reserves would lead to a loss of basic capital. To remedy the situation, we had to use the old trick - "gifts of shareholders" - free of charge financing provided to the bank by shareholders. In June, the shareholders provided the bank with gratuitous financing in the amount of 25.1 billion rubles.
This amount consists of two components. First, the main shareholder Alexey Khotin "forgave" the bank debt of 20 billion rubles. The June press release of the bank says: "Yugra Bank will become stronger by 20 billion rubles. These funds were provided to the financial institution by Radamant Financial company Alexei Khotin, who owns 52.5% of Ugra shares. Financing will be free of charge. The main shareholder made a decision to terminate the bank's obligations to repay the principal debt on previously concluded subordinated deposit agreements. " Indeed, in June, foreign currency deposits of non-resident legal entities for a period of more than three years totaled 24.6 billion rubles from the bank's balance sheet.
Secondly, in June the shareholder gave the bank equity securities of other non-residents nominated in foreign currency, for 5.1 billion rubles. In addition, in the bank's assets, shares or shares of other residents were added to 3 billion rubles. It is difficult to speak about the quality of both these and other papers. Then the bank overestimated these securities. Revaluation income amounted to 11.3 billion rubles.
The loss of the bank for June reached 17 billion rubles (the first place in the banking sector, followed by Trust with a loss of 10.4 billion rubles). The main contribution to the negative financial result of the bank "Yugra" has two effects: first, the income from the revaluation of securities in the amount of 11.3 billion rubles, and secondly, the increase in reserves for possible losses by 28.5 billion rubles. The total effect is minus 17.2 billion rubles.
Perhaps the trick with a revaluation of securities and was the last straw, filled the cup of patience of the Central Bank. July 10, the Central Bank introduced an interim administration to the bank "Yugra" and imposed a moratorium on meeting the claims of its creditors.
The bank's activity raised questions of the Central Bank and rating agencies because of a significant share of loans to related parties. More than half of the bank's portfolio falls on loans to its owners, said the deputy chairman of the Central Bank Vasily Pozdyshev. Also, the bank guarantees provided by Khotin Bank may turn into a problem.
Enterprises that have received guarantees from Yugra Bank may face a problem - these guarantees become an empty piece of paper. And the beneficiaries can demand their replacement. These enterprises will have to pay for a new guarantee. As of June 1, 2017, the amount of guarantees issued by this bank amounted to 6.1 billion rubles.
Ogre Bank often received guarantees from the bank to conclude contracts with the state agencies "National Agency of Clinical Pharmacology and Pharmacy", which belongs to Margarita Labanok, sister of Alexei Khotin and daughter of Yuri Khotin. This agency managed to get state orders in the market of medical laboratory diagnostics services more than the known company Invitro.
The company "Rostelecom" also received guarantees of Yugra Bank. The press service of the company said: "Previously, there was an experience of cooperation with the bank on bank guarantees, so the bank mentioned our company among customers. We should especially note that until the end of 2016, the guarantees of Yugra Bank were considered reliable by the Ministry of Finance. But at the beginning of 2017 the company turned off cooperation with the bank and on guarantees. "
Despite the obvious questions that the Central Bank has for the reporting and policy of the bank, today it became known that the bank "Ugra" sent an action to the Moscow Arbitration Court against the Central Bank of Russia. The materials indicate that the credit organization has filed an application to recognize the decisions and actions (omissions) of the regulator as illegal. Also, the confrontation between the Central Bank and the Prosecutor General's Office continues. The reason for the conflict may not be hidden in the legal plane, because the introduction of a temporary administration and a moratorium in the bank "Yugra" does not differ much from the same actions of the Central Bank in relation to hundreds of other banks.
Probably, the reason lies in the economic plane - the interests of some influential group could be seriously hurt. For example, in the bank "Ugra" could hang someone else's money in a particularly large amount. Do not have time to withdraw billions of rubles, as in the case of the bank "Nota", because the specialist in these cases, Colonel MVD Dmitry Zakharchenko has long been in prison.
How much can we talk about? Surprisingly, there is a relatively small amount of money in the bank (as of July 1, its assets amounted to 335 billion rubles). Deposits of legal entities amounted to this date only 0.8 billion rubles. On current accounts of legal entities there was only 5.9 billion rubles. Plus issued promissory notes in the amount of 0.8 billion rubles. It is possible to add more contributions of "excess" to the amount of about 10 billion rubles. So we are talking about relatively small amounts.
