Timchenko's son-in-law found a partner for the construction of a fish factory in the North

He became a producer of seafood under the brand "Bay of plenty."
The company "Agama RT" in late 2017 became the owner of 49.99% of the shares of "Russian cod" from Murmansk, according to the data of the Unified State Register of Legal Entities. The last firm is controlled by a 100% subsidiary of the Russian Fishery Company (RRPK) Gleb Frank. He is the son of the general director of the Sovcomflot shipping company, former Transport Minister Sergei Frank and brother-in-law of Vladimir Putin's friend Gennady Timchenko.

"Agama RT", according to the USRLE, belongs to Yuri Alasheyev and Igor Lysenkov, the founders and co-owners of the GC "Agama". The group specializes in the processing of fish products: it produces fish and seafood under the brands Agama and Bay of Plenty, manages the chain of stores "Fish Manufactory No. 1". According to the Fish Association, it is one of the largest processors of fish products in Russia. The company does not disclose production data.

RRPK, according to its data, is the leader in the market of pollock in Russia. Founded in 2011 by Frank and brother of Moscow Region Governor Maxim Vorobyov, today the company unites several fishing enterprises in the Far East. In 2017, its total catch reached 226,300 tons of pollock and 65,500 tons of herring. In April 2018, Vorobyov sold to Frank his share in the company - 44.7%.

"Russian cod" was created for the project of construction of a coastal processing plant in the Northern Basin in partnership with "Agama", the representative of the RRPK explained to "Vedomosti" and confirmed Alasheev. To participate in the distribution of investment quotas in the Northern Basin, the RRPK and "Agama" have prepared a project for the Russian Cod plant, where cod and haddock are planned to be processed, they say. The mechanism of investment quotas allows investors in coastal processing plants to obtain additional quotas for catching fish. Initially, Rosrybolovstvo planned auctions to allocate quotas for shore capacity in the Northern Basin on April 2, but they were postponed, a new date has not yet been set.

Projects for the development of coastal processing are in line with the strategy of the RRPK to increase the share of output with high added value, notes its representative, and the company will be able to obtain new quotas for fish production. In turn, Agama already owns a factory for processing cod and haddock in Murmansk and is ready to develop the direction of processing of this fish, Alasheev explains.

"Agama" has experience in the production and promotion of fish products for the end user, the representative of the RRPK explains the advantages of such cooperation. Under what brand will the products be sold and whether Agamy brands will be used for this, representatives of the parties did not specify. It would be logical to use them, since it is one of the most well-known brands among consumers, says the deputy director of the largest cod and haddock miner in Russia, Norebo management company, Sergey Sennikov.

"Norrebo" also plans to participate in the auction Rosrybolovstva distribution of investment projects for plants in the North Basin, notes Sennikov. The mechanism of investment quotas for the construction of plants encourages investors to invest in processing, which will provide the market with high-quality products with high added value, the demand for which is growing, he believes. Judging by the number of applications, there will be a high demand for quotas and the auction will go on lowering the quota share, therefore, companies can receive quota shares that are substantially smaller than originally estimated. If the loading is not enough, the plants do not pay off, Sennikov emphasizes.

If the "Russian Cod" wins the auction, then the construction of the plant will be completed in 2019, the representative of the RRPK specified. The parties did not disclose the investment in the project, but the planned design capacity of the Russian Cod is over 50 tonnes of finished products (frozen fillets and minced meat) per day, says the representative of the RRPK. The cost of such a plant Sennikov estimates about 2 billion rubles. depending on technological solutions and equipment.

This is the second coastal processing project at the RRPK - the company recently announced the launch of the Russian pollock project in the Far East: it will build a plant for the production of 25,000 tons of fish products and will receive additional quotas for the extraction of 14,500 tons of pollock and herring. There, the RRPK also attracted a partner - it was the company "DV invest" of the seaside entrepreneur Denis Sarana, co-owner of the Vladivostok Sea Fishing Port (WMPP). This partnership will make it possible to use the partner's refrigeration infrastructure. The WBMP plans to build a 40,000-ton refrigerating and storage facility, the spokesman for the RRPK and Sarana say. Also, "DV Invest" has expertise in logistics of fish and finished products, the representative of the RRPK added.
