The experiment of Vladimir Putin with the appointment of governors of his former guards, it seems, did not justify itself. Without showing themselves, the heads of the Astrakhan and Kaliningrad regions left their posts, and the still operating Yaroslavl and Tula governors did not achieve a significant economic breakthrough in their regions, although they became good guides for the interests of relatives and friends.

Moscow connections

A native of the FSO and other law enforcement agencies Dmitry Mironov appeared in the Yaroslavl region in 2016 as an acting governor. He did not shine with eloquence, so very soon communication with the press was reduced only to the protocol form, writes the "Project". The political technologists of the Ima-consulting agency associated with the Kremlin did not help Mironov. After the 2017 elections, becoming a full-fledged governor, Mironov dismissed almost all the ministers of the regional government and the heads of municipalities.

But now he spends most of his time in the capital. And all economic and economic issues are decided by the influential deputy head of the region - Prime Minister Dmitry Stepanenko. It is with him in the Yaroslavl region that the emergence of new businessmen who are directly connected with Moscow is associated.

So, from the beginning of Mironov’s governorship in the region, a previously unknown company EK Group began to receive state construction orders. This year alone, she concluded them for more than 34 billion rubles, and with Yaroslavl structures at least 6.8 billion rubles. In addition, as local media reported, the Yaroslavsky distillery was sold to this company. True, the regional government denied this information. At the same time, in a conversation with Project, the wife of one of the current co-owners of CEN, Dmitry Kogtev, Ekaterina, said she could not talk about the details of the deal, saying that she had invested in the alcohol business.

Kogtev’s father Nikolai Krylov studied at the Suvorov Military School in the 70s of the last century, along with the current vice-premier of the Russian government, Yuri Borisov. From 2012 to 2018, Borisov served as deputy defense minister for armaments. In 2017, he became the highest paid official of the Ministry of Defense, declaring about 73.9 million rubles. In turn, Mironov from 2015 and before moving to Yaroslavl held the position of Deputy Minister of Internal Affairs of the Russian Federation.

Family business

Unlike Governor Mironov, who, according to the declaration, receives a rather modest salary, his brother Eugene is very well provided. He is engaged in a profitable business, also associated with Moscow. With the beginning of Dmitry’s governorship, Evgeni Mironov came into the possession of SK Rustrest, a major construction contractor, whose revenue in 2018 amounted to 2.7 billion rubles.

It was this structure that restored the four main Moscow stations: Paveletsky, Leningradsky, Belorussky and Yaroslavsky. And also - the Small Ring of the Moscow Railway. Mironov’s customers were state-owned Russian Railways and Gazprom. The main orders are from RZhDStroy and Gazprom-controlled MOEK.
In addition, the brother of the Yaroslavl governor has another 25% of the Pharmstandard company, founded by Forbes member Viktor Kharitonin. Mironov also has 25% in Unique Medical Technologies LLC, and 75% in Haritonin Medinvestgroup. Yevgeny Mironov also has two plots with a total area of ​​almost 10 thousand square meters. m in one of the most expensive villages in Russia - in the elite Barvikhinsky Refinery River. Next door is the property of relatives of the head of the Russian Guard Viktor Zolotov - his son-in-law Yuri Chechikhin and son Roman. The market value of only Mironov’s plots in Barvikha (without houses) may amount to 756 million rubles, according to Project journalists.

Mironov’s father, Yuri Mironov, is a co-owner of two private security companies: Guard Service XXI and private security company Saturn. In 2018, Saturn signed an agreement on the protection of transport infrastructure with the Moscow GBU Gormost for 34.6 million rubles, and in 2019 with them another 35 million rubles.

According to the declaration of Dmitry Mironov, his wife Tatyana Lai lives in an apartment of 96 square meters. m in the house on Faculty Lane in Moscow. An apartment of such an area would cost more than 27 million rubles in this house. At the same time, Mironov’s income over the past five years has not exceeded 3.2 million rubles a year, and Lyai herself did not earn anything last year. The woman owns a Porsche car.

Despite the prosperity of relatives and friends of the Yaroslavl governor, the region during his reign has not yet risen from the end of the third ten in the ranking of regions in terms of quality of life.

Tula scope

Another FSO native, Alexei Dyumin, in 2016, took up the post of first acting Governor, and then the governor of the Tula region. Very soon, he returned to the state the luxurious residence he liked in the area of ​​the village of Oktyabrsky, which in 2011 was sold to one of the local developers. A million euros a year was spent on its maintenance. Now it is owned by the state corporation Rosneft.

Rosneft under Dumin began to help not only him personally, but also the Tula football club Arsenal. The club generally has an unusually large number of sponsors - in addition to Igor Sechin’s company, Gazprom, Rostec and Alisher Usmanov give him money, ”says the Project. Friends of Dyumin with the Moscow Region Governor Andrei Vorobyov, Moscow Mayor Sergei Sobyanin.

Years of a successful career of Alexei Dyumin allowed his brother Artem to also make the necessary connections and become a successful developer. So, he is engaged in elite real estate in the most expensive areas of Moscow and is a member of the board of directors of IC Olympiysky, owned by God Nisanov and Zarakh Iliev. Since 2015, Artem Dyumin has been living in the closed elite village of Znamenskiye Prostory in the Moscow Region, a ten-minute drive from the residence of the President of Novo-Ogaryovo.

According to the interlocutors of the "Project", Dyumin has a somewhat greater independence than the heads of other regions, since he has direct access to the president. At the same time, both in the Yaroslavl and Tula regions are waiting for their superiors to be returned to Moscow.

In the socio-economic ranking of the regions, the Tula region takes 29th place, according to RIA Rating and Rosstat.

Retarded Varangians

Sergey Morozov became acting governor of the Astrakhan region in 2018, having served in the FSO, the Ministry of Defense and the Federal Customs Service (FCS). However, local security officials did not give him full power in the region, seeing a significant influence on the head of the region from his deputy Rasul Sultanov. Morozov, as sources told the “Project”, could not resist the temptations, and the president was “leaked” to him from one of the parties. As a result, after eight months, Putin sent another “batman”, ex-Alpha officer Igor Babushkin, to Morozov’s place. Morozov returned to the FCS, where he became an adviser to the head.

The current head of the Ministry of Emergencies, Yevgeny Zinichev, did not work out with the management of the subject of the federation. Like Morozov and Mironov, it was difficult for him to speak on the post of acting Governor of the Kaliningrad region. Zinchev was also uncomfortable with a vague record of his higher education, which he hid with a private university he completed, the Institute of Business and Law in St. Petersburg, which ceased to exist in 2014. With a second request to the president, Zinichev managed to resign as head of the region, having worked there from July to October 2016. True, the career of the former security guard of Putin did not end there - in May 2018, he became the head of the Ministry of Emergencies.
