The Ministry of Communications has submitted to the government a draft of the national program "Digital Economy", which implies more stringent requirements for information security. According to the proposal, the share of internal traffic of RuNet, routed through foreign servers, should not exceed 5% by 2024.

The Ministry of Digital Development, Communications and Mass Communications (Ministry of Communications) with the support of the Analytical Center (AC) under the Government of the Russian Federation prepared proposals for the draft national program "Digital Economy" until 2024. The document (a copy of "Kommersant") was prepared within the framework of the transformation of the state program of the same name; it was required for the implementation of the May decree of the President of the Russian Federation, follows from the draft. In accordance with the decree, by 2024 the authorities should increase the internal costs for the development of the digital economy three times as compared to 2017. It is also necessary to ensure the creation of a stable and secure information and telecommunications infrastructure for high-speed transmission, processing and storage of large amounts of data. And state agencies should switch to the use of predominantly domestic software.

The draft national program has already reduced the share of internal network traffic of the Russian Internet segment, routed through foreign servers, to 5% by 2024. In the plan approved in January 2018, it was 10%. It also follows from the document that the five basic directions of the state program will complement the new ones: Digital Public Administration, Ecosystem Support for Digital Economy Projects and Digital Environment of the Unified Energy System. They envisage the introduction of digital technologies and platform solutions in the state administration and in the provision of public services, the creation of a financing system for breakthrough projects, and the development and implementation of a coordinated policy of the countries of the Eurasian Economic Union in the field of the digital economy.

The plan also offers a digital transformation in energy, construction, health, industry, education, agriculture and urban management, as well as transport; these areas will be supervised by the relevant ministries. The project ensured the continuity of previously approved action plans for the five basic areas of the state program of the same name, told Kommersant and. about. head of the AC Vladislav Onischenko. "Only the direction" Digital public administration "will become new, and the mechanism of interaction with the EEMP and the mechanism for supporting projects will most likely be integrated into the other six directions," said Vladimir Mesropyan, deputy head of the project office for the implementation of the Digital Economy program. Eight sectoral areas were proposed to interested state bodies and are not yet included in the outline of the national program, he added. "These plans will be clarified, the composition of activities for some tasks and the terms of their implementation may be revised, but the main goals, tasks and milestones will not radically change," Mr. Mesropyan added. As previously reported to Kommersant, the final version of the national program should be submitted for consideration by the presidential council on priority projects until October 1.

The Ministry of Communications has already submitted a draft of the national program "Digital Economy" to the government apparatus, representative of the vice-premier Maxim Akimov Aliya Samigullina told Kommersant. "The program will be finalized in accordance with the established procedure with interested federal executive bodies and the expert community," she noted.

The project also indicates participants in the national program management system. They include President Vladimir Putin and Prime Minister Dmitry Medvedev, Deputy Prime Minister Maxim Akimov, Head of the Ministry of Communications Konstantin Noskov and Minister of Economic Development Maxim Oreshkin, Deputy Head of the AC Evgeny Kislyakov, CEO of the ANO Digital Economy Evgeny Kovnir. Yesterday, the Kremlin press service announced the appointment of Dmitry Peskov as the presidential special envoy for digital and technological development. Will Mr. Peskov be included in the system of participants of the national program, his representative and the press service of the AC did not specify. The Ministry of Communications did not provide a comment. The department does not yet have a deputy minister responsible for the digital economy and e-government. The deputy head of the Ministry of Communications, Alexey Kozyrev, who was in charge of this direction, left the post on July 3.
