Zvezda shipyard needs incredible order portfolio

Entire Russia will have to fill up the order portfolio of the new Far Eastern "super shipyard". 
While the almost empty order book of Russia's largest shipyard Zvezda, which the consortium with Rosneft is building in Primorye, will be filled at the expense of all Russian customers. The state promises to forcefully load the shipyard Zvezda, which the DTSS (a consortium of Rosneft, Rosneftegaz and Gazprombank) is building in Bolshoy Kamen (Primorye). On Friday, during the visit to the project, Vladimir Putin noted that "Zvezda will necessarily become one of the leading shipyards in Russia and the world", but "it is important to reach the main strategic goal as soon as possible - to start the production of a full line of medium- and large-tonnage vessels and marine engineering. " The president expects that the long-term plan for loading the shipyard before 2035 will be fulfilled, and "will closely follow this". In his opinion, both the owner of the shipyard Rosneft and external customers - Gazprom, NOVATEK, and other companies - are obligated to fulfill this plan.

The issue of loading the "Stars", the construction of which was estimated at 149 billion rubles, is the key problem of the project. This, in fact, today confirmed and the head of Rosneft Igor Sechin.

According to him, taking into account the order of Rosneft, now the portfolio of orders consists of 14 vessels, whereas "to enter a positive economy" until 2035, Zvezda needs to obtain a portfolio of 178 vessels.

In addition, as Mr. Sechin assures with reference to Rosregistr's data, only in China Russian companies placed orders for more than 50 vessels worth $ 5 billion.

Recall, the project of the largest shipbuilding complex Zvezda in Russia was designed for large orders of the Russian oil and gas sector, mainly for the development of Arctic and offshore fields, but after the fall of oil prices and the introduction of Western sanctions against Russia, most of the offshore projects in the country are frozen , and orders for new vessels declined. Under the surviving projects (for example, Yamal-LNG NOVATEK, LUKOIL's projects on the Caspian shelf), orders for vessels were placed either abroad or on the existing and accumulated experience and competence of other shipyards of the country (in particular, at the plants of the previous shipbuilding state superproject - United Shipbuilding Corporation).


But the "Zvezda" until recently received orders only from Rosneft, the first external order will be placed there FSUE Rosmorport, which concluded an agreement on the construction of a shallow-draft icebreaker with an option for three more. On Thursday, Rosneft also announced an agreement of intent with Zvezda on the construction of reinforced ice class shuttle tankers (Arc6-Arc7) with a deadweight of about 70,000 tons (neither the exact date nor the possible date of signing the firm contract was indicated by the oil company).

Deputy Prime Minister Dmitry Rogozin assured that "preliminary approvals" for placing orders on Zvezda are with all major players - NOVATEK, LUKOIL, Sovkomflot, Gazprom.
At the same time, Igor Sechin believes that urgent legislative measures are needed to protect the "domestic producer, maritime transport companies".

Mr. Rogozin explained that "this will be corrected in the near future," and "the government approved a bill approved by the government, according to which now the government commission on import substitution will have exclusive rights to regulate all orders above certain amounts." We are talking about state-owned companies with a state stake in the capital of over 50%, explained the Deputy Prime Minister.

The law can be adopted before the end of the year, and from January 1, 2018, according to the official, state companies will have to coordinate with the government orders for marine equipment worth 2 billion rubles.

For aviation (aircraft), the price ceiling will be 1 billion rubles. On helicopters - 400 million rubles., He said, adding that these figures are not spelled out in the law and they should be determined by the government. The withdrawal of expensive orders abroad, according to Dmitry Rogozin, is possible if there are no suitable or free capacities.

Note that the idea of ​​compulsory formation of the portfolio of orders "Stars" is not new. Exactly the same measures - to oblige Russian companies to build ships on a new "superverfie" - Igor Sechin wanted to introduce two years ago. As reported by Kommersant on August 4, 2015, the head of Rosneft in a letter to the president proposed to encourage the construction of Russian ships in the country and make Zvezda a single site for all orders of Russian companies. In addition, the proposals of the head of Rosneft included, for example, property tax for the use of foreign-made vessels and the inclusion in the offshore licenses of conditions for the localization of marine equipment up to 70%.
