The Prosecutor General's Office added confiscation to the case of the ex-head of Mari El.
The Prosecutor General’s Office and the Investigative Committee increased claims against the former head of the Mari El Republic, Leonid Markelov. If earlier they sought confiscation of assets from the accused in the amount of more than 1.5 billion rubles, now they have added property worth another 577 million rubles identified by law enforcement agencies. According to Kommersant’s sources, assistants to Leonid Markelov unwittingly helped uncover assets to law enforcement agencies.

The Nizhny Novgorod District Court, which is considering the lawsuit of the Prosecutor General’s Office regarding the transfer to the state’s income of undeclared assets of Leonid Markelov and his childhood friend Alexander Shilov, to whom he recorded part of the real estate, received specified requirements from the supervisory authority. According to Kommersant’s sources close to the investigation, law enforcement officers were partially helped to find all of their assets by Leonid Markelov, at the request of which subordinates scrupulously calculated all his expenses and income, keeping checks, receipts, and also conducting shadow accounting.
All these reports were seized during searches of the former head of the region and attached to the case file.

It should be noted that in addition to the civil process, Leonid Markelov also participates in the criminal process, which takes place in the same Nizhny Novgorod district court. According to the investigation, which the court is considering, from December 2014 to October 2016 the head of Mari El lobbied for the interests of the Akashevskaya poultry farm “out of selfish interest”, hoping to receive a bribe from its director Nikolai Krivash. The poultry farm received large subsidies from the federal and republican budgets to pay part of the interest rate on investment loans. State support for three years amounted to almost 5 billion rubles. The prosecution believes that the Akashevskaya poultry farm received the compensation from the budget more than all other Mari El agricultural enterprises, because Nikolai Krivash passed a bribe (part 6 of article 290 of the Criminal Code of the Russian Federation) to Leonid Markelov in the amount of 235.2 million rubles. In 2015, Natalya Savchenko, a business partner of Nikolai Krivash, paid the bills of this amount with the wife of the governor's father Tatyana Markelova for the purchase of shares in Teplichnoye OJSC from her. Then, bills under an interest-free loan agreement were transferred to Television Company 12th Region LLC, whose director Natalia Kozhanova, who is also now a defendant, presented them for payment to Sberbank branches, and Leonid Markelov “ordered at his discretion” with the funds received. Nikolay Krivash is on the wanted list.
