"Renova" asks to support the uninjured business.
The owner of Renova Viktor Vekselberg is trying to save not only his business that is subject to sanctions, but also one that they did not directly touch. It is, for example, the preferences for the development group "Cortros" in public procurement and lending. State support is intended to facilitate the life of the group against the backdrop of overstocking of the primary housing market and changes in regulation of shared construction. However, the businessman recognizes the right to similar benefits for other developers, directly or indirectly affected by the sanctions.

Support measures for Cortros, the development business of the Renova Group, are contained in the general list of its requests to the state. It follows from the document that "Cortros" needs preferences with participation in purchases of housing for state needs. For example, it is proposed to study the possibility of buying the Ministry of Defense for military apartments in "Kortrosom" residential complexes "Akademicheskiy" in Yekaterinburg, Perkhushkovo in Odintsovo near Moscow, Konkovo ​​in the same area of ​​Moscow and Headliner near Moscow City. Also, Renova asks for "Cortros" preference for the purchase of AHML (now "Dom.RF") areas in the LCD Headliner and "Konkovo" for the creation of a rental housing fund. For these purposes, Dom.RF, in particular, bought out the area from the VTB structure in the Match Point complex and from Inteco in the Liner LCD.

According to the National Association of Housing Developers, in April 2018, "Cortros" (currently building 367,000 sq. M.) Occupied the 36th place in the top 100 housing developers. The same in "Dom.RF" is spoken about another idea of ​​Renova - the allocation of limits in the bank "Russian Capital" (included in the state company) for lending to housing developers who are on the sanctions lists.

"Russian capital" becomes a basic bank for the construction industry. The source of Kommersant, surrounded by the main shareholder of Cortros, says that in this case it is not only about the Renova projects, but also about the development companies of other businessmen, including those who entered the Kremlin's list of the United States last winter . Of the developers in it, in particular, Sergei Gordeev (PIC), Andrew Molchanov (LSR), Roman Avdeev ("Ingr"), Dmitry Ananiev (PSN). The situation is especially difficult for Oleg Deripaska, for which sanctions have already been imposed: he owns Glavstroy (his representative could not be reached).

However, all measures look preventive - until the restrictions in reality have touched the development business of Mr. Deripaska and Vekselberg. This segment is almost independent of external suppliers and Western financing, explains one of the federal officials. "It is not appropriate to introduce credit limits for the sake of the two companies (Cortros and Glavstroy .- Kommersant), this will create discrimination in the market for other developers," he said.

The interlocutor of Kommersant, close to Renova, explains the need to support the fact that the development business has become risky "because of the changing legislation on shared construction." So, from July 1, the provision on escrow accounts enters into force, where developers are obligated to direct the funds of equity holders. According to experts, over the next three to four years, banks will be able to replace 3-4 trillion rubles with the help of escrow accounts. of the money-holders. In the framework of a comprehensive request for the state support of Renova, in particular, he requests that his Metcombank be included in the list of authorized persons to work with escrow accounts. Meanwhile, a bank operating in the Sverdlovsk region with its own capital of 20.78 billion rubles. occupies only 50th place in the list of one hundred largest in Russia. "For federal developers, its loan products are unlikely to be of interest," - says one of the developers.

According to Irina Dobrokhotova, the head of the Board of Directors of Best New Building, now the supply in the primary housing market exceeds demand, so many developers are trying to find out the markets. But, apparently, the Ministry of Defense does not need a new home, as it was just ten years ago. "No one is planning to buy ready-made housing on a scale," said a Kommersant source familiar with the ministry's plans. In April, Deputy Defense Minister Timur Ivanov reported that in 2018 almost 114 billion rubles are allocated for capital construction in the interests of the Defense Ministry, of which 2% will go to housing.
