Now, after a difficult period in the Federal Property Management Agency, Dmitry Pristanskov will be promoted.
The former head of the Federal Property Management Agency, Dmitry Pristanskov, is returning to MMC Norilsk Nickel for the post of State Secretary, Vice President, government sources told Kommersant. One of them claims that Mr. Pristanskov will be starting a new job this week. It was not possible to contact Dmitry Pristanskov, Norilsk Nickel declined to comment.
Dmitry Pristanskov is 42 years old. From 2005 to 2014, he worked in the Federal Property Management Agency, including from 2010 he was the deputy head of the department. Then, in 2014, he went to Norilsk Nickel, where he headed the department of federal and regional programs of the company, was a member of the state commission on the Arctic. But two years later, Mr Pristanskov was appointed head of the Federal Property Management Agency and deputy head of the Ministry of Economy, replacing Olga Dergunova in this combined position.
According to the Kommersant interlocutors, now Dmitry Pristanskov at Norilsk Nickel will be mainly responsible for promoting the MMC projects in government, cooperation with industry and public organizations, preparing for economic forums, including the Krasnoyarsk Economic Forum, which will be held at the end Martha. In addition, one of the sources of “Kommersant” reported that with a high probability of Dmitry Pristanskov will enter and the board of “Norilsk Nickel” (now consists of 13 people). Whether the appointment of Mr. Pristanskov will entail staff rotations in the company, the Kommersant interlocutors do not speak, but now the Secretary of State, the vice-president for government relations is another member of the Norilsk Nickel board, Vladislav Gasumyanov.
The main challenge for Dmitry Pristanskov during the management of the Federal Property Management Agency was the privatization of the controlling stake in Bashneft (from 2014 to 2016 belonged to the Federal Property Management Agency) and 19.5% of Rosneft shares owned by the Federal Property Management Agency through Rosneftegaz. Thus, the participation of Rosneft in the privatization of Bashneft, as well as the schemes for the subsequent sale of the Rosneft stake in 2016, were the subject of tough conflicts in the government and the presidential administration. In particular, the then head of Dmitry Pristanskov, Minister of Economy Alexei Ulyukayev, who spoke out against Rosneft’s purchase of Bashneft, ended up in jail in a privatization-related case.
At the same time, there were no complaints about the work of the Federal Property Management Agency itself, the Kommersant interlocutors say, the government has always publicly stressed the success of these transactions in terms of budget replenishment. At the end of December 2018, the head of the government’s administration, Konstantin Chuichenko, explained the departure of Mr. Pristanskov from the Federal Property Management Agency by the fact that he decided to “change the sphere of professional activity,” while at the same post “he showed himself as an effective and conscientious leader. At the same time, the departure of Dmitry Pristanskov coincided with the resumption of the discussion in the government about the future fate of the agency, within the framework of which the transfer of functions of the Federal Property Management Agency to the Federal Treasury is considered.
Norilsk Nickel is very important to have a strong GR, given the social significance of the company and a number of projects aimed at improving the environmental situation, believes Andrei Lobazov from Aton. He notes that active interaction with the government has already borne fruit: for example, the state has agreed to reset export duties as a measure to support the company's plans to close the nickel plant.
