Renat Mistahov, deputy of the State Council of Tatarstan, head of the large shipbuilding corporation Ak Bars, became the person involved in the criminal case of corruption in the department of audit of government contracts of the Russian Defense Ministry. Former head of the department, Colonel Retired Yuri Efimov, concluding a pre-trial cooperation agreement, testified that Mr. Mistakhov paid him 65 million rubles. for the harmonization of contracts for the supply of military equipment components for the military department. Mr. Mistakhov himself denies the payment of kickbacks.
On Wednesday, the Moscow City Court rejected the complaint of Mr. Mistakhov’s defense about the investigative actions, which in December last year with his participation was conducted by the military investigation department of the Investigative Committee of Russia in Moscow. Then, with the approval of the Savelovsky District Court, a personal search was conducted of the people's choice and the head of a large shipbuilding company, after which he was taken to a confrontation with Colonel Yury Yefimov, accused of taking bribes on a large scale (part 6 of the Criminal Code of the Russian Federation). The appellate court rejected the defense complaint.
According to Kommersant’s information, Colonel Yefimov, having concluded a pre-trial agreement on cooperation with the military prosecutor’s office, told the military investigation about three corruption episodes.
In one, the colonel himself acted as a briber (part 5 of article 291 of the Criminal Code of the Russian Federation). According to his testimony, the now former head of the Department of Defense Contracts of the Ministry of Defense, Maxim Kuksin, constantly hinted to him about the reorganization of the staffing of the department, as a result of which he could be dismissed and that there were worthy candidates in his place. This, according to the bribe giver, made him pay Mr. Kuksin 11 million rubles. for staying at your post. Active repentance contributed to the fact that the episode of giving a bribe to an official from Yury Efimov was lifted. And on July 18, 2018, Maxim Kuksin himself was detained, and then arrested by the Savelovsky District Court. Further, the criminal case against Mr. Kuksin, who does not admit his guilt in receiving a bribe, was allocated in a separate proceeding.
As part of the transaction, Mr. Efimov admitted his guilt in receiving a bribe in the amount of 4 million rubles. from Nikolai Spassky, co-owner of NPP "Advent", for ensuring that the Department of Audit of the Government Contracts of the Ministry of Defense of the Russian Federation did not change prices when concluding a contract with the military department for the supply of control systems for ensuring chemical and biological safety. Recall that Mr. Spassky, who was arrested for fraud, first testified against Mr. Efimov, saying that he had extorted a bribe from him.
Another precondition for Yuriy Efimov was the giving of evidence to State Council Deputy Mistakhov, who concluded two government contracts with the Ministry of Defense in 2014–2015 for the supply of components for combat boats.
According to some reports, we are talking about the details for anti-diversion boats "Grachenok". According to the colonel, the investigators learned the details of the fact that in 2014 Mr. Mistahov, being the director of the Zelenodolsk Shipbuilding Plant named after him. A. M. Gorky (part of the Ak Bars Corporation), for negotiating contracts and not lowering prices when they were signed, Mr. Efimov paid 30 million rubles, and in 2015 another 35 million rubles.
It should be noted that during the confrontation, Renat Mistahov categorically denied giving bribes. While he is in a criminal case as a witness. The Ak Bars corporation abstained from commenting on Wednesday.
