The FSB filed a petition with the Lefortovskiy Court of Moscow to extend the term of the arrest to one of the richest businessmen from Ingushetia, the former general director of the management company OJSC Concern Rosatomstroy, Khasan Tumgoev. He is accused of embezzling funds allocated for the reconstruction of one of the Rosatom institutes. However, now the counterintelligence agents are also investigating the case of embezzling the funds of the Zvezdochka Ship Repair Center.
According to Rosbalt, a source in power structures, the Investigation Department of the Federal Security Service of the Russian Federation asks Tumgoev to extend his detention for two months. Hearings are scheduled for Monday. Among the reasons for the need to leave a businessman in the SIZO is the investigation of a new episode of theft, where Tumgoev is the main person involved. According to the FSB version, one of the companies controlled by the entrepreneur entered into a state contract worth 1.5 billion rubles with the Zvezdochka Ship Repair Center (part of the United Shipbuilding Corporation). For this amount, the company had to perform large volumes of construction work at the enterprise. Zvezdochka transferred an advance of 100 million rubles, and after six months the contract was terminated. The FSB believes that in reality, the company received almost no work for the advance payment, and the money was stolen. However, so far no charges have been brought against this episode of Tumgoev.
A businessman is accused of another theft. in 2016, located in Nizhny Novgorod Research Institute of measuring systems. Yu.E. Sedakova (part of Rosatom State Corporation) signed a government contract for 355 million rubles with OKS. For these funds, the company had to reconstruct one of the research institute premises for various research and testing. Documents on acceptance of a part of work were signed. However, as the FSB believes, a significant part of the work was not actually carried out, in particular, no expensive cables were laid. The preliminary damage amounted to 10.4 million rubles, but during the investigation it may increase. Counterintelligence agents believe that the actual owner of the company is the former general director of the management company OJSC Concern Rosatomstroy, one of the richest businessmen from Ingushetia, Hasan Tumgoev. He, as already reported by Rosbalt, was arrested in early December 2018. After a series of interrogations, it was decided to detain the head of the USC, Maxim Nizdiminov.
The interlocutor of the agency, familiar with the situation, said that Tumgoev does not admit guilt. According to his version, the work at the facility was “frozen” by the decision of the “customer” himself, due to the merger of the research institutes with the Russian Federal Nuclear Center - All-Russian Research Institute of Experimental Physics (RFNC-VNIIEF). The last center had similar premises for testing, and the question arose as to the advisability of continuing the work. According to the Rosbalt source, there is a bank guarantee from the contractor for the contract, so the institute will not incur any financial losses in any case. “The contract is not closed, the work has not been handed over, what kind of embezzlement may be involved,” the agency’s source believes. One of the main witnesses of the investigation is the former employee of Rosatom Orlov, who testifies that it was he who organized this contract for USC for 10% of its value. However, he claims that it was not a “kickback”, but a payment for his ability to correctly draw up documents and work with the customer.
While Tumgoev was in custody, his close relative (brother of his wife) Ibragim Belkharoev fell victim to criminals in Ingushetia. He was a famous religious figure in the republic, the great-grandson of Sheikh Batal-Khadzhi Belkharoyev.
On the night of December 31, at the intersection of Oskanov and Pionerskaya streets in Nazran, a group of intruders fired at a car in which Belkharoev was driving. He himself died, his driver, 28-year-old Abo Aushev, was seriously injured.
Khasan Tumgoev is one of the richest people in Ingushetia, and his family (brothers Salman, Isa and Ruslan and father Ali) have been associated with the nuclear industry for many years. Hassan at one time was the general director of the management company of OJSC Concern Rosatomstroy, he also owns the Achaluki mineral water plant. As the head of Ingushetia Yunus-Bek Yevkurov told in an interview with “Forbes”, it was the structures of Tumgoev who financed the construction of three mining and processing plants in the republic and a glass factory. He also erected the Artis business hotel in Magas. Yevkurov estimated Tumgoev's investments in these projects in the amount of 7 billion rubles only.
